SUBJECT: Artist Selection Panel for Moorpark Station North Parking Lot Public
Art Project
BACKGROUND & DISCUSSION
To date the City has completed a total of six projects through the Art In Public Places
program. However, a standard process involving the selection of the artist has been
inconsistent, as a formal artist selection process has never been adopted by the City. The
selection of the most recent art pieces involved a series of Special Arts Commission
(Commission) meetings whereby the Commission reviewed the artist proposals and
selected an artist to recommend to the City Council. Prior to this, City staff reviewed the
artist proposals, selected the semi-finalists, and made a recommendation to the
Commission. In either case, the processes do not follow standard City protocol, or
industry best practices, regarding the selection or deliberation of important city business.
The City's Arts Master Plan (Master Plan) addresses the artist selection process for City-
sponsored Art In Public Places projects by recommending the industry best practice of
using temporary, project-specific selection committees with a diverse representation that
incorporates the experience and opinions of public art experts, project design
professionals, and site users. Thus, the perspectives of both art and design
professionals, as well as those that will experience the art are incorporated into the
selection process. This process of using a temporary selection or advisory committee to
inform City decision-making is consistent with the current City practice on other projects.
For example, recently two Arts Commissioners participated on the advisory committee
that recommended the consultant for the Arts Master Plan project, which was ultimately
approved by the Arts Commission and City Council. Similarly, the selection of an architect
for the new City library was conducted by a temporary ad-hoc committee, and the City's
current update of its general plan is being guided by the General Plan Advisory Committee
(GPAC), a temporary advisory committee comprised of community stakeholders. Like
other temporary advisory committees, the GPAC was established in order to improve
public engagement by directly involving community members in the decision-making
process.

Staff feels that it would be appropriate to utilize this format for the selection of the artist
for the Moorpark Station North Parking Lot Public Art Project and envisions a temporary
committee (or "selection panel") comprised of two Arts Commissioners, plus a
representative from the design firm working on the site renovation project, a
representative from the City's transit division, and a representative from the High Street
business community. Such a panel will fulfill the recommendation of the Master Plan by
incorporating the represented arts expertise of the Arts Commission with related
professional and community perspectives.
As recommended in the Master Plan, the artist ultimately recommended by the selection
panel will be forwarded to the Arts Commission for consideration. At that time, along with
the selection panel recommendation, the Arts Commission will have the opportunity to
view the proposals from all three semi-finalists and make a final recommendation for City
Council consideration and approval. For informational purposes, the applications
originally submitted by all qualified applicants will also be provided to the Commission at
that time.
It is anticipated that the panel will meet twice during the selection process. The first
meeting would be scheduled in mid-March to review the nine submitted artist applications
and select three semi-finalists to develop project proposals. The second meeting would
take place four to six weeks later to receive the semi-finalist proposals and make a finalist
recommendation to be considered by the Arts Commission.
Staff recognizes that the proposed use of a selection panel represents a shift from prior
practice and the methodology initially anticipated to be used on this project. However,
consistent with current City practice related to all other projects, initiatives, and City
business of significant importance, as well as the recommended industry best practice
outlined in the Arts Master Plan, staff feels that this is an appropriate artist selection format
for this and future public art projects.
The Commission is being asked to select two members to participate in the selection
panel at this time. It is worth noting that the Master Plan recommends that Commission
participation on such public art selection panels be rotated among the Arts
Commissioners. With the adoption of the Arts Master Plan and the development of
projects such as the new City Library, staff anticipates that there will be ample
opportunities for participation on future selection panels by members of the Commission
who do not participate in this opportunity.
STAFF RECOMMENDATION:
Select two members of the Arts Commission to participate on the selection panel for the
Moorpark Station North Parking Lot Public Art Project.
