OF THE CITY OF MOORPARK
Moorpark, California May 26, 2021
A Special Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on May 26, 2021, in the Council Chambers of said City located at 799
Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon by
the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE:
Assistant City Manager PJ Gagajena led the Pledge of Allegiance.

4. PROCLAMATIONS AND COMMENDATIONS:
A. Proclamation Recognizing Community Development Director Karen
Vaughn on the Occasion of her Retirement and for Service to the City of
Moorpark.
Mayor Parvin presented Community Development Director Karen Vaughn
with a Proclamation on the occasion of her retirement.

5. PUBLIC COMMENT:
None.
6. PRESENTATION/ACTION/DISCUSSION:
A. Consider City Manager's Proposed Operating and Capital Improvements
Budget for Fiscal Year 2021/2022. Staff Recommendation: Discuss
proposed budget for Fiscal Year 2021/2022.
Mr. Borhani gave the presentation. Mr. Brown summarized his budget
recommendations and responded to Council questions. Staff provided
further clarification and also responded to Council questions.
Discussion took place regarding the role and functions of the proposed
Economic Development Manager position; guidelines and approved uses of
the American Rescue Plan Act funds; sales tax projections based on recent
changes to State law (AB 147) resulting in an anticipated reduction in sales
tax received by Moorpark; General Fund transfers for park maintenance;
park maintenance assessments per household are the lowest in the County;
alternatives to reduce park maintenance General Fund subsidies such as
increasing assessment rates, closing parks, or funding maintenance through
reduction of funding in other areas; funding mechanisms planned for park
maintenance to ensure future developments are self-sustaining; current and
future public safety considerations; special events and cost reimbursements;
and various items included in the Capital Improvement budget.
CONSENSUS: It was the consensus of the City Council to increase the funding for
3rd of July Fireworks from $15,000 to $25,000 due to the need to contract with a
new vendor.
CONSENSUS: It was the consensus of the City Council to make editorial changes
to remove completed items from the Public Works and Parks, Recreation and
Community Services Future and Potential Projects list in the Capital Improvement
Budget.
There were no speakers.
CONSENSUS: It was the unanimous consensus of the Council to accept the
City Manager's Budget Proposed Operating and Capital Improvements Budget
for Fiscal Year 2021/2022, and to schedule the Fiscal Year 2021/2022 Budget for
adoption at the June 16, 2021, regular meeting.
