SUBJECT: Consider Scheduling Joint City Council Meetings with the Arts
Commission, Parks and Recreation Commission, Library Board, and
Planning Commission
BACKGROUND
Every two years, the Moorpark City Council develops and adopts Strategies, Goals, and
Objectives spanning a two fiscal year cycle (previously call Priorities, Goals, and
Objectives). Historically, the City Council has scheduled joint meetings with its
Planning, Arts, and Parks and Recreation Commissions and Library Board each year in
the spring to discuss the current Strategies, Goals, and Objectives and the status of
relevant objectives, and to solicit input and feedback from each of the legislative bodies.
On February 27, 2021, the City Council participated in a special meeting “retreat” for the
purposes of developing goals and objectives for Fiscal Years 2021/22 and 2022/23. On
April 7, 2021, the City Council reviewed the Strategies, Goals, and Objectives for Fiscal
Years 2019/20 and 2020/21, and approved City Council Strategies, Goals, and
Objectives for Fiscal Years 2021/22 and 2022/23 developed as a result of the City
Council retreat.
The City Council has typically scheduled the joint meetings to be held on one evening.
If the Council wishes to continue this practice, staff is suggesting:
1) Either Wednesday, March 30 or April 13 for the meetings to be scheduled for:
• 6:00 p.m. Arts Commission
• 6:30 p.m. Parks and Recreation Commission
• 7:00 p.m. Library Board
• 7:30 p.m. Planning Commission
or
2) Other acceptable joint meeting dates and times.

FISCAL IMPACT
There is no fiscal impact associated with this action as stipends for Commissioners and
Board Members is included in the Fiscal Year 20 21/22 Budget. Compensation to
members is as follows: 1) Arts Commissioners is $50 per meeting not to exceed $300
per fiscal year; 2) Parks and Recreation Commissioners is $100 per meeting not to
exceed two meetings per month; 3) Library Board Members is $50 per meeting not to
exceed fifty dollars $50 per month ; and 4) Planning Commissioners is $100 per meeting
not to exceed two meetings per month.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.

Direct staff as deemed appropriate.
