TO: The Honorable Members of the Redevelopment Agency
FROM: Steven Kueny, Executive Director
DATE: October 16, 1987
SUBJECT: Redevelopment Feasibility Study
The Feasibility Analysis has been previously distributed. The primary
purpose of this analysis was to evaluate the financial feasibility for
redevelopment. At this point in the process, the Agency/City Council needs
to do the following:
1. Evaluate the Financial Feasibility for Redevelopment.
2. Review the consultant' s recommended project survey area.
3. Review the actions that will be needed to allow adoption of a
Redevelopment Plan.
4. Determine if the Agency/City will continue with the process for
adoption of a Redevelopment Plan.
The consultant, Urban Futures, Inc. , has prepared four (4) additional
scenarios with different assumptions to illustrate varying potentials for
assessed value growth and tax increment sharing. In addition, a Summary of
the Feasibility Report and Outline of Activities to Adopt the Redevelopment
Plan have been prepared. Copies of all six documents are attached.
STAFF RECOMMENDATION:
1. Direct that the consultant proceed with preparation of the
Redevelopment Plan.
2. Make any desired modifications to the recommended project survey
area.
3. Appoint a citizens committee to participate in the
development/review of the redevelopment plan.
