MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Shaun Kroes, Public Works Manager DATE: 11/17/2021 Regular Meeting SUBJECT: Receive Presentation on the City of Moorpark Capital Improvement Plan Project Status Report BACKGROUND AND DISCUSSION The City of Moorpark’s Capital Improvement Plan (CIP) identifies projects that are intended to meet the City’s Mission Statement of “Striving to preserve and improve the quality of life in Moorpark.” One of the areas of responsibility the City Manager envisioned for the Public Works Manager was to take a more active role in monitoring the overall CIP and work with project managers to help move projects forward. One of the tools being developed to help in staying on top of the CIP and ensure that projects move forward is the CIP Project Status Report. The CIP Project Status Report (attached) provides a snapshot of the progression of projects included in the City’s CIP. Many of the projects identified span more than two- years and in some instances can be several years depending on the complexity of the project and the various agencies/stakeholders that are involved. The Project Status Report identifies key elements of each respective project and is intended to keep City Council and the general public updated on the current status of projects. The CIP Project Status Report will be a biannual report and will be presented to City Council. During each presentation to City Council, staff will provide updates on active projects as well any challenges or obstacles that may have been encountered and/or overcome. It should be noted that the Status Report is not intended to identify new projects. Updates to the CIP itself, such as adding or removing projects will continue to be performed during the City’s fiscal year budget development, which usually begins in February of each year. Other upcoming tasks associated with improving the City’s CIP include developing an interactive map on the City’s website that will enable the public to view planned and active CIPs around the City. The public will be able to click on the projects to see information Item: 9.B. 28 Honorable City Council 11/17/2021 Regular Meeting Page 2 about the project and in some instances pictures of activities occurring at the time of viewing. Also connected to the map will be Councilmember Districts, so Councilmembers and the public can see which projects are planned or in process in their respective District. The CIP Project Status Report itself will also continue to evolve. Planned improvements include a visual progress bar for each project. Another task involves projecting out expenditures as projects move forward in order to anticipate when funding sources may run low. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a specific strategic directive; however, the CIP Status Report is intended to keep projects moving forward, many of which are included in the current strategic directives. Attachment: Capital Improvement Plan Project Status Report. 29 1 City of Moorpark Capital Improvement Plan Project Status Report October 28, 2021 The City of Moorpark’s Capital Improvement Plan (CIP) identifies projects that are intended to meet the City’s Mission Statement of “Striving to preserve and improve the quality of life in Moorpark.” The CIP Project Status Report provides a snapshot of the progression of projects included in the City’s CIP. Many of the projects identified span more than two-years and in some instances can be several years or even decades-long depending on the complexity of the project and the various agencies/stakeholders that are involved. The Project Status Report identifies key elements of each respective project and is intended to keep City Council and the general public updated on the current status of projects identified in the Fiscal Year (FY) 2021/2022 CIP. Each project includes key areas of description that include: -Project Number: Established through the Finance Department (for cost accounting). -Project Description: Provides purpose of the project/areas of improvement. -City Council Goal/Objective: This identifies whether a project is connected to one of the City Council’s Strategic Priorities. The current two-year cycle of the Strategic Priorities includes fiscal year (FY) 2021/22 and FY 2022/23. -Objective Estimated Completion Year: If applicable. Comes from City Council objectives identified in the Strategic Priorities. -Project Type: Identifies which category a project falls within the CIP; A. Facility, B. Parks, C. Streets, D. Trails, or E. Transportation. -Responsible Department: Identifies which City department has primary responsibility. It should be noted that many CIP projects include the support/input from multiple departments. -Project Manager: Identifies primary City staff person responsible for the project. -Project Consultants/Contractors: Identifies the primary consultants/contractors that the City has an agreement with for work related to the project. This primarily includes the design engineer/architect during the design phase of a project and the construction contractor once the project is under construction. -Current Stage: Identifies whether the project has yet to begin; is in preliminary/final design; out to bid; in pre-construction; under construction; or completed. -Items of Note: Provides a brief synopsis of activities that may have occurred in between reporting periods or explanations for any delays or new details about the project that impact the progress of the project. -Six Month Look-ahead: Provides key next steps/activities that are expected to occur during the next six months of the project. 30 2 The Project Status Report is divided into two main sections: I.Active Projects: This section covers projects that are active in one format or another. They could be under design, construction, land acquisition, etc. They could also include projects that may have become active in between reporting periods. Projects are listed in alphabetical order. Not all projects are in the current Goals and Objectives. II.Five Year CIP: This section contains the remaining projects included in the City’s Five-Year CIP. Projects are categorized as Facility, Parks, Streets, Trails or Transportation. Projects are listed in alphabetical order. It should be noted that as the CIP covers five years of projects, many of the projects in this section will not show activity as they are not ready to begin; or, in some instances, had activity from years prior but have not progressed for a number of reasons, such as right-of-way/land acquisition concerns, funding availability, or other priority projects/areas of responsibility. 31 3 I.Active Projects Arroyo Drive Overlay & Arroyo Drive Bike/Ped Project Project Number: C0035 & C0037 Project Description: Pavement rehabilitation on Arroyo Drive, from Collins Drive to entrance of Villa Del Arroyo Mobile Home Park (C0035). Pedestrian improvements along Arroyo Drive, between Collins Drive and Simi Valley city limit line. TDA Article 3 grant for FY 2015/16 and FY 2016/17 provides $200,000 for a sidewalk starting at west end of Villa Del Arroyo Mobile Home Park, eastward to the Simi Valley city limit line. $200,000 grant requires a 50% local match. Fiscal year 2018/19 includes new grant ($531,180) and a local match of $68,820. City Council Goal/Objective: 2.15: Improve Arroyo Drive, including complete design and construction of sidewalk on south side of Arroyo Drive east of the train tracks to Simi Valley city limit line; and complete conceptual design of pedestrian improvements between Collins Drive and train tracks. Current Stage: Preliminary design. Items of Note: Executed Agreement with Stantec Consulting Services, Inc. (Stantec) May 4, 2021. Stantec has performed sight survey and pavement analysis. Stantec has provided the City with conceptual sidewalk layout and a pavement analysis report. City staff is presently reviewing submitted documents and will provide Stantec with feedback. Six Month Look-ahead: Finalize schematic design. Agency coordination with California Department of Transportation (Caltrans) and Southern California Regional Rail Authority (SCRRA/Metrolink) and Union Pacific for potential input/concerns. Begin work on preliminary design and environmental clearance. Potentially begin plans, specifications and estimates for construction of sidewalk and street improvements on Arroyo Drive from west-end of Villa Del Arroyo Mobile Home Park to Simi Valley city limit line. Arroyo Simi Trail Plan Project Number: C0061 Project Description: Conduct an Arroyo Simi Trail feasibility study and develop a phasing plan for trail improvements along the Arroyo Simi from the west City limits to east City limits at Arroyo Drive. Estimated future improvement costs to cover construction of the initial phase between the Arroyo Vista Recreation Center pedestrian bridge and Spring Road, including an undercrossing under the Spring Road bridge. City Council Goal/Objective: 4.5: Develop an RFP and hire consultant to develop an Arroyo Simi Trail Master Plan and phasing plan, from the west City limits to east City limits at Arroyo Drive. High Street Improvements Project Number: C0009 Project Description: Improve sidewalks on High Street to include traffic calming devices and street parking improvements. Install new site furnishings. City Council Goal/Objective: 3.15: Complete the approved street improvements and streetscape enhancements along the frontage of the proposed High Street Depot development project. Objective Estimated Completion Year: 2023 Project Type: Streets Responsible Department: Public Works Project Manager: Shaun Kroes, Public Works Manager Project Consultants/Contractors: None on contract at this time. Current Stage: Yet to begin. Items of Note: City has received preliminary concepts for right-of-way improvements as part of the High Street development project. Design elements will incorporate the streetscape improvements included in the Metrolink North Parking Lot Expansion (CIP C0032) project. With final approval of the Metrolink North Parking Lot Expansion design City staff can begin work on establishing an agreement for design services for the High Street Improvements project. Six Month Look-ahead: Establish agreement with engineering design services for development of improvements along High Street. Inclusive Playground at Tierra Rejada Park Project Number: C0063 Project Description: Design and install inclusive playground at Tierra Rejada Park. City will receive Land and Water Conservation Fund (LWCF) grant funds and Per Capita Grant Funds to offset 50% of the improvement costs. Grants are reimbursement grants so full project costs need to be appropriated. Staff anticipates project starting in Summer 2021. City Council Goal/Objective: 2.12: Upon receipt of grant funding, construct an inclusive playground at Tierra Rejada Park. Los Angeles Avenue Widening – Spring Road to Moorpark Avenue Project Number: C0021 Project Description: Street widening and improvements for additional vehicle travel lanes, an emergency lane, curb and gutter, and sidewalk along the south side of Los Angeles Avenue, from Moorpark Avenue to Spring Road. Project scope of work will also include storm drainage infrastructure improvements along the south side of Los Angeles Avenue and installation of a traffic signal at the intersection of Millard Street/Los Angeles Avenue. City Council Goal/Objective: n/a Objective Estimated Completion Year: n/a Project Type: Streets Responsible Department: Public Works Project Manager: Dan Kim, City Engineer/Public Works Director Project Consultants/Contractors: AECOM Technical Services Inc. for design Current Stage: Right-of-way acquisition. Items of Note: Purchase of 240 Los Angeles Avenue includes two-year rent-back to current occupant of the house. Six Month Look-ahead: Department will need to revise/update its design agreement with AECOM for revised pricing and updates to the previous draft design. Metrolink North Parking Lot Expansion Project Number: C0032 Project Description: Convert vacant lot (approximately 150-feet wide x 120-feet long west of Metrolink North Parking Lot into a formal parking lot, adding an estimated 35-40 parking stalls. The project also includes reconstruction the existing North Parking Lot (owned by the Ventura County Transportation Commission [VCTC]). City Council Goal/Objective: 3.14: Complete renovation of the existing north Metrolink parking lot and expand the parking lot to the west for a net increase in downtown public parking spaces. Objective Estimated Completion Year: 2023 Project Type: Transportation Responsible Department: Public Works Project Manager: Shaun Kroes, Public Works Manager Project Consultants/Contractors: Phoenix Civil Engineering, Inc. (engineering design services/construction management services). Current Stage: Out to Bid for Construction. Items of Note: City Council approved plans and specifications for the project September 1, 2021. Project expanded to include improvements along High Street (sidewalk, bus stop/shelter, site signage). Based on 34 6 overall improvements to existing parking lot and expansion, there will be a project net increase of 31 new parking stalls. Staff has been in contact with VCTC staff during design phase to ensure they are in agreement with the overall project. Six Month Look-ahead: Advertisement of bid to begin September 5, 2021, with a mandatory pre-bid meeting on September 29, 2021. Bid opening was October 21, 2021. Estimated bid award at the November 17, 2021, City Council meeting. Construction is estimated to be completed in May 2022. Project will require permitting from the Southern California Regional Rail Authority (SCRRA/Metrolink). The City has been working with Metrolink for initial pre-permitting activities to help reduce potential delays from Metrolink. New City Hall and Civic Center Complex Project Number: C0012 Project Description: Acquisition of property and design and construction of a city hall and civic center complex on the northwest corner of Moorpark Avenue and High Street. Request is for design expenses. Balance of funds to be used in future years for engineering, construction, and associated administrative expenses. City Council Goal/Objective: 3.12: Identify and transition to temporary City Hall location. Objective Estimated Completion Year: 2022 Project Type: Facility Responsible Department: City Manager Project Manager: Troy Brown, City Manager Project Consultants/Contractors: Lee & Associates. Current Stage: Acquisition. Items of Note: City Council approved purchase of 323 Science Drive and authorized the City Manager to sign all purchase agreement and related documents on October 11, 2021. Although this process is separate from the entirety of Project C0012 it is being tracked as part of the CIP. Six Month Look-ahead: Multiple steps prior to closing, including completion of requisite environmental/hazmat report, physical inspection, title review and other normal due diligence. New Moorpark City Library Project Number: C0056 Project Description: Design and construction of a new City Library. City Council Goal/Objective: 3.11: Complete construction plans for the City’s new Library. Objective Estimated Completion Year: 2023 Project Type: Facility Responsible Department: Parks, Recreation & Community Services Project Manager: Jeremy Laurentowski, Parks and Recreation Director Project Consultants/Contractors: TBD Current Stage: Released RFP for Architect on August 2021. Items of Note: An Architect had been hired in 2018 but was terminated without fault in 2021. The search for the new architect will delay the project schedule. 35 7 Six Month Look-ahead: Hire new Architect (City in process of narrowing down list from three contenders), complete design development and begin construction drawings. North Train Station Public Art Project Number: C0052 Project Description: Public art project to be constructed at the north Metrolink Train Station. City Council Goal/Objective: 3.13: Develop an RFP and contract with an artist to construct artwork at the Metrolink north parking lot. Princeton Avenue Improvement Project Number: C0020 Project Description: Road widening, realignment, and reconstruction of Princeton Avenue, from a point east of Spring Road to South Condor Drive. Current Stage: Construction Authorization from the Federal Government. Items of Note: City staff has completed the formal bid document. The project is receiving federal funding; consequently, the bid document must be reviewed and receive authorization to go out to bid prior to release of the bid document. Bid process is anticipated to take approximately six weeks, following by evaluation of the submitted bids and presenting a recommendation for contractor selection to City Council. 36 8 Downtown Sidewalk Rehabilitation Project Number: M0050 Project Description: Sidewalk rehabilitation within the boundaries of the Redevelopment Area. The scope of work and improvements include sidewalk repair, sidewalk replacement, curb cuts, access ramps, and street transitions.
