CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: The Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: Meeting 02/07/2022 SUBJECT: Consider Fiscal Year 2021/22 and 2022/23 City of Moorpark Strategies, Goals and Objectives BACKGROUND AND DISCUSSION On April 7, 2021, the City Council adopted the City of Moorpark Strategies, Goals and Objectives (City Council Goals) for Fiscal Years 2021/22 and 2022/23. The Goals are the building blocks that establish the priorities for each City department. They were identified by the City Council to support the City's mission, "Striving to preserve and improve the quality of life in Moorpark' and cover a two-year planning cycle. The next update will be during the spring in 2023. The purpose of this review is for the Parks and Recreation Commission (Commission) to familiarize itself with the Goals that relate to the Commission's area of responsibility and request information and an update from staff if appropriate, prior to the annual joint meeting of the City Council and the Commission. The date of the joint meeting has not yet been determined. However, it will most likely be scheduled in April of this year. For the purpose of this report, the discussion should be limited to the Objectives that fall within the Parks, Recreation, and Community Services Department's areas of responsibility, and as they relate to the Commission's areas of responsibility, specifically `park' and/or `recreation' related objectives. These Objectives are highlighted in `yellow' on the attached document. The Objectives highlighted in `green' are also the responsibility of the PRCS Department, but generally do not fall within the responsibility of the Commission. PARKS AND RECREATION COMMISION AGENDA REPORT TO: Parks and Recreation Commission FROM: Kimberly Sexton, Administrative Assistant II DATE: 2/7/2022 Regular Meeting SUBJECT: Consider Regular Meeting Schedule, Time and Place for Calendar Year 2022. BACKGROUND Municipal Code Section 2.32.080 and Section 12.1 of the Rules of Procedure for the Parks and Recreation Commission of the City of Moorpark, call for the Parks and Recreation Commission to hold regular monthly or bimonthly meetings according to a schedule set by the Commission at the first regular meeting of each year. As this is the first regular meeting of 2022, it is appropriate to set the Parks and Recreation Commission calendar for the remainder of the calendar year. DISCUSSION Parks and Recreation Commission meetings for the past fifteen years have been held on the first Monday of each month at 6:30 p.m. at City Hall, with additional special meetings scheduled as needed. Staff recommends that this schedule be maintained through 2022. A calendar reflecting this recommendation is attached. In providing the annual calendar for regular Parks and Recreation Commission meetings, staff has considered national holidays and a summer "dark" period that aligns with the City Council's five-week summer recess in the month of August. The calendar also indicates the dates of regularly scheduled City Council meetings, and other commission and board meetings for reference. Over the years there have been requests by Commissioners to consider an earlier start time of 6:00 p.m. Should the Commission wish to consider a new meeting start time, a decision would need to be determined at this time. It should be noted that there is not consistency among the other Boards, Commissions, or the City Council. For example, the Arts Commission and Library Board both currently meet at 6:00 p.m. The City Council meets at 6:30 p.m. and the Planning Commission meets at 7:00 p.m. The start time should be unanimous and based on the Commissioners availability. Staff are available at any time but prefer an earlier start time. ITEM: 8.B. CALL TO ORDER: Chair Gunning called the meeting to order at 10:03 a.m. 2. ROLL CALL: Present: Commissioners Estrella, Ho, Morgan, Vice Chair Flame and Chair Gunning. Staff Present: Jeremy Laurentowski, Parks and Recreation Director and Stephanie Anderson, Recreation Services Manager 3. PUBLIC COMMENTS: None. 4. PRESENTATION/ACTION/DISCUSSION: A. Park Tour. The Commission and staff toured and discussed the following parks in the order listed below. 1. Glenwood Park Minutes of the Special Park and Recreation Commission Moorpark, California Page 2 November 14, 2021 The Commission and staff toured the park and discussed the drought, the playground and the proposed future development to the east of the park. 2. Country Trail Park The Commission and staff toured the park and discussed off leash dogs, the installation of more rules signs, and the prior decisions regarding disk golf and a trail. Two residents joined the tour and spoke about brush clearance and leash law signs. 3. Arroyo Vista Recreation Center and Park The Commission and staff toured the recreation center and park and discussed the potential expansion of the recreation center to accommodate existing programs, staff offices, the preschool and future opportunities to generate revenue, such as an event venue. The Commission and staff also toured the property to the north of the park that is owned by Southern California Edison and discussed future opportunities, such as parking, more athletic fields, a dog park and pickleball courts. 4. College View Park The Commission and staff toured the park and discussed the dog park. 5. Campus Canyon Park The Commission and staff toured the park and discussed the playground. B. Selection of Ad Hoc Committee Members for Parks and Recreation Master Plan Update. Staff Recommendation: Select two Commission members to serve on the Ad Hoc Committee to assist with the preparation of an update to the 2009 Parks and Recreation Master Plan. Ms. Laurentowski gave the report. There were no speakers. MOTION: Commissioner Ho moved, and Commissioner Flame seconded a motion to appoint Chair Gunning and Commissioner Morgan to the Parks and Recreation Mater Plan Update Ad Hoc Committee. Consider Recreation Programs Cost Recovery Summary Fiscal Year 2020-2021. Staff Recommendation: Provide feedback on the cost recovery report and direct staff to present the report to City Council. MINUTES OF THE JOINT MEETING OF THE CITY COUNCIL AND PARKS AND RECREATION COMMISSION Moorpark, California April 14, 2021 A Special Joint Meeting of the Moorpark City Council and Parks and Recreation Commission was held on Wednesday, April 14, 2021, at 6:30 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Parvin called the City Council meeting to order at 6:30 p.m. Vice Chair Flame called the Parks and Recreation Commission meeting to order at 6:30 p.m. 2. THE PLEDGE OF ALLEGIANCE: Vice Chair Flame led the Pledge of Allegiance. 3. ROLL CALL: Parks and Recreation: Commissioners Estrella, Ho, and Morgan and Vice Chair Flame. Absent: Chair Gunning. City Council: Councilmembers Castro, Enegren, Groff, Pollock, and Mayor Parvin. Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City Manager; Jeremy Laurentowski, Parks and Recreation Director; Daniel Kim, City Engineer/Public Works Director; Chris Thompson, Senior Information Systems Analyst; Jessica Sandifer, Community Services Manager, Chris Ball, Senior Management Analyst; Captain Victor Fazio, Ventura County Sheriffs Office; and Ky Spangler, City Clerk. 4. PUBLIC COMMENT: Dr. Roseann Mikos, Moorpark resident, spoke to express her opinion that the City Council prematurely voted at its April 7 meeting to adopt new strategies, goals, and objectives for the next two-year period prior to holding joint meetings with the commissions/board historically held before adoption of new City Council goals in order to incorporate commission/board input and feedback. She further expressed surprise that prior goals and objectives were not carried forward into the new two-year plan which does not promote equity and inclusion. Dr. Mikos noted goals and objectives specific to the Parks and Recreation Commission and Minutes of the City Council and Parks and Recreation Commission Moorpark, California Page 2 April 14, 2021 expressed hope staff will continue to focus on those included in prior years' goals. 5. PRESENTATION/ACTION/DISCUSSION: A. Consider Update on Strategies of Mission Statement, Priorities, Goals and Objectives for Fiscal Years 2019/20 and 2020/2021 . Staff Recommendation: Receive and file updates of Strategies, Goals and Objectives for Fiscal Years 2019/20 and 2020/21. Mr. Brown gave a brief oral report. There were no speakers. The City Council and Parks and Recreation Commission discussed: 1) some of the park improvements installed or constructed over the last two years, including installation of new playground equipment, the addition of pickleball courts noting more will likely be needed, and remarked on the dog park and the potential for adding an additional dog park; 2) the Commission commended Parks and Recreation staff for working very hard during the COVID-19 pandemic to engage the community and for the flexibility provided for recreation classes; 3) the 3rd of July fireworks event plans with Mr. Laurentowski noting the event has been approved by the County for 5,000 attendees but the City is planning for 10,000 in the event that restrictions are relaxed; 4) progress on the trail systems and connection plans for the City's 80 acres into Conejo Open Space Conservation Agency (COSCA) and noted when there is a design plan, staff will be able to pursue additional grant opportunities; and 5) efforts to complete Arroyo Simi Trail Master Plan alignment in order to be competitive for grant opportunities as well as planning and design for sidewalk installation at Villa del Arroyo Mobilehome Park. On behalf of the City Council, Mayor Parvin thanked the Parks and Recreation Commission for their service to the community. 6. ADJOURNMENT: Mayor Parvin adjourned the City Council meeting and Vice Chair Flame adjourned the Parks and Recreation Commission meeting at 6:48 p.m. Janice S.
