SUBJECT: Consider Finding of General Plan Consistency for the Purchase of
Property at 240 Los Angeles Avenue by the City of Moorpark for Public
Purposes
STAFF RECOMMENDATION
Find the acquisition of the property at 240 Los Angeles Avenue in conformity with the
General Plan and direct staff to report this finding to the City Council.
BACKGROUND
On July 25, 2021, the City of Moorpark submitted an offer to acquire a 7,400 square -foot
lot developed with an existing 1,400 square -foot residence at 240 Los Angeles Avenue
for public purposes, subject to execution of a Purchase and Sale Agreement. The City's
acquisition of this property would facilitate the widening of Los Angeles Avenue, between
Moorpark Avenue and Spring Road. Section 65402 of the Government Code requires the
Planning Commission to make a report as to General Plan conformity prior to the
acquisition of the real property for public purposes.
ANALYSIS
The General Plan land use designation of the subject property is Rural High Density
Residential (RH), and the zoning is Single -Family Residential (R-1). The subject property
is adjacent to the eastbound lane of Los Angeles Avenue (see Attachment 1).
The General Plan Circulation Element designates all roadway classifications within the
City on Figure 2 — Highway Network (see Attachment 2). One of the main goals for the
highway network is to ensure appropriate roadway capacity needs are met based on
prevailing traffic volumes during peak hours, while preserving community values and
character. Los Angeles Avenue is classified as a six -lane arterial, with the goal of
providing a six -lane roadway with no on -street parking, a typical right-of-way width of 110-
120 feet and curb to curb pavement width of 90-104 feet, and which may have controlled
access.
The acquisition of the subject property would help to implement the General Plan
Circulation Element goals by providing the right-of-way needed for the widening of Los
Angeles Avenue to six lanes, between Moorpark Avenue and Spring Road. The
acquisition of right-of-way along the south side of Los Angeles Avenue, street widening,
additional of frontage improvements and associated infrastructure is currently included in
the City's Capital Improvement Projects as C0021 (Attachment 3).
