MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: 09/15/2021 Regular Meeting SUBJECT: Consider the Establishment of an Ad Hoc Committee to Select Architect for New Moorpark City Library Project BACKGROUND In November of 2018, the City Council awarded an agreement to CWA AIA, Inc. (CWA) to prepare a Master Plan for the Moorpark Civic Center and provide Design Development Services for the new Moorpark City Library (Library). The project was kicked off in January 2019. Once the Civic Center Master Plan was approved in September 2020, staff, the Library Consultant, and the Architect began the community input process for the design of the new Library. The community input process concluded with the presentation of proposed exterior elevations for the Library at a Special City Council meeting with the City Council on March 24, 2021. DISCUSSION Since the Special City Council meeting in March, staff has been diligently working with the Architect to provide new exterior elevations for the City Council’s review. However, over the last several months it has become clear that a change in the projects Architect is needed in order to move the project forward. In July, staff determined that the agreement with CWA should be terminated with no fault, and that a new Architect should be selected to move the project forward. In August 2021, a new Request for Qualifications/Request for Proposals was released in order to select a new Library architect. Submittals are due on September 21, 2021. Based on the feedback staff received from the City Council during the Special City Council meeting earlier this year, staff believes that it will be important to select an architect that has prior experience designing or restoring civic buildings with noteworthy historical significance. The new Library will be an extension of the historic High Street corridor and the building will need to blend with existing and proposed architectural styles on High Street, while providing a timeless and inviting design that maintains old town values. Item: 9.B. 5 Honorable City Council 09/15/2021 Regular Meeting Page 2 In 2016 planning for the Library began, and in 2017 an Ad Hoc Committee was formed to assist with the selection of the architect for the Library project. Mayor Janice Parvin and prior City Council Member Ken Simons were selected to serve on the Committee. Staff feels that it would be appropriate to establish a new Ad Hoc Committee to assist with the selection of the new Library Architect. Staff recommends that two members of the City Council form the Ad Hoc Committee. Staff anticipates that the time commitment will consist of approximately 20 hours. Interviews with the selected architectural firms will need to take place during regular business hours. Below is a breakdown of the time commitment: • 8 hours: Review and rate the submittals. • 2 hours: Meeting with staff to select the architectural firms for interviews. • 8 hours: Presentations and interviews with selected architectural firms. • 2 hours: Meeting to select the architectural firm to recommend to the City Council. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action is consistent with City Council Goal 3, Objective 3.11: “Complete construction plans for City’s new Library” STAFF RECOMMENDATION Appoint two (2) Councilmembers of the City Council to serve on the Library Architect Ad Hoc Committee to select an Architect for the new Library. 6
