Any member of the public may address the Redevelopment Agency during the Public
Comments portion of the Agenda, unless it is a Public Hearing item. Speakers
who wish to address the Redevelopment Agency concerning a Public Hearing item
must do so during the Public Hearing for that item. Speaker Cards must be
received by the Secretary of the Redevelopment Agency prior to the Call to
Order of the meeting. Speakers will be heard in the order that their Speaker
Cards are received. A limitation of 3 minutes shall be imposed upon each
speaker.
Copies of the reports or other written documentation relating to each item of
business on the agenda are on file in the office of the Secretary of the
Redevelopment Agency and are available for public review. Any questions
concerning any agenda item may be directed to the Secretary of the
Redevelopment Agency at 529-6864.

OF THE CITY OF MOORPARK
TO THE MEMBERS OF THE REDEVELOPMENT AGENCY OF THE CITY OF MOORPARK AND TO THE
CITY CLERK:
NOTICE IS HEREBY GIVEN that a Special Meeting of the Redevelopment
Agency of the City of Moorpark is hereby called to be held on WEDNESDAY,
DECEMBER 16, 1987, commencing at 6:45 p.m. Said meeting will be held in the
Council Chambers of the Community Center of the City of Moorpark, located at
799 Moorpark Avenue, Moorpark, California.
Said Special Meeting shall be for the purpose of (1) approve the
Warrant Register (Urban Futures, Inc. , in the amount of $840.00); and (2)
confirm tasks and direction for the Ad Hoc Committee and set a date for a Joint
Meeting with the committee.

at 6:00 p.m. The meeting will be held in the Council Chambers of City Hall ,
located at 799 Moorpark Avenue, Moorpark, California.
Said Special Meeting shall be for the purpose of discussing, in Closed
Session, (1) personnel; (2) litigation concerning Warmington vs. the City of
Moorpark; and (3) potential litigation pursuant to Government Code Section
54956.9 (b) (1).

MEMORANDUM
TO: Members of the Moorpark Redevelopment Agency
FROM: Steven Kueny, Executive Director ✓k% ,
DATE: December 11, 1987
SUBJECT: Citizens Ad Hoc Committee
At the December 2, 1987 Agency meeting, Chairman Galloway and Member
Harper were directed to develop a recommended strategy for the
Committee. If you will recall , the Committee was directed to make a
report to the Agency no later than March 2, 1988. In addition, the
following items were to be reviewed by the Committee:
1. Boundaries of project area(s)
2. List of potential improvements or projects.
3. Financial feasibility.
4. Critique of non-financial findings/recommendations of
feasibility report.
(The first four items are essentially a review of the
feasibility analysis prepared by Urban Futures, Inc.)
5. Procedures and methods to alleviate/mitigate concerns.
6. Potential impact on people and neighborhoods.
7. Framework (mechanism) to assure representation for the project
area(s) as well as remaining areas of the City.
The following is a suggested schedule for the Ad Hoc Committee:
1. Joint meeting with Agency to discuss:
a) Purpose of Committee.
b) Overview of redevelopment process
c) Plan for future meetings and any proposed additional tasks.
d) Review of feasibility analysis.
Review of the feasibility analysis may take more than one
meeting.

2. Case Study of Another City
It has been proposed that the City Manager of Thousand Oaks be
asked to present information on their redevelopment experiences.
3. The social/people concerns with participation by a social
scientist.
4. Procedure/representation issues and finalizing of their
recommendations
To develop recommendations by the desired date in March 1988,
the committee should begin to meet as soon as possible. It
appears at least four meetings will be necessary, which means
the Committee would have to meet every other week during the
months of January and February to meet this deadline. It is
recommended that the Agency members reach consensus on the tasks
and direction for the Committee and set a joint meeting date.
