A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL
YEAR (FY) 2021/22 BUDGET TO FUND THE PRINCETON
AVENUE IMPROVEMENT PROJECT WITH A TOTAL
FY 2021/22 PROJECT BUDGET OF $18,304,969
WHEREAS, on June 16, 2021, the City Council adopted the Operating and
Capital Improvement Budget for Fiscal Year (FY) 2021/22, which included
$5,458,463.91 from Fund 2014 (Los Angeles Avenue Area of Contribution Fund) and
included $1,287,244 from Fund 2409 (Federal & State Grants) for a total construction
budget of $6,745,707.91; and
WHEREAS, of the $6,745,707.91 project budget, $197,000 has been
appropriated for temporary construction easements and peer review of plans, resulting
in a remaining budget of $6,548,707.91; and
WHEREAS, on December 1, 2021, the City published a Notice Inviting Sealed
Bids for the Princeton Avenue Improvement Project; and
WHEREAS, on January 14, 2022, the City received and opened six bids
responding to the City's Notice; and Security Paving Company, Inc is the lowest
responsible bidder, with a bid of $14,161,334; and
WHEREAS, the City Engineer recommends a 15% project contingency
($2,124,200) for the Project to account for unforeseen conditions, design conflicts, and
final quantity adjustments, bringing the total construction contract value for the
Princeton Avenue Improvement Project to $16,285,534; and
WHEREAS, the City has received a proposal from Stantec Consulting Services,
the Engineer of Record for the Princeton Avenue Improvement Project, for construction
administration services for the Project for $222,435, increasing the total appropriation
amount for the Project to $16,704,969 (also includes $197,000 already spent during FY
2021/22); and
WHEREAS, the City estimates that construction management and inspection
services will cost $1,600,000 for the Princeton Avenue Improvement Project and
expects to award a contract within that amount at the March 2, 2022 City Council
meeting, increasing the total appropriation amount for the Project to $18,304,969; and
WHEREAS, the Princeton Avenue Improvement Project includes a water pipeline
relocation for Ventura County Waterworks District No. 1, who has pledged $450,000
toward this portion of the Project; and
WHEREAS, the City receives development fees for traffic mitigation and deposits
it into Citywide Traffic Mitigation Fund (2002), and the City Council desires to

appropriate $2,350,000.09 from the Fund toward the Princeton Avenue Improvement
Project; and
WHEREAS, the Los Angeles Avenue Medians Project (C0026) budget contained
$1,945,000 for construction and $68,487 for professional services, the Project was
cancelled by the City Council, and the City Council desires to reallocate this budget
appropriation to the Princeton Avenue Improvement Project (totaling $2,013,487); and
WHEREAS, the City has secured a $456,976 Highway Infrastructure Program
(HIP) grant toward the Princeton Avenue Improvement Project; and
WHEREAS, the City Council desires to allocate $600,000 from its FY 2022/23
Road Maintenance & Rehabilitation: Gas and Vehicle Tax funds (Fund 2416) toward the
Princeton Avenue Improvement Project; and
WHEREAS, the City Council desires to allocate $5,688,798 from its American
Rescue Plan Act of 2021 (ARPA) Funds toward the Princeton Avenue Improvement
Project; and
WHEREAS, Exhibit "A" hereof describes the above budget amendments and its
resultant impact to the budget line items needed to fund the Princeton Avenue
Improvement Project.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
r SECTION 1. A budget amendment to establish a total FY 2021/22 project budget
of $18,304,969 for the Princeton Avenue Improvement Project, as more particularly
described in Exhibit A, attached hereto, is hereby approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
