MINUTES OF THE CITY COUNCIL AND
SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
Moorpark, California March 3, 2021
A Regular Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on March 3, 2021, in the Council Chambers of said City located at 799
Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by
the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:32 p.m.
2. PLEDGE OF ALLEGIANCE:
City Manager Troy Brown led the Pledge of Allegiance.
3. ROLL CALL:
Present: Councilmembers Castro, Enegren, Groff, Pollock, and Mayor
Parvin.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Captain Victor Fazio,
Ventura County Sheriff's Office; and Ky Spangler, City Clerk.

7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Pollock reported on March 3 he attended the Southern California
Association of Governments (SCAG) Executive Committee meeting where the
finalization of Regional Housing Needs Assessment (RHNA) allocation approvals
took place following completion of the appeals process and commented a

resolution will be developed to change how the RHNA allocations are made for
the next Housing Element cycle.
Mayor Parvin announced registration is open for spring recreation programs at
the Arroyo Vista Recreation Center. For program information, visit
moorparkca.gov/recreation or call (805) 517-6300.
Mayor Parvin announced Breakfast with Bunny on Saturday March 27 and April 3
at the Arroyo Vista Community Park including a pancake breakfast, photo
opportunity with the Easter Bunny, arts & crafts, and a mini-egg hunt. For
details, visit moorparkca.gov/bunny.
Mayor Parvin announced upcoming Economic Development Collaborative free
webinars to assist businesses navigate employment laws, vaccination options,
grant and loan resources, and eviction laws including employment law and
COVID-19 vaccinations on March 4; business assistance grants and loans on
March 5, and commercial tenants and landlords on March 9.
Mayor Parvin announced free six week interactive eCommerce training prog ram
for small businesses offered through the California Office of the Small Business
Advocate to help small businesses sell their products online and expand their
customer base. The application deadline is March 11.
A. City Manager COVID-19 Update.
Mr. Brown reported on the declining number of new cases and increasing
numbers of vaccinations and directed citizens to
venturacountyrecovers.org, where the latest information on vaccinations
and cases in Moorpark can be located, and individuals can sign up to
receive the latest information on vaccinations, cases, prevention, pop up
events and more.
The County has moved into Tier 1B for vaccinations which will allow City
staff including preschool, public works, emergency operations, and
community services, and those that serve meals, to now receive
vaccinations, ensuring continuity of services in the event of an emergency
and adding a layer of protection to staff that have direct contact with the
public.
With the declining case rate, Ventura County is approaching Red Tier on
California’s Roadmap to Recovery which will have less restrictive
measures. The seven day average case rate, seven day average
positivity rate, and hospitalization and intensive care unit bed availability
are key metrics. The County meets Orange Tier levels except for the
seven day case rate. Once Orange Tier levels are reached, indoor
activities including dining, can resume with fewer restrictions, and the City
will return to in-person Council meetings.

Additionally, the State in now allowing certain youth and adult sports to be
played in the Purple Tier with certain restrictions. For a full list of sports
that can be played, along with the guidelines that must be implemented
please visit venturacountyrecovers.org.
We are making progress and are heading in the right direction but must
remain vigilant and continue vaccinations and testing.

12. CLOSED SESSION:
Mr. Ennis requested the City Council go into closed session for discussion of
Item 12.A, 12.B, and 12.C. on the agenda.
Mr. Ennis announced for Item 12.B., the designated representatives are PJ
Gagajena, Assistant City Manager, and Kevin Ennis, City Attorney.
CONSENSUS: It was the unanimous consensus of the Council to adjourn to closed
session for discussion of Items 12.A, 12B, and 12.C. on the agenda. The time was 6:4 5
p.m.

Present in closed session were Councilmembers Enegren, Groff, Pollock, Castro,
and Mayor Parvin; Troy Brown, City Manager; Kevin Ennis, City Attorney; and PJ
Gagajena, Assistant City Manager. Mr. Brown left the meeting at 7:38 p.m.
Mr. Gagajena left the meeting at 8:10 p.m.
The Council reconvened into open session at 8:29 p.m. Mr. Ennis stated Items
12.A, 12.B, and 12.C. were discussed and there was no action to report.
13. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 8:29 p.m.
