SUBJECT: Consider Naming the Pedestrian Bridge at Arroyo Vista Community
Park Joel Burchfield Bridge and Resolution Amending Fiscal Year
2021/22 Budget
BACKGROUND
Twenty-five years ago, on January 31, 1996, 11 year old Joel Burchfield was walking
home from Chaparral Middle School when he tried to use the Arroyo Simi as a shortcut
to get home. Tragically, due to the heavy rains that day Joel was swept away by rushing
waters in the Arroyo. Although a pedestrian bridge across the Arroyo had been on the
City’s capital improvement project list, Joel’s passing moved the project up in priority. On
January 27, 1997, less than a year after Joel’s passing, construction on the bridge began.
The bridge was completed in August 1997. The City Council held a bridge dedication
ceremony shortly after the bridge completion. At the ceremony a plaque, procured by the
Conejo Valley Masonic Lodge #807, was presented to be installed on the bridge
commemorating Joel. The plaque reads, “For all the children who will pass this way –
Joel Burchfield”.
DISCUSSION
Although a plaque was placed on the Arroyo Vista Pedestrian bridge to commemorate
Joel Burchfield, there has never been an official City Council action to name the bridge
after him. While the City Council currently has a park naming policy in place, no such
policy exists for naming City facilities. The City Council has requested that an official
facility naming policy be created and brought back for City Council consideration.
However due to 2021 being the 25th Anniversary of Joel’s passing, the Council requested
that a separate item be brought forward requesting to officially name the bridge while the

facility naming policy is created. In accordance with that request, staff is recommending
that the bridge be named:
JOEL BURCHFIELD BRIDGE
Upon Council approval of the bridge naming, a sign will be fabricated and placed on the
bridge. The naming signs will include the City seal and be placed on both the north and
south sides of the bridge. The original dedication plaque placed on the northwest side of
the bridge will remain in place.
FISCAL IMPACT
Staff estimates that it will cost approximately $15,000 to fabricate and install the City seal
and name signs on the bridge. This cost would be for signs on both the north (Villa
Campesina) and south (Arroyo Vista) sides of the bridge. Staff is requesting a budget
amendment from the General Fund Unassigned Fund Balance for this work.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION (ROLL CALL VOTE REQUIRED)
1. Approve naming the Arroyo Vista Community Park Pedestrian Bridge “Joel
Burchfield Bridge”; and
2. Adopt Resolution No 2021-______ to allocate funding for the procurement of a
bridge sign.

RESOLUTION NO. 2021-____
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL
YEAR 2021/22 BUDGET FOR SIGNS FOR THE ARROYO
VISTA PEDESTRIAN BRIDGE IN THE AMOUNT OF $15,000
FROM THE GENERAL FUND (1000)
WHEREAS, on June 16, 2021, the City Council adopted the Operating and Capital
Improvements Budget for fiscal year 2021/22 Budget; and
WHEREAS, a staff report has been presented to the City Council authorizing
naming the Arroyo Vista Pedestrian Bridge “Joel Burchfield Bridge”; and
WHEREAS, a budget amendment in the amount of $15,000 is being requested
from the General Fund (1000) to pay for the cost of signs for the new bridge name; and
WHEREAS, Exhibit “A”, attached hereto and made a part hereof, describes said
budget amendment and the resultant impact to the budget line item.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment in the amount of $15,000 from the General
Fund (1000) as more particularly described in Exhibit “A”, attached hereto, is hereby
approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
