SUMMARY
The Public Hearing scheduled for February 2, 2022, represents the fourth in a series
public hearings required under the California Elections Code Section 21600 et seq. as
part of the redistricting process undertaken following each decennial federal Census.
Public hearings were held on October 20, 2021, December 1, 2021, and January 5, 2022,
where presentations were provided by staff and the City’s demographer, National
Demographics Corporation, Inc. (NDC), on the redistricting process and criteria; 2020
Census data was reviewed and discussed; paper and online mapping tools available for
public participation were demonstrated; and City Council direction was provided to staff
and NDC on district boundary mapping alternatives to be explored. Additionally, these
hearings provided opportunities for public participation, input, comment, and testimony
on the redistricting process, communities of interest, and potential district boundary
adjustments for consideration.
During the January 5 hearing, the City Council reviewed district map alternatives prepared
by NDC in response to Council’s direction, and selected its preferred map alternative, the
“NDC Yellow Map” (hereinafter referred to as the “Yellow Map”). Further, Council
provided direction to staff to prepare an ordinance for introduction to adopt its preferred
district map for its consideration at the February 2, 2022 public hearing.

BACKGROUND
Transition to District-Based Elections
The City of Moorpark transitioned to district-based elections through its adoption of
Ordinance No. 467 in 2019 which created the boundaries for four (4) City Council voting
districts and established a sequence for election of Councilmembers by district with the
Mayor continuing to be elected at-large. The first district-based election was held on
November 3, 2020, with representatives from Districts 2 and 4 being elected to four-year
terms. The second district-based election is scheduled on November 8, 2022 at which
representatives from Districts 1 and 3 will be elected to four-year terms of office. A history
of the public hearings held from October 11, 2018, to April 3, 2019, to establish the City
Council district boundaries can be located on the City’s website at:
https://www.moorparkca.gov/districts, including the staff reports, videos and other
relevant information.
Requirement for Redistricting, Redistricting Deadline, and Fair Maps Act Criteria
Redistricting is required following each decennial Census at the federal, state, and local
levels to review and adjust district boundaries based on population changes identified
through the Census process. Local redistricting requirements and timelines are set forth
in the California Elections Code 21600 et seq., known as the Fair Maps Act, which
requires a minimum of four public hearings be held to receive public input, prepare and
consider population-balanced maps, and adopt a district map to be utilized until the next
decennial federal Census is conducted. Based on the timelines set forth in the Elections
Code, local municipalities with district-based elections must adopt a revised, population-
balanced Council District map 205 days prior to the next City Council election scheduled
on November 8, 2022, in this case by April 17, 2022.
The Fair Maps Act also sets forth the criteria (Elections Code Section 21601(c)), in order
of priority, that must be considered as part of the redistricting process which are:
•Council districts shall be geographically contiguous;
•To the extent practicable, the geographic integrity of any local neighborhood or
local community of interest shall be respected in a manner that minimizes its
division;
•Council district boundaries should be easily identifiable and understandable by
residents; and
•Council districts shall be drawn to encourage geographical compactness.
DISCUSSION
This evening’s public hearing represents the fourth in the series of hearings required
under the Fair Maps Act in order to complete the redistricting process for the City of
Moorpark. The goals of this public hearing include: 1) review any maps submitted by
members of the public subsequent to the February 2, 2022 public hearing; 2) conduct the

fourth public hearing to receive comment and testimony from residents regarding
additional maps submitted and on the preferred Council alternative (“Yellow Map”); and
3)if so desired, introduce an ordinance for first reading proposing adoption of the Yellow
Map and supporting demographic data, and place the ordinance on the February 16,
2022, regular City Council meeting agenda for second reading and adoption.
The deadline for submittal of maps from members of the public was January 25, 2022.
The City utilized its social media platforms (Facebook and Twitter), with a posting on
January 18, to encourage participation and notify residents of the map submittal deadline.
No map submissions from members of the public were received.

Preferred Map Alternative
The Yellow Map, prepared by the City’s demographer, applied an ideal population of
9,081 residents per district (total population of 34,326 divided by four (4) districts) and
applied the criteria set forth in the Fair Maps Act by maintaining the geographic integrity

of the historical existing downtown core and its community of interest while respecting the
natural geographic boundary of the Arroyo Simi and utilizing easily recognizable streets
in making boundary adjustments to achieve a district map with substantially similar
population in each district.
It should be noted that the criteria in the Fair Maps Act were carefully considered as part
of exploring mapping alternatives, as well as the City Council’s desire to maintain existing
communities of interest identified during the City’s initial districting process in 2018-2019.
The adjustments made respect the Fair Maps Act criteria, incorporate changes made to
census blocks as part of the conduct of the 2020 Census, and also consider future
population growth that will result based on currently contemplated development within the
City of Moorpark.
The Yellow Map is included as Exhibit A to the attached draft ordinance. The resulting
by-district population and deviations for the Yellow Map are as follows:

The percentage deviation of the City Council’s preferred option is 3.31% which is within
the 10% that has been found to be legally acceptable by the courts. Staff requests that
the City Council receive public testimony on this map as well as any others submitted by
members of the public, and consider introduction of an ordinance to adopt the “Yellow
Map.”
PUBLIC NOTICE
Elections Code Section 21608(c) requires publication of the date, time, and location of
any public hearing or workshop at least five days before the hearing or workshop.
Pursuant to this requirement, English and Spanish hearing notices were posted on the
City’s website (Public Hearing Notice webpage) on Monday, January 24, 2022, and an
email announcement was sent to all notification subscribers. Additionally, English and
Spanish public hearing notices were published in the Ventura County Star on Sunday,
January 23, 2022, and in Ventura County’s Spanish language paper, Vida Newspaper,
on January 20, 2022. English and Spanish public hearing notices were also posted in the
City’s public notice case outside of the Moorpark Community Center.
Additionally, Elections Code Section 21608(d)(1) requires a draft map shall be published
for at least seven days before being adopted by the City Council as a final map. The
Yellow Map was posted on the City’s webpage at www.moorparkca.gov/districts on
December 30, 2022. Following the January 5, 2022, City Council meeting at which the
Council selected its preferred map, the Yellow Map was posted again as the preferred
alternative to be considered for adoption at the February 2, 2022, public hearing.

CEQA COMPLIANCE
Adjusting the district boundaries from which voters elect their City Councilmembers is
exempt from review under the California Environmental Quality Act (CEQA) pursuant to
Section 15061(b)(3) of the State CEQA Guidelines because it can be seen with certainty
that the change will not have any potentially significant adverse impact on the
environment.
FISCAL IMPACT
The costs to conduct the redistricting process, including costs for advertising for a series
of four public hearings, bilingual translation costs for hearing notices and outreach
communications, bilingual translator meeting attendance, and City Attorney costs are
allocated in the adopted budget for Fiscal Year 2021/22.
COUNCIL GOAL COMPLIANCE
This action is consistent with City Council Strategy 2 – “Equity and Inclusion”; Goal 2 –
“Practice Respect, Equity and Inclusion Citywide”; and Objective 5 (2.5) – “Complete
redistricting process.”

AN ORDINANCE OF THE CITY OF MOORPARK,
CALIFORNIA, REDRAWING CITY COUNCIL VOTING
DISTRICT BOUNDARIES FOLLOWING THE 2020
DECENNIAL CENSUS, ADOPTING A NEW OFFICIAL
COUNCIL DISTRICT MAP TO IMPLEMENT THE REDRAWN
DISTRICT BOUNDARIES, AMENDING CHAPTER 2.08
(“MUNICIPAL ELECTIONS”) OF THE MOORPARK
MUNICIPAL CODE TO MAKE CORRESPONDING
CHANGES, AND MAKING A DETERMINATION OF
EXEMPTION PURSUANT TO THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT
WHEREAS, on April 19, 2019, the City Council of the City of Moorpark adopted
Ordinance No. 467 transitioning from an at-large election system to a by-district election
system for electing City Councilmembers; and
WHEREAS Ordinance No. 467 created four (4) City Council voting districts,
established a sequence of elections for the election of City Councilmembers to four-year
terms, and maintained a directly-elected Mayor with a two-year term of office, with
by-district elections commencing with the November 3, 2020, general municipal election;
and
WHEREAS, California Elections Code Section 21601 and Moorpark Municipal
Code Section 2.08.060 requires that following each decennial federal census, and using
that census as a basis, the City Council shall, by ordinance and in compliance with the
United States and California Constitutions and the federal Voting Rights Act of 1965 (52
U.S.C. Section 10301 et seq.), adjust the boundaries of any or all of the council districts
of the city so that the districts are substantially equal in population; and
WHEREAS, on September 27, 2021, the California Statewide Database provided
the City of Moorpark with an official population of 36,326 residents; and
WHEREAS, on October 20, 2021, the City Council held a public hearing pursuant
to California Elections Code Section 21607.1(a) where the public was invited to provide
input regarding the composition of council districts; and
WHEREAS, on December 1, 2021, the City Council held a public hearing pursuant
to California Elections Code Section 21607.1(a) where the public was invited to provide
additional input regarding the composition of council districts; and
WHEREAS, on January 5, 2022, the City Council held a public hearing pursuant
to California Elections Code Section 21607.1(a) where the public was again invited to
provide input regarding the composition of council districts and proposed boundary maps
alternatives prepared by the City’s retained demographer, National Demographics
Corporation, Inc. (NDC), and the City Council selected its preferred alternative map titled
“NDC Yellow Map” depicted in Exhibit “A” of this Ordinance and incorporated herein by

this reference. Demographic data supporting this map is also attached hereto as Exhibit
“A”; and
WHEREAS, in accordance with Elections Code Section 21607.1(a), the City
Council held a fourth, duly noticed public hearing regarding the alternative Council District
Maps on February 2, 2022, and after closing the public hearing, selected the map titled
“Yellow Map,” depicted in Exhibit “A” as the Official Council District Map for the City of
Moorpark and introduced this Ordinance for first reading.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1. The map entitled “Moorpark Redistricting 2022 Yellow Map” attached
hereto as Exhibit “A” to this Ordinance and incorporated herein by this reference is hereby
approved and adopted as the Official Council District Map for the City of Moorpark.
SECTION 2. Section 2.08.030 of the Moorpark Municipal Code is hereby
amended to replace the map denoted as “City of Moorpark 2019 Districting, Map 401b”
with the map attached hereto as Exhibit “A” and denoted as “Moorpark Redistricting 2022
Yellow Map.”
SECTION 3. Pursuant to Moorpark Municipal Code Section 2.08.050, the voters
in Council Districts 1 and 3 shall elect City Councilmembers from each of those districts
at the general municipal election in 2022 and thereafter for full four (4) year terms and the
voters in Council Districts 2 and 4 shall elect City Councilmembers from each of those
districts at the general municipal election in 2024 and thereafter for full four (4) year terms.
The Mayor shall be elected at large for a two (2) year term at the general municipal
election in 2022 and thereafter.
SECTION 4. Adjusting the district boundaries from which voters elect their City
Councilmembers is exempt from review under the California Environmental Quality Act
(CEQA) pursuant to Section 15061(b)(3) of the State CEQA Guidelines because it can
be seen with certainty that the change will not have any potentially significant adverse
impact on the environment.
SECTION 5. This ordinance shall become effective thirty (30) days after its passage
and adoption.
SECTION 6. If any section, subsection, sentence, clause, phrase, part or portion
of this Ordinance is for any reason held to be invalid or unconstitutional by any court of
competent jurisdiction, such decision shall not affect the validity of the remaining portions
of this Ordinance. The City Council declares that it would have adopted this Ordinance
and each section, subsection, sentence, clause, phrase, part or portion thereof,
irrespective of the fact that any one or more section, subsections, sentences, clauses,
phrases, parts or portions be declared invalid or unconstitutional.

SECTION 7. The City Clerk shall certify to the passage and adoption of this
ordinance; shall enter the same in the book of original ordinances of said City; shall make a
written record of the passage and adoption thereof in the minutes of the proceedings of the
City Council at which the same is passed and adopted; and shall publish notice of adoption
in the manner required by law.
