Speaker Cards must be received by the Secretary of the Redevelopment Agency prior to the Call to Order of the meeting. Speakers will be heard in the order that their Speaker Cards are received. A limitation of 3 minutes shall be imposed upon each speaker. Copies of the reports or other written documentation relating to each item of business on the agenda are on file in the office of the Secretary of the Redevelopment Agency and are available for public review. The primary purpose of this analysis was to evaluate the financial feasibility for redevelopment. At this point in the process, the Agency/City Council needs to do the following: 1. Evaluate the Financial Feasibility for Redevelopment. 2. Review the consultant' s recommended project survey area. 3. Review the actions that will be needed to allow adoption of a Redevelopment Plan. 4. Determine if the Agency/City will continue with the process for adoption of a Redevelopment Plan. The consultant, Urban Futures, Inc. , has prepared four (4) additional scenarios with different assumptions to illustrate varying potentials for assessed value growth and tax increment sharing. In addition, a Summary of the Feasibility Report and Outline of Activities to Adopt the Redevelopment Plan have been prepared. Copies of all six documents are attached. STAFF RECOMMENDATION: 1. Direct that the consultant proceed with preparation of the Redevelopment Plan. 2. Make any desired modifications to the recommended project survey area. 3. Appoint a citizens committee to participate in the development/review of the redevelopment plan. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 SUMMARY OF FEASIBILITY REPORT PURPOSE: A document for City Council to use in deliberating the Feasibility/practicality of adopting a Redevelopment Project Area in Moorpark. REDEVELOPMENT IS : A process designed to eliminate blight and achieve desired development patterns. A REDEVELOPMENT PROJECT AREA must satisfy the Community Redevelopment Law' s definition of blight. Blight may consist of: structural deficiencies, economic deficiencies and/or social deficiencies. * * * * * * UFI WAS PRESENTED with a Project Study Area by the City. THIS STUDY AREA contained too much vacant land too many non-blighted structures and/or too many areas demonstrating sound economic growth. UFI RECOMMENDED, based upon a survey of the Study Area, a Revised Project Study Area. FURTHER ANALYSIS of the Revised Study Area indicated the continued existence of too much vacant land and the inclusion of too many nonblighted areas. THE REVISED PROJECT STUDY AREA CONSISTED OF: o 1505 parcels o 1116 structures o 1404 . 52 acres (private ownership only*) o $ 233 , 092, 000 assessed valuation o 2 . 06 overall visual rating o 546. 8 vacant acres (38 . 93%) (private ownership only*) * Publicly owned lands do not affect a project areas urbanization factor. THE REVISED PROJECT STUDY AREA, contained 243 structures rated 1 (1 being structurally sound) , 602 rated 2 , 226 rated 3 and 45 rated 4 (4 being structurally deteriorated) . * * * * * * FINAL ANALYSIS of the Project Study Area led to the Recommended Project Survey Area. This area meets the 20% vacant/80% developed land criteria. THE RECOMMENDED SURVEY AREA CONSISTS OF: o 1263 Parcels o 1078 Structures o 927 .45 Total Acres (*Private ownership only) o 182 . 00 Vacant Acres o 19. 61 Percent of vacant land (*private ownership only) o 2 . 08 Overall visual rating o $129, 501. 100 Total Assessed Value * Publicly owned lands do not affect a project areas urbanization factor. ADDITIONALLY: o Sub-Area "A" - 55 vacant acres or 13% of the total sub-area; o Sub-Area "B" - 115 vacant acres or 27% of the total sub area; o Sub-Area "C" - 12 vacant acres or 11.4% of the total sub-area. Parcels not exhibiting blighted conditions have been included for effective redevelopment. • Moorpark Redevelopment Agency Tax Increment Projections Scenario A Assumptions: 1. Assessed value growth within the project area is 5% annually. 2 . Inflationary pass through amount based on an annual 2% A.V. growth rate is given to all taxing agencies (except City) . 3 . The County receives a share of tax increment according to existing County general policy regarding tax increment pass through for redevelopment projects. inib.
