SUPPLEMENTAL Printed in-house February 16, 2022 Sent via Email Moorpark@moorparkca.gov Moorpark City Council 799 Moorpark Avenue Moorpark, CA 93021 RE: Premium Pay for Essential Grocery and Drug Retail Workers Dear Mayor Parvin and Fellow City Councilmembers: On behalf of the over 30,000 members of the United Food and Commercial Workers (UFCW) Local 770, we urge the Moorpark City Council to reconsider a premium pay grant program for grocery and drug retail workers in conformance with ARPA recommendations. This follows the strong precedent already set by Oxnard, Calabasas, and Port Hueneme. Staff have argued against using ARPA funds due to the difficulties they anticipate in identifying workers who would qualify for allocation. However, in all three cities this has been easily avoided. Oxnard, Calabasas, and Port Hueneme each identified the grocery and drug retail stores in their cities and contacted the local representatives. They then asked for a list of workers who would qualify for such allocation, and then sent a flat grant check for the employer to distribute. This created a very direct streamlined process. It proved to be a win/win situation for the Cities, the employers, and the essential workers who have struggled and continue to struggle through the pandemic. In our region alone, over 10,000 UFCW members have become infected with Covid 19. They risk their lives every day amidst anti- vaxxers and anti-maskers and continue to administer the vaccine and provide necessary food and medication to our communities. Premium pay recognizes their service as Congress intended. We strongly recommend that the City of Moorpark reconsider this allocation and use the strong precedents of neighboring cities in guidance. We would be proud to partner with the City in research, best practices, and logistical support. Thank you for your consideration in this matter. Sincerely, John M.
