against pharmaceutical
distributors and manufacturers
National settlement announced
on July 21, 2021, against:
Three Largest Distributors -
McKesson, Cardinal Health and
AmerisourceBergen
$21 Billion over 18 years
Manufacturer -Janssen
Pharmaceuticals, Inc. and parent
company Johnson & Johnson
$5 Billion over nine years 2

California
State of California joined the
settlement
$2.2 Billion is allocated share to
California
15% State Fund
70% Abatement Accounts Fund
15% Subdivision Fund
Towns, cities and counties
allowed to participate even if it
did not file a lawsuit
Jurisdictions with a population of
less than 10,000 are ineligible

Terms
Cities and counties encouraged
to participate to increase overall
pool of funds
Jurisdictions that wish to
participate must register by
January 2, 2022
Cities that participate may elect
to receive the funds directly or
share will be allocated to
participating county
Participating jurisdictions must:
Use funds for required opioid
remediation uses
Track deposits and expenditures
Meet reporting requirements
Respond to audit requests 4

and has staff, infrastructure, and
services to meet all settlement
requirements

Substance use disorder services
Early and crisis intervention
Outpatient Services
24-hour hotline
Withdrawal management
Recovery support services
Medication assisted treatment
Counseling and therapy

City of Moorpark
California State Subdivision
Agreements estimate the City of
Moorpark will receive
approximately $148,141 of
settlement funds
City of Moorpark and Ventura
County working on drafting an
agreement to ensure County will
meet requirements and services will
be available to Moorpark residents
if the City elects to have the
County receive and manage the
City’s fund allocation
Agreement will be presented to the City Council for future consideration
City of Moorpark must register by
January 2, 2022, to participate in
