HomeMy WebLinkAboutMIN 2021 0324 CC SA SPCMINUTES OF THE CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark, California March 24, 2021 A Special Meeting of the City Council of the City of Moorpark and the Successor Agency was held on March 24, 2021, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by the City Council unless otherwise noted. 1. CALL TO ORDER: Mayor Parvin called the meeting to order at 6:31 p.m. 2. PLEDGE OF ALLEGIANCE: Mayor Parvin led the Pledge of Allegiance. 3. ROLL CALL: Present: Staff Present: Councilmembers Castro, Enegren, Groff, Pollock, and Mayor Parvin. Troy Brown, City Manager; Kevin Ennis, City Attorney; PJ Gagajena, Assistant City Manager; Kambiz Borhani, Finance Director; Daniel Kim, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; Karen Vaughn, Community Development Director; Jessica Sandifer, Community Services Manager; Chris Ball, Senior Management Analyst; Chris Thompson, Senior Information Systems Analyst; Captain Victor Fazio, Ventura County Sheriffs Office; and Ky Spangler, City Clerk. 4. PUBLIC COMMENT: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PRESENTATION/ACTION/DISCUSSION: A. Workshop on City Library Portion of the Civic Center Master Plan and Provide Direction on Floorplan Schemes and Design Development. Staff Recommendation: 1) Direct staff to move forward with the design of the Library based on Building Scheme A; and 2) Direct staff to move forward with the design of the Library based on Architectural Style Option C. Minutes of the City Council/Successor Agency Moorpark, California Page 2 March 24, 2021 Mr. Laurentowski introduced Chris Ball, Senior Management Analyst and Jessica Sandifer, Community Services Manager. Following a presentation of background information on the project to date by Mr. Ball and Ms. Sandifer, Linda Demmers, Library Consultant, provided an overview of current library facility. Thereafter Stephen Finney, President of CWA Architects, provided an overview of proposed floorplans and programmed use options considered during the community meetings resulting in the design development process outcomes. Questions to staff and consultants from Council followed including discussion of the following: 1) Will the building be built to achieve LEED (Leadership in Energy and Environmental Design) certification; 2) What type of uses are envisioned for the Multipurpose Room; 3) How will the building be situated to activate High Street; 4) Will there be potential quiet space locations that allow for taking a call while supervising children; 5) Will the Children's Space have access to the patio; 6) How is the transition to the future City Hall envisioned; and 7) Will food and beverage consumption be allowed in or around the Library. Ms. Judy VanWyk provided an overview on the interior design concepts developed through input during community workshops. Mr. Laurentowski provided a brief introduction to the existing High Street conditions and architectural styles and how they were considered as part the design process. Mr. Finney provided additional detail on the architectural design development and the styles and concepts considered. Discussion among Council and staff followed with a focus on the exterior design including: any agricultural design influences used should be easily recognizable; roof pitch design and building orientation considerations; the building should maintain a small town feel and character instead of being modern and futuristic; the exterior design should reflect the interior design elements the community found favorable; and the exterior design should more closely match the existing character of High Street and set the tone for future High Street buildings. Linda Legman, Moorpark resident, spoke to comment on architecture and public art which can be a point of contention when proposals are outside of the normal comfort zone, and encouraged consideration of various architectural styles. CONSENSUS: It was the consensus of the Council for staff to move forward with further development of Building Scheme A (interior plan) and return with additional exterior design options for further consideration.
