to the Area Housing Authority of the County of Ventura to Fill an
Unscheduled Vacancy
SUMMARY
The City of Moorpark appoints two citizen representatives to serve as Commissioners on
the Area Housing Authority of the County of Ventura whose positions serve four (4) year
terms. One of the appointed representatives provided a letter of resignation in August
2021, with the resignation being effective December 31, 2021. It is requested that the
City Council nominate, and the Mayor appoint, a citizen representative to fill the
unscheduled vacancy for a term concluding on August 31, 2023.
BACKGROUND
The Area Housing Authority of the County of Ventura is an independent, non-profit agency
serving the residents of Camarillo, Fillmore, Moorpark, Ojai, Simi Valley, Thousand Oaks,
and the unincorporated areas of Ventura County. Two Commissioners are appointed by
each of seven (7) local jurisdictions (including the City of Moorpark) which are a party to
a Memorandum of Understanding under Article 31 of the State Constitution which created
the Area Housing Authority of the County of Ventura (AHA). Commissioners serve a four-
year term, and according to State law, remain a Commissioner until replaced or
reappointed. Commissioners receive a $50.00 stipend from the Area Housing Authority
for each board meeting they attend, up to a maximum payment of $200.00 per month.
Commissioners are also paid mileage.
At its meeting of September 4, 2019, the City Council appointed Steven Kueny and Jorgen
Nielson as Area Housing Authority Commissioners to serve four-year terms concluding
on August 31, 2023.

DISCUSSION
In August 2021, the City received a letter of resignation, effective December 31, 2021,
from Mr. Kueny. A recruitment to fill this unscheduled vacancy was opened on
December 21, 2021, and closed January 24, 2022, at 5:00 p.m. Two applications were
received, however, prior to the close of the recruitment period, one applicant withdrew
their application. One application from the following individual is presented for Council
consideration and is attached to the staff report:

The City Council’s adopted procedure for appointments (Policy 2.2 [9.]) in Resolution (No.
2019-3951) is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointments, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall then make a motion putting forth all the names to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.

School of Management - One class is titled *Intergovernmental Relations and the other is titled Leadership. *I have a
Master's Degree in Public Administration from California Lutheran University in August of 1999

Describe your involvement in community activities, volunteer and civic organizations other than partisan political
activities:*
As a public servant working for the city of Moorpark, I have experience firsthand some of the hardships that the citizens'
of Moorpark have to endure. On multiple occasions I have dealt with families who can be or are identified as being in a
vulnerable population category. More specifically I have encountered and solved issues with families who come from an
elderly, low-income, disabled, abusive, and / or special needs population. My calling as a public servant does not terminate
at the end of my watch but instead my passion for citizens needs drives me to at times work on my time-off hours to
solve some of the above-mentioned issues. As i have learned, sometimes issues within the community can't be solved a
12 hour shift but need a long term multi-jurisdictional approach.

I teach a Master's Level class for the School of Management Program at California Lutheran University titled:
"Intergovernmental Relations." The class deals with specifically how different levels of government (local, state, and
federal) work besides, with, in conjunction, and against each other, to create and implement public policy. In addition, this
class briefly also deals with budgets and grants of both non-profit and for profit organizations.

I grew up in the city of Moorpark and have lived in Moorpark for over 20 years. I am a very active member of our
community and would like to serve the citizens of Moorpark as a housing area Commissioner. I believe that my
background, training, and experience would be an asset to have me serve as a Commissioner for the city of Moorpark and
it's people.
