Any member of the public may address the Council during the Public Comments portion of the Agenda , unless it is a Public
Hearing or a Presentation/Action/Discussion item . Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item . Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public
Comments portion of the meeting ; for a Presentation/Action/Discussion item, prior to the Mayor's call for speaker cards for each
Presentation/Action/Discussion agenda item ; and for a Public Hearing item, prior to the opening of each Public Hearing , or
beginning of public testimony for a continued hearing. A limitation of three minutes shall be imposed upon each Public Comment

to Forward the Draft to the California Department of Housing and Community
Development for Review and Comment. Staff Recommendation: Consider the
Draft 2021-2029 General Plan Housing Element (Housing Element) and
authorize staff to forward the Draft to HCD for review and comment. (Staff:

Compliance and Other Matters Based on an Audit of Financial Statements
Performed in Accordance with Government Auditing Standards, Independent
Accountant's Report on Agreed-Upon Procedures Applied to Appropriations
Limit Worksheets, Independent Auditor's memo regarding significant audit
findings and other matters, and Housing Successor Fund Financial

and Lighting Maintenance Assessment Districts and the Parks and Recreation
Maintenance Improvement District for Fiscal Year 2022/23. Staff
Recommendation: Adopt Resolution Nos. 2022-__ and 2022-__ . (Staff: PJ
Gagajena, Assistant City Manager and Interim City Treasurer/Finance

G. Consider Amendments to Agreements with Venco Western, Inc. for
Landscape Maintenance Services for Parks, and Citywide Zones, Zones of
Benefit 1-11, 14, 16, 18, and 21 and Miscellaneous City Properties, and
Resolution Amending the Budget for Fiscal Year (FY) 2021/22 Appropriating
$91,977.02 from Various Funds to Fund the Landscape Maintenance
Services. Staff Recommendation: 1) Approve Amendment No. 6 to Agreement
with Venco Western, Inc. for landscape maintenance services for parks,
increasing the compensation for services by $51,167.10, for a total contract
value of $1,848,203.35, and authorize the City Manager to sign the
Amendment, subject to final language approval of the City Manager;
2) Approve Amendment No. 6 to Agreement with Venco Western, Inc. for
landscape maintenance services for Citywide Zones, Zones of Benefit 1-11,
14, 16, 18, and 21 and Miscellaneous City Properties, increasing the
compensation for services by $40,809.92, for a total contract value of
$1,315,327.34, and authorize the City Manager to sign the Amendment,
subject to final language approval of the City Manager; and 3) Adopt
Resolution No. 2022-__ amending the Fiscal Year 21/22 Budget to fund
additional costs of landscape maintenance services for Parks and for Citywide
Zones, Zones of Benefit 1-11 and 14, and Miscellaneous City Properties.

H. Consider Award of Agreement to BPG CA, LLC OBA JW Professional Services
for Janitorial Services at Various City Facilities and Parks and Resolution
Amending the Fiscal Year 2021/22 Budget by Allocating $13,000 from the
General Fund (1000) to Fund Janitorial Services at City Hall, Active Adult Center,
and Community Center. Staff Recommendation: 1) Award an Agreement to
BPG CA, LLC dba JW Professional Services for janitorial services at various
City facilities and parks in the amount of $120,806 for the current pro-rated
contract term, with one optional one-year extension for an annual contract
value of $227,261 for a total contract value over 17 months of $348,067 and
authorize the City Manager to execute the Agreement, subject to final
language approval of the City Manager; and 2) Adopt Resolution No.
2022-__ , amending the Fiscal Year 21/22 budget by allocating $13,620 from
the General Fund (1000) to fund janitorial services at the Active Adult Center,
