MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Ky Spangler, City Clerk DATE: 07/21/2021 Regular Meeting SUBJECT: Consider Ratification of Area Housing Authority (AHA) of the County of Ventura’s Appointment of Resident Commissioner to Board of Commissioners DISCUSSION The Ventura County AHA Board of Commissioners includes a Resident Commissioner, who is a public housing resident or Section 8 program participant living in an AHA owned unit. As summarized in the attachment, the AHA conducted a recruitment for a period of 30 days for a Resident Commissioner to serve a two-year term beginning June 1, 2021, through May 31, 2023. After a review of the applications received from interested candidates, four applicants were determined to be qualifying, and following the subsequent interviews, the AHA has recommended re-appointment of Angela Bradley as the Resident Commissioner to serve on the AHA’s Board of Commissioners. The attached letter requests that the member jurisdictions of the AHA of Ventura County ratify and confirm Angela Bradley as the Resident Commissioner of the AHA Board of Commissioners effective June 1, 2021, through May 31, 2023. FISCAL IMPACT There is no fiscal impact associated with the selection of a voting delegate. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. The Resident Commissioner must be a resident of a Public Housing development or a Section 8 tenant-based voucher participant residing in an AHA unit. The appointment must be ratified by the AHA’s jurisdictions. Following an open nomination period, review of applications from interested candidates and subsequent interviews, Ms. Angela Bradley, a public housing resident, was selected for a two-year re-appointment, June 1, 2021 through May 31, 2023. On June 23, 2021, the Board of Commissioners directed that all jurisdictions were to be notified of the selection of Ms. Angela Bradley as Resident Commissioner and to request ratification. The AHA respectfully requests that the City of Moorpark confirm or deny the appointment and forward a copy of the official documentation as evidence of your decision. Hillcrest Drive Newbury Park, CA 91320 RE: RESIDENT COMMISSIONER RECOMMENDATION Dear Board of Commissioners, The Area Housing Authority of the County of Ventura (AHA) has been in the process of recruiting a resident for the position of Resident Commissioner. The U.S. Department of Housing and Urban Development (HUD) requires each public housing authority to have a resident commissioner that is a public housing resident or recipient of housing assistance in the tenant-based Section 8 program. The California Health and Safety Code requires the resident commissioner to be a tenant of the AHA. To meet both requirements, the resident commissioner of the AHA must be a public housing resident or a Section 8 participant living in an AHA owned unit. The AHA solicited nominations from all qualified residents for a period of thirty (30) days; six (6) nominations were received. All six (6) nominees were contacted to confirm their interest in the Resident Commissioner position. The responses were as follows: · 1 declined the nomination · 1 requested an application but did not submit it by the deadline · 4 complete applications were received and reviewed On June 7, 2021, the candidates participated in an interview where each shared their experience and qualifications for the position. Though all candidates were enthusiastic about representing the tenant body on the board, only one was selected. Based on her qualifications and experience, the AHA hereby recommends Ms. Angela Bradley to be considered for the Resident Commissioner position at the Area Housing Authority of the County of Ventura (AHA) during the June 1, 2021 to May 31, 2023 term.
