MEETING AND SEMI-ANNUAL PARK TOUR
Moorpark, California November 14, 2021
A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was
held on November 14, 2021, at the Moorpark Community Center located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Chair Gunning called the meeting to order at 10:03 a.m.
2. ROLL CALL:
Present: Commissioners Estrella, Ho, Morgan, Vice Chair Flame and
Chair Gunning.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director and
Stephanie Anderson, Recreation Services Manager
3. PUBLIC COMMENTS:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
None.
6. PRESENTATION/ACTION/DISCUSSION:
A. Park Tour.
The Commission and staff toured and discussed the following parks in the
order listed below.
1. Glenwood Park
The Commission and staff toured the park and discussed the
drought, the playground and the proposed future development
to the east of the park.

2. Country Trail Park
The Commission and staff toured the park and discussed off
leash dogs, the installation of more rules signs, and the prior
decisions regarding disk golf and a trail.
Two residents joined the tour and spoke about brush clearance
and leash law signs.
3. Arroyo Vista Recreation Center and Park
The Commission and staff toured the recreation center and park
and discussed the potential expansion of the recreation center
to accommodate existing programs, staff offices, the preschool
and future opportunities to generate revenue, such as an event
venue. The Commission and staff also toured the property to
the north of the park that is owned by Southern California
Edison and discussed future opportunities, such as parking,
more athletic fields, a dog park and pickleball courts.
4. College View Park
The Commission and staff toured the park and discussed the
dog park.
5. Campus Canyon Park
The Commission and staff toured the park and discussed the
playground.
B. Selection of Ad Hoc Committee Members for Parks and Recreation
Master Plan Update. Staff Recommendation: Select two Commission
members to serve on the Ad Hoc Committee to assist with the preparation
of an update to the 2009 Parks and Recreation Master Plan.
Ms. Laurentowski gave the report.
There were no speakers.
MOTION: Commissioner Ho moved, and Commissioner Flame seconded a
motion to appoint Chair Gunning and Commissioner Morgan to the Parks and
Recreation Mater Plan Update Ad Hoc Committee. The motion carried by
unanimous voice vote.

C. Consider Recreation Programs Cost Recovery Summary Fiscal Year
2020-2021. Staff Recommendation: Provide feedback on the cost
recovery report and direct staff to present the report to City Council.
Ms. Anderson gave the report.
There were no speakers.
MOTION: Commissioner Morgan moved, and Commissioner Ho seconded a
motion to approve staff's recommendation. The motion carried by unanimous
voice vote.
7. CONSENT CALENDAR:
A. Approval of Minutes of the Regular Parks and Recreation Commission
Meeting of October 4, 2021. Staff Recommendation: Approve as
presented.
MOTION: Commissioner Flame moved, and Commissioner Morgan seconded a motion
to approve the consent calendar. The motion carried by unanimous voice vote.
8. ADJOURNMENT:
Chair Gunning adjourned the meeting at 1:55 p.m.
