MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Carlene Saxton, Community Development Director DATE: 02/16/2022 Regular Meeting SUBJECT: Consider the Establishment of an Ad Hoc Committee to Negotiate the Terms of the Development Agreement between the City and Warmington Residential for the Beltramo Ranch Project BACKGROUND On June 4, 2021, an application was submitted for General Plan Amendment No. 2021-01, Development Agreement No. 2021-01, Zone Change 2021-01, Vesting Tentative Tract Map No. 2021-01, and Residential Planned Development No. 2021-01, requesting approval of 47 single-family residences on 7.4 acres, located at the at the southeast corner of Los Angeles Avenue and Beltramo Ranch Road on an application of Warmington Residential. The application is currently under California Environmental Quality Act (CEQA) review. The proposed project requires a general plan amendment and zone change. Pursuant to Section 65864 of the Government Code of the State of California a Development Agreement (DA) may be entered into by the City and the Applicant to provide assurances to both parties regarding public improvements and costs associated with the development. Within the City of Moorpark, DAs are negotiated with two Councilmembers, city staff and the applicant. City staff and Council set the parameters regarding the negotiations and terms of the DA with the applicants. In order to move forward into the DA negotiations, staff is requesting the City Council identify two members to serve on an ad hoc committee to negotiate the terms of the DA for the Beltramo Ranch Project. A list of the current Ad Hoc Committee assignments is provided on the following page. COUNCIL GOAL COMPLIANCE This action supports City Council Goal 1 to “Identify Options and Solutions to Barriers for Housing for All Economic and Age Ranges.” STAFF RECOMMENDATION Select two members of the City Council to participate on the Ad H oc Committee for the Beltramo Ranch Project.
