SUBJECT: Consider Resolution Affirming the City of Moorpark’s Commitment to
Respect, Equity and Inclusion Citywide
BACKGROUND/DISCUSSION
On April 7, 2021, the City Council of the City of Moorpark adopted Strategies, Goals,
and Objectives for Fiscal Years 2021/22 and 2022/23, which included the goal to
Practice Respect, Equity and Inclusion Citywide. One of the objectives under this goal
is to adopt a City Council resolution on equity and inclusion to ensure the City delivers
services in a manner that is accessible to all persons regardless of race, ethnicity,
nationality, gender, gender identity, sexual orientation, socio-economic status, age,
physical and/or mental capability, and religious belief. The attached resolution fulfills
this goal and states that the City of Moorpark is a community that celebrates, embraces,
and values diversity; is welcoming to all people; and strives to ensure that every person
living, working, and visiting our community is treated with respect and fairness, and has
access to equitable services and opportunities.
The resolution states the City is committed to good governance, quality customer
service, nondiscrimination, equal employment opportunity, equal pay, safe and healthy
work environments, and cultural awareness. The City supports and will participate in
training opportunities as they pertain to best practices in diversity awareness, equity,
workplace harassment prevention, employment law, disability awareness and fair
housing. While many of these topics are already offered as mandatory trainings for all
staff, others will be added into the training curriculum. In addition, the City is committed
to supporting policies and practices that will further integrate diversity, equity, and
inclusion into hiring, contracting, and internal policies.
It will be the responsibility of all City departments to review policies, practices and
procedures through a lens of respect, equity and inclusion to ensure they meet the
intent and direction of this resolution. Staff also intends to enhance efforts to engage
with employees and the public to create safe spaces for dialogue, self-reflection, and
participation. Some of these actions may include hosting community forums, meeting

with residents and community groups, and actively engaging with hard-to-reach
communities.
FISCAL IMPACT
There is no fiscal impact in taking this action.
COUNCIL GOAL COMPLIANCE
This action is consistent with City Council Strategy 2, Goal 2, Objective 7 (2.2.7): Adopt
a City Council Resolution on equity and inclusion.
STAFF RECOMMENDATION

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AFFIRMING THE CITY OF
MOORPARK’S COMMITMENT TO RESPECT, EQUITY AND
INCLUSION CITYWIDE
WHEREAS, on April 7, 2021, the City Council of the City of Moorpark adopted the
Strategies, Goals, and Objectives for Fiscal Years 2021/22 and 2022/23, which included
the goal to practice respect, equity and inclusion citywide; and
WHEREAS, the City of Moorpark is a community that celebrates, embraces, and

WHEREAS, the City of Moorpark strives to ensure that every person living,

essential to positive and healthy communities, and will take actions to make these
aspirations a reality; and
WHEREAS, the City of Moorpark is committed to good governance, quality
customer service, nondiscrimination, equal employment opportunity, equal pay, safe and
healthy work environments, and cultural awareness; and
WHEREAS, the City of Moorpark is committed to supporting and participating in
training opportunities as they pertain to best practices in diversity awareness, equity,

WHEREAS, the City of Moorpark and its City Council support policies and
practices that will further integrate diversity, equity, and inclusion into hiring, contracting,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Moorpark is committed to the values of respect, diversity,
equity and inclusion in every aspect of City governance, operations and services rendered
to City residents and the public at large; and encourages all residents and visitors to act
at all times in ways consistent with the values of civility, fairness, respect, equity, and
inclusion in our personal, civic and professional lives; in our neighborhoods, and where
we work, study, and play.

SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
