HomeMy WebLinkAboutMIN 2021 1011 CC SPC JNT MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK Moorpark, California October 11, 2021 A Special Joint Meeting of the Moorpark City Council of the City of Moorpark and the Successor Agency was held on Monday, October 11, 2021 , at 6:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 6:00 p.m. 2. THE PLEDGE OF ALLEGIANCE: City Engineer/Public Works Director Daniel Kim led the Pledge of Allegiance. 3. ROLL CALL: Present: Councilmembers Castro, Enegren, Groff (via teleconference), Pollock, and Mayor Parvin. Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City Manager; Kevin Ennis, City Attorney; Daniel Kim, City Engineer/Public Works Director; Jeremy Laurentowski, Parks and Recreation Director; Carlene Saxton, Community Development Director; Chris Thompson, Senior Information Systems Administrator; Police Chief Victor Fazio, Ventura County Sheriff's Office; and Blanca Garza, Deputy City Clerk II. 4. PUBLIC COMMENT: None. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Purchase of 323 Science Drive (APN 512-0-240-275) for Use as a City Hall and Resolution Amending Fiscal Year 2021/22 Budget to Fund Purchase. Staff Recommendation: 1) Approve purchase of 323 Science Drive and authorize City Manager to sign all purchase agreement and related documents; 2) Authorize City Clerk to execute Certificate of Acceptance for the grant deed for the property; and 3) Adopt Resolution No. 2021-4047, amending the Fiscal Year 2021/22 Budget by allocating $5,750,000 from the Special Projects Fund (3004) to City Hall Improvement Fund (3001) project C0012 to fund the purchase of 323 Science Drive. Mr. Mike Tingus, President of Lee & Associates, shared information on the survey conducted on size needs and office buildings that could accommodate and potentially be available as a City Hall. Mr. Tingus provided potential available buildings in Moorpark which included 323 Science Drive which he expressed has become available and is listed for sale. A discussion and questions followed among the City Council and staff regarding the following: 1) confirmation the property owner decided to place the building on the market following the City's inquiry; 2) discussion of costs associated with maintaining the current City Hall facilities and their useful life; 3) escrow will not close until the building's current tenant has vacated the building, avoiding relocation costs; 4) brief discussion of uses of the Civic Center when City Hall is relocated; 5) the City will utilize the Special Projects Fund to finance the purchase of the building; and 6) the new building would likely be in use for five to ten years. MOTION: Mayor Parvin moved and Councilmember Enegren seconded a motion to 1) Approve purchase of 323 Science Drive and authorize City Manager to sign all purchase agreement and related documents; 2) Authorize City Clerk to execute Certificate of Acceptance for the grant deed for the property; and 3) Adopt Resolution No. 2021-4047, amending the Fiscal Year 2021/22 Budget by allocating $5,750,000 from the Special Projects Fund (3004) to City Hall Improvement Fund (3001) project C0012 to fund the purchase of 323 Science Drive.
