Moorpark, California February 15, 1996
A Special Meeting of the City Council of the City of Moorpark was
held on February 15, 1996, in the Council Chambers of said City
located at 799 Moorpark Avenue, Moorpark, California.
1 . CALL TO ORDER:
Mayor Lawrason called the meeting to order at 7 : 20 p.m.
2 . ROLL CALL:
Present: Councilmembers Hunter, Perez, Wozniak and
Mayor Lawrason.
Staff Present: Steven Kueny, City Manager; Richard Hare,
Deputy City Manager; Ken Gilbert,
Director of Public Works; Deborah
Traffenstedt, Senior Planner; John
Whitman, Traffic Engineer; Lillian Hare,
City Clerk; Dorothy Vandaveer, Deputy
City Clerk.
3 . ACTION/DISCUSSION:
A. Consider Preliminary Quality of Life
Thresholds/Standards for New Growth Management
Program. Staff Recommendation: Receive and file
the report.
Ms . Traffenstedt gave the staff report. She
indicated that this evening' s focus is on traffic
and school thresholds .
Dr. Tom Duffy, spoke as Superintendent of Moorpark
Unified School District, 30 Flory Avenue. He
presented items of interest with regard to the
educational needs of the community.
In response to Mayor Lawrason, Dr. Duffy stated
that he has received information regarding new
developments in the City. He said that the figures
that were presented to Council as Attachments A and
B to the staff report dated February 9, 1996
(Moorpark Unified School District Enrollment
Projections) were based upon the expectations of
the developers.

In response to Councilmember Perez, Dr. Duffy said
one of the ways that the needs of the growing
school population can be met is to reduce the
reliance on State bonded indebtedness . He said the
thrust will be to fund things locally.

continued by saying that the City can encourage
developers to work together jointly with the
District to determine the School facility needs of
the community.
In response to Councilmember Wozniak, Dr. Duffy
said in order to provide the City with more
specific information about the future educational
needs of the community, the School District will
have to be provided more specific information by
the developers on the extent of their proposed
developments .
Mr . Kueny stated that the City can have those
discussions with the developers, but it has to be
by mutual agreement. He said typically the
developers can say they will pay the mandated fees,
but on larger projects this agreement can be part
of the Developer Agreement.
Dr . Duffy said the development fees that are
allowed by the State to meet educational needs for
new development are approximately $1 . 84 per square
foot for residential development and approximately
30 cents per square foot for commercial and
industrial . In response to Mr. Kueny, Dr. Duffy
said this amount is not sufficient to cover the
cost of the schools. He said the amount is
approximately 40% of an elementary school with land
and the portion of cost for middle schools and high
schools covered is even less .
Dr. Duffy continued by stating that the square
footage in each school that is needed per student
is 59 square feet for each elementary student, over
80 square feet for each middle school student, and
95 - 100 square feet for each high school student.

These figures include classrooms, on-site
administration, support facilities, but no district
administration facilities . He also indicated that
the attendance boundaries may be redrawn and that
the proposed elementary school on the Casey Road
site may dictate changes to some of the boundaries .
He said redrawing the attendance boundaries will
affect families, pedestrian routes and other
aspects of the community.
In response to Councilmember Wozniak, Dr. Duffy
said the School District considers it important to
have a basic facility that is permanent on each
school site and to have relocatable buildings as
well . He indicated that the City can help the
District by allowing him to come to meetings and
speak, having City staff work closely with the
District staff, and assisting the District in
locating schools in low traffic areas and not
encouraging schools to be built near open spaces
where rodents and insects cause concerns .
Debbie Traffenstedt stated that the next item to be
discussed this evening are the traffic thresholds
relative to growth management.
Joe Faust, principal of Austin, Faust and
Associates addressed the Council . He commented
that 1) traffic and work schedules are changing; 2)
every new dwelling creates 8 - 10 new vehicle
trips; 3) levels of service on local, secondary and
arterial streets have to be protected as growth
occurs .
John Whitman, the City' s traffic engineer,
addressed the Council and stated that if lower
level of service are accepted on certain streets,
the tendency is that the higher level of service is
never regained. He said one of the things that the
City needs is a second east/west corridor.

In response to Mr. Kueny, Mr. Faust said that there
are no modifications since the General Plan Update
in 1992, but that more people are working in their
homes .
Mr. Kueny stated that the City still needs a bypass
to State Route 118 with two lanes in both
directions .
Mr. Faust and Mr. Whitman both agreed that
circulation is the most urgent need with respect to
the proposed new developments .
Mr . Whitman stated that one of the key issues in
the future traffic system will be the effort to
link the proposed Messenger project to other parts
of the City.
Mayor Lawrason stated that there is a need for an
east/west bypass .
In response to Council question, Mr. Faust said
ideally it would be good for the City to create a
level of service and a transportation system and
divide it by the number of trips to be generated by
the proposed development and to establish a fee
system for developers . He said the communities
being developed then are in competition with
neighboring communities with regard to
transportation fees . He said some cities are
struggling with this concept .
MOTION: Councilmember Hunter moved and Councilmember
Wozniak seconded a motion to adjourn the meeting. The
motion carried by voice vote 4-0 .

4 . ADJOURNMENT:
Mayor Lawrason adjourned the meeting at 8 : 47 p.m.
