OF THE CITY OF MOORPARK
Moorpark, California July 28, 2021
A Special Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on July 28, 2021, in the Council Chambers of said City located at
799 Moorpark Avenue, Moorpark, California. All items listed are heard and acted upon
by the City Council unless otherwise noted.
1. CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:31 p.m.
2. PLEDGE OF ALLEGIANCE:
Finance Director Kambiz Borhani led the Pledge of Allegiance.

City Engineer/Public Works Director; Jeremy Laurentowski,
Parks and Recreation Director; Douglas Spondello, Interim
Community Development Director; Brian Chong, Assistant to
the City Manager; Shaun Kroes, Public Works Manager;
Chris Thompson, Senior Information Systems Administrator;
Andres Pena, Information Systems Technician I; Captain
Victor Fazio, Ventura County Sheriff's Office; and Blanca
Garza, Deputy City Clerk II.
4. PUBLIC COMMENT:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Provide Preliminary Direction to Staff Regarding Expenditure of Funds
from the American Rescue Plan Act. Staff Recommendation: Receive a
presentation, discuss, and provide direction to staff on the allocation of
American Rescue Plan Act funding within eligible expense categories and
subcategories allowed under U.S. Department of Treasury guidelines.
Mr. Brown, Mr. Borhani, and Mr. Chong gave the staff report. The broad
categories of eligible and ineligible uses were provided noting further

guidance is still pending. Council's interests for proposed funding
allocations, developed using preliminary guidance from the Community
Survey results were collected and compiled, with the focus on economic
recovery, government stabilization, and uplift the community.
Rachel Torres, spoke on behalf of United Food and Commercial Workers
(UFCS) Local 770, to request consideration for allocation of ARPA funds
towards premium pay for grocery and drug retail workers for their service
to the community throughout the pandemic.
Tyla Adams, spoke on behalf of First 5 Ventura County, to request 5% of
the ARPA funds for the younger children and for families with young
children in Ventura County who are not being represented in the K-12
school system.
Daniel Mora, spoke on behalf of the Central Coast Labor Council, to
request consideration of premium pay for all grocery and drug retail
workers for being on the front line facing significant risks and requested a
one-time payment to be distributed through local employers.
A discussion and questions followed among Councilmembers and staff
which focused on considering the following: 1) the various allocations
being considered for the American Rescue Plan Act funding and the
eligible expense categories and subcategories allowed under
U.S. Department of Treasury guidelines, and provided direction to staff for
further research, evaluation, and consideration; 2) staff confirmed the
guidelines are anticipated to be finalized in December 2021 and will
provide the necessary clarity to proceed; 3) staff to advise if funds may be
used to replenish reserves when guidelines are clarified; 4) communicate
with County of Ventura and the Moorpark Unified School District on their
needs and possible programmatic assistance; 5) consider holding a
Community Workshop to ask the community what needs exist with regard
to mental health services and consider partnerships to share long-term
costs; 6) question as to what is allotted to certain census tracts based on
median income and poverty levels; 7) further analysis on essential worker
categories before deciding on allocation of ARPA funds to this sector; 8) it
was noted the community may provide input on needs through public
comments and other communications to the City; and 9) the goal is to
make the biggest impact in the community and help local economy
recovery.
CONSENSUS: It was the unanimous consensus of the Council to have staff
return with a future agenda item, including potential funding allocations based on
Council's input, for further consideration.

MOTION : Mayor Parvin moved and Councilmember Enegren seconded a
motion to adjourn . The motion carried by unanimous voice vote . The time was
9 :00 p.m .
