SUBJECT: Consider Draft Five -Year Capital Improvement Program for the City
Engineer/Public Works and Parks, Recreation and Community Services
Departments for FY 2021/22 through FY 2025/26
BACKGROUND
The City of Moorpark's Five -Year Capital Improvement Program (CIP) serves as a
framework for the Moorpark City Council to identify, plan, and prioritize needed municipal
capital improvements. Many CIPs are multi-year projects that incorporate various stages
of development; from conceptual design, right-of-way acquisition, final design, and
construction. Individual CIPs can involve multiple City staff and consume a large amount
of staff time at various times of the year. Additionally, many CIPs are reliant upon grant
funding or from funds that are specifically allocated for a project improvement type (for
example, street and road funding). Consequently, the City's CIP identifies the priorities
for City staff as they work on both CIPs as well as the day-to-day tasks and programs that
are operated on an ongoing basis. Primarily, two departments are responsible for the
City's CIPs; Parks, Recreation and Community Services Department (PRCS), and the
Public Works Department. Public Works projects primarily focus on improvements such
as streets, storm drains, traffic signals, and construction within the public right-of-way,
while the PRCS projects focus on improvements to City -owned facilities, Landscape
Maintenance Districts (LMDs), open space, and parks.
The CIP is updated annually and presented to City Council as a listing of citywide planned
improvement projects to use for planning and programming purposes. The presented CIP
covers fiscal year (FY) 2021/22 through FY 2025/26. Prior to City Council action
approving the CIP, it is necessary that the Planning Commission first review the document

and determine conformity with the Moorpark General Plan as required by Government
Code Section 65401. This staff report summarizes the proposed changes from the
previous CIP and requests that the Planning Commission render its finding with regard to
General Plan conformity.
Also included in this report is a description of certain projects which require acquisition of
additional street right-of-way and a request that said acquisitions are also in conformance
with the Moorpark General Plan, as required by Government Code Section 65402.
DISCUSSION
A. General Plan Conformi
Staff from the Public Works, PRCS, and Community Development Departments reviewed
the draft CIP and confirmed the following:
1) All of the future streets and other Public Works projects listed in the Circulation
Element and other elements of the Moorpark General Plan have been included
in the CIP.
2) The Circulation Element of the Moorpark General Plan designates Moorpark
Avenue to be a two-lane local collector. CIP Prolect C0004: Moorpark Avenue
Widening calls for the widening of Moorpark Avenue to more than two (2) lanes.
Staff is currently working to update and revise the Circulation Element and will
present this document to the City Council in the future. It is the intent of staff to
include in the recommended changes, a different designation for Moorpark
Avenue which will allow for more than two (2) lanes of traffic. This will occur prior
to any commitment of funds for the widening project. Except for this project, the
Public Works projects listed in the subject draft CIP are in conformance with the
Moorpark General Plan.
3) As noted above, the PRCS projects in general involve improvements to existing
parks, landscaped areas, and trails. All of the identified projects are consistent
with the policies of the Land Use, Open Space, Conservation, and Recreation
Elements of the General Plan, which call for adequate recreation facilities for the
City's residents and the appropriate preservation of natural open space.
B. Right -of -Way Acquisition
The following projects will require acquisition of additional street right-of-way or
construction/slope easements:

* The majority of right-of-way required by these projects will be dedicated to the City by
developers.
Government Code Section 65402 requires the Planning Commission make a finding as
to the conformity of street right-of-way acquisitions for the above stated projects with the
Moorpark General Plan. It should be noted that CIP C0020 (Princeton Avenue Widening)
was not included in last year's list but is included in this year's list because previous
construction easements termed on December 31, 2020 and are in the process of being
re-established.
Public Works and Community Development staff reviewed the above cited list of projects
requiring street right-of-way acquisition and found said acquisitions to be in conformance
with the Moorpark General Plan.
C. Revisions to the CIP
On May 5, 2020, the Planning Commission reviewed the FY 2020/21 through FY 2024/25
CIP and found that the projects contained within, with the exception of the proposed
Moorpark Avenue Widening project, were in conformance with the City's General Plan.
The proposed FY 2021/22 through FY 2025/26 CIP contains the following projects that
have not previously been reviewed by the Planning Commission:
High Street Streetscape (C0009): This project would include improving
sidewalks on High Street, including traffic calming devices and street parking
improvements. Installation of new site furnishings (such as park benches,
decorative street signage, etc.) will also be included.
City Entry Monument Signage (C0065): This project would install four City
welcome monument signs, including solar -powered LED illumination, at
locations on Tierra Rejada Road, Grimes Canyon Road, and Princeton Avenue.
Campus Park Playground Upgrades (C0066): This project would replace
children's play structures and equipment at Campus Park, and replace sand
with engineered wood fiber. It would also install a separate sand play area and
replace a restroom with a pre -fabricated restroom facility. It is noted that the
prior Five -Year CIP (FY 2020/21 through FY 2024/25) included a project titled

"Replace Playground Equipment at Campus Park" that did not have an
assigned Project Number. The description for this previously unassigned
project has been utilized in CIP C0066.
Replace Play Equipment at Glenwood Park (C0067). This project would
replace structures and equipment for ages 5-12 at Glenwood Park, and replace
sand with engineered wood fiber. There would also be ADA sidewalk
improvements and installation of a sand play area. It is noted that the prior Five -
Year CIP (FY 2020/21 through FY 2024/25) included a project titled "Replace
Playground Equipment at Glenwood Park" that did not have an assigned
Project Number. The description for this previously unassigned project has
been utilized in CIP C0067.
High Street Arts Center Roofing Replacement (C0068). This project would
demolish, repair, and replace roofing materials at the High Street Arts Center,
including roof drains and galvanized flashing.
Moorpark Public Service Facility Asphalt Repair/Slurry (C0069). This project
would provide crack filling and slurry coat of the asphalt driveway and yard at
the Public Service Facility, including parking stall and curb painting.
Sidewalk Rehabilitation RDA Project Area (M0050). This project includes
sidewalk rehabilitation within the boundaries of the Redevelopment Project
Area. The scope of work and improvements includes sidewalk repair, sidewalk
replacement, curb cuts, access ramps, and street transitions.
The following CIP projects have been completed or are expected to be completed during
this fiscal year:
• Metrolink South Parking Lot South Entry (C0029).
• Downtown Slurry Seal (M0047).
Additionally, the following CIP projects were completed in FY 2019/20; however,they were
not noted in the staff report submitted to the Planning Commission last year:
• Country Trail Park Improvements and ADA Access (C0054).
• Sand Play Area Install at Peach Hill (C0057).
• Miller Park Playground Improvements (C0058).
• Campus Canyon Park Playground Improvements (C0059).
• 136 First Street Land Acquisition (1-0080).
• Tierra Rejada Road Streetscape (M0031).
• Campus Park Playground Imrovements (R0050).
• Glenwood Park Playground Improvements (R0130).
The FY 2021/22 through 2025/26 CIP also proposes to remove approximately $2,013,487
from the Los Angeles Avenue Medians project (C0026). The funding will be returned to
Los Angeles Area of Contribution Fund (2014) where it can become a source of funding

for other projects, such as the Princeton Avenue Widening (C0020) project. The CIP for
as needed funding for distressed First Time Home Buyer properties (P0019) has also
been removed from the FY 2021/22 through 2025/26 CIP. Funding has not been
necessary in the past few years. Should a property require funding in the future, City
Council can make a separate funding allocation.
STAFF RECOMMENDATIONS
Find the draft Five Year Capital Improvement Program for FY 2021/22 through FY
2025/26 to be in conformity with the Moorpark General Plan, except as noted in the
staff report.
2. Find the planned acquisition of street right-of-way for certain specified projects
described in this report, to be in conformity with the Moorpark General Plan.
