October 20, 2021 New Procedural Requirements Per the California FAIR MAPS Act (2019), the City must: •Conduct at least 4 public hearings prior to adoption of new map •Provide live Spanish* interpretation if requested 72 hours in advance of meeting •Encourage public participation by conducting outreach to media and community groups , including those in underrepresented and non-English speaking communities •Establish and maintain a redistricting website for at least 10 years * Spanish is the only “applicable language” designated for Moorpark 4 October 20, 2021 5 Redistricting Timeline Date Event August 12, 2021 Release of 2020 Census data September 27, 2021 Release of California’s official redistricting data October 20, 2021 Public Hearing #1 December 1, 2021 Public Hearing #2 January 5, 2022 Public Hearing #3 February 7, 2022 Public Hearing #4 April 17, 2022 Deadline for Council to adopt final map (E-205) November 8, 2022 First election with new map Full schedule available online at moorparkca.gov October 20, 2021 6 Legal Criteria for Redistricting 1.Ensure geographic contiguity 2.Minimize division of neighborhoods & “communities of interest” 3.Create easily identifiable boundaries 4.Maintain compactness ✓Do not “favor or discriminate against a political party” ✓Ensure equal population ✓Comply with federal Voting Rights Act ✓Avoid racial gerrymandering 3. A “community of interest”is a population that shares common social or economic interests that should be included within a single district for purposes of its effective and fair representation.
