MINUTES OF THE
CITY COUNCIL
February 27, 2021
A Special Meeting of the City Council of the City of Moorpark was held on Saturday,
February 27, 2021, at 8:30 a.m. at the Arroyo Vista Recreation Center located at 4550
Tierra Rejada Road, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 8:41 a.m.
2. ROLL CALL:
Present: Councilmembers Castro, Enegren, Groff, Pollock, and
Mayor Parvin.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Karen Vaughn,
Interim Deputy City Manager; Kambiz Borhani,
Finance Director; Jeremy Laurentowski, Parks and
Recreation Director; Police Chief Victor Fazio, Ventura
County Sheriff's Office; and Dr. Brian R. Beamish,
Facilitator from The Centre for Organization

None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
5. PRESENTATION/ACTION/DISCUSSION:
A. Review of Goals & Objectives for Fiscal Years 2019/20 and 2020/21. Staff
Recommendation: Receive and file presentation and reports on Goals &
Objectives for Fiscal Years 2019/20 and 2020/21.
Mr. Gagajena provided an overview and status of completion of the Goals
& Objectives for Fiscal Years 2019/20 and 2020/21 as presented in the
report.
CONSENSUS: It was the consensus of the City Council to receive and file the
report.

B. Consider Presentation on National Community Survey. Staff
Recommendation: Receive and file presentation and reports on National
Community Survey.
Mr. Brown provided an overview of the results of the National Community
Survey, and highlighted community needs and priorities identified by
residents.
CONSENSUS: It was the consensus of the City Council to receive and file the
report.
C. Consider Proposed Goals & Objectives for Fiscal Years 2021/2022 and
2022/2023. Staff Recommendation: Provide feedback on Goals & Objectives
for Fiscal Years 2021/2022 and 2022/2023.
Dr. Beamish facilitated a strategic planning exercise with the City Council.
Following discussion, the City Council developed consensus on the
following four goals identified for the next two-year cycle covering fiscal
years 2021/22 and 2022/23:
Goal 1: Identify options and solutions to barriers for housing for all
economic and age ranges.
Goal 2: Practice respect, equity and inclusion citywide.
The intent of this goal is to:
• Continue to build trust and engagement with the City and its
Communities.
• Practice respect equity and inclusion citywide.
Goal 3: Place an emphasis on economic development with a focus on
historic High Street to enhance a destination and sense of
community.
The intent of this goal is to:
• Provide opportunities to bring businesses into Moorpark.
• Bring head of household jobs
Goal 4: Find ways to help community groups develop, and sustain and
enhance arts, culture, entertainment, and public events.
Objectives and tasks will be developed to create an actionable roadmap to
achieve overarching strategies and will be presented to the City Council for
review and approval.
