Staff Recommendation: Approve as presented. 10. ATTACHMENT What Is It? California’s open meeting or “sunshine” law: “All meetings of the legislative body of a local agency shall be open and public…” “The people of this State do not yield their sovereignty to the agencies which serve them” The Law in a Nutshell The Brown Act requires all aspects of the decision- making process by legislative bodies – including discussion, debate, and acquisitions of information – to be conducted in public. The Prohibition The Brown Act specifically prohibits “any use of direct communication, personal intermediaries, or technological devices that are employed by a majority of the members… to develop a collective concurrence as to action to be taken on an item by the members…” unless it meets the open and public requirements. SUBJECT: Consider Fiscal Year 2019/20 and 2020/21 Mission Statement, Strategies, Goals and Objectives BACKGROUND AND DISCUSSION On July 17, 2019, the City Council adopted the Mission Statement, Strategies, Goals and Objectives (Objectives) for Fiscal Years (FY) 2019/2020 and 2020/2021. In developing these Objectives, City Council engaged in an extensive strategic planning process designed to create strategies and objectives that would achieve sustained progress toward the City of Moorpark Mission Statement, which is: "Striving to preserve and improve the quality of life in Moorpark." The adopted Objectives for FY 19/20 and 20/21 provide a strategic pathway for the community and the organization in understanding the overall direction the City is moving in. The strategic format connects the work of the organization to the overarching Mission of the City, as each of the proposed strategies supports the Mission. The adopted objectives covered a two year time frame and are scheduled to be updated in the spring of 2021 . The purpose of this review is for the Commission to familiarize itself with the Goals and Objectives that relate to the Commission's area of responsibility and request information and an update from staff if appropriate, prior to the annual joint meeting of the City Council and the Arts Commission (date to be determined). Currently two approved Objectives relate to the Arts Commission's area of responsibility. Moorpark Arts Commission February 16, 2021 Page2 • Objective 1.1.1: Modify the approved High Street Streetscape Plan. Develop Phasing Plan and construct selected portions of the High Street Streetscape Plan, including traffic calming devices, decorative paving, landscaping and metal trellis (public art) in the Metrolink parking lot by June 30, 2020. • Objective 1.4 .1: Develop policies and program guidelines for use of Art In Public Places and Tree and Landscape fees by June 30, 2020. The public art component of Objective 1.1.1 involves the installation of a metal trellis along a planned pedestrian walkway in the Metrolink North Parking Lot on High Street. The Arts Commission considered the location and concept for this project in 2017, however this project is currently on hold due to delays to the planned parking lot improvements. It is anticipated that work on this Objective will begin again later this year . Wrth regard to Objective 1.4 .1, development of the Arts Master Plan is currently underway, and will be discussed in a separate discussion item at the February 16th Arts Commission meeting. STAFF RECOMMENDATION Receive and file the Fiscal Year 2019/20 and 2020/21 Mission Statement, Strategies, Goals and Objectives report. I ITEM: 9.A. MINUTES OF THE ARTS COMMISSION REGULAR MEETING Moorpark, California February 18, 2020 A Regular Meeting of the Arts Commission the City of Moorpark was held on February 18, 2020 in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Blaugrund called the meeting to order at 6:02 P.M. 2. PLEDGE OF ALLEGIANCE: Commissioner Hoberg led the Pledge of Allegiance. 3. ROLL CALL: Present: Staff Present: Commissioners Barrett, De Haz, Roullard, Vice Chair Hoberg and Chair Blaugrund. Jessica Sandifer, Community Services Manager; Chris Ball, Management Ar,alyst, and Kimberly Sexton, Administrative Assistant.· 4. SPECIAL AGENDA ITEMS: A. Consider Nomination and Selection of Chair and Vice Chair. MOTION: Commissioner Roullard moved and Vice Chair Hoberg seconded a motion to appoint Chair Blaugrund as Chair. The motion was carried by unanimous voice vote. MOTION: Chair Blaugrund moved and Commissioner Roullard seconded a motion to appoint Vice Chair Hoberg as Vice Chair. Vice Chair Hoberg announced the Women's Fortnightly group will be holding their annual art show for Moorpark schools grades K-12 on March 11, 2020. The event is at Peach Hill and is open to the public. 8. PRESENTATION/ACTION/DISCUSSION: A. Update on Arts Master Plan Project. Staff Recommendation: Receive oral report. Richard Stein, President and CEO of Arts Orange County, gave the oral report. There were no speakers . MOTION: Commissioners received the oral report. B. Consider the Fiscal Year 2019-2020 and Fiscal Year 2020-2021 Mission Statement, Strategies, Goals and Objectives. Staff Recommendation: Receive and file report. Mr. Ball gave the staff report. There were no speakers . MOTION: Chair Blaugrund moved and Commissioner Roullard seconded a motion to receive and file the report. The motion carried by unanimous voice vote. 9. · CONSENT CALENDAR: MOTION : Chair Blaugrund moved and Vice Chair Hoberg seconded a motion to approve the co'.nsent calendar with amendment to the Minutes of April 10, 2019, Item 5.A., correction from the word "Planning" to "Arts".
