Housing Element Background1. State mandated chapter of the City’s General Plan, covering the period of 2021-2029, a shorter timeframe than the general plan2. The Housing Element is intended to establish the City’s priorities for the production, maintenance, and improvement of housing3. Content governed by Government Code §65583 and very detailed legislation and regulations4. Requires review and certification by the Department of Housing and Community Development (HCD)

Regional Housing Needs AssessmentMoorpark’s RHNA strategy is threefold:•#1: Housing production – counting units approved and built during the 2021-2029 period •#2: Accessory dwellings approved and built during the 2021-2029 planning period•#3: Identify sites for housing – vacant sites, underused sites, etc.HCD typically requires additional program commitments to allow all sites to be counted.

Housing PlanThe Housing Plan will guide the future strategies for Moorpark’s housing. It is organized into three levels, each one supports the next highest level.Goals An ideal future that promotes equitable housing opportunities for all City residentsPolicies Statement that guides course of action to achieve a goal and guide programs that increase housing opportunities for allProgramsSpecific action, procedure, program, or technique that carries out general plan goals and policy
Moorpark’s Housing PlanGoal 1: Neighborhood and Housing QualityProvide neighborhoods of well-maintained homes, ample public services and facilities, open spaces and recreation, and infrastructure that provide quality places to resideGoal 2: Housing AssistanceFacilitate expansion, improvement, and preservation of housing options and support the provision of housing assistance for lower, moderate income, and special need householdsGoal 3: Housing OpportunitiesFacilitate well-designed housing that is diverse in product type, occupancy, location, affordability, and tenure and that meets the needs of residents.
