MINUTES OF THE CITY COUNCIL Moorpark, California January 19, 2022 A Special Meeting of the City Council of the City of Moorpark was held on Wednesday, January 19, 2022, at 6:00 p.m. at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1.CALL TO ORDER: Mayor Parvin called the meeting to order at 6:02 p.m. 2.PLEDGE OF ALLEGIANCE: Moorpark resident Mark Di Cecco led the Pledge of Allegiance. 3.ROLL CALL: Present:Councilmembers Castro (via Zoom), Enegren, Groff, Pollock, and Mayor Parvin. Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney; PJ Gagajena, Assistant City Manager and Interim City Treasurer/Finance Director; Mack Douglass, Program Manager; Chris Thompson, Senior Information Systems Administrator; Police Chief Victor Fazio, Ventura County Sheriff's Office; Ky Spangler, City Clerk. 4.PUBLIC COMMENT: None. 5.REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6.PRESENTATION/ACTION/DISCUSSION: A.Consider Presentation and Update on Southern California Edison Public Safety Power Shutoff Program; Overview of City’s Advocacy related to Public Safety Power Shutoffs and Update on California Public Utilities Commission Proceedings related to Public Safety Power Shutoffs. Staff Recommendation: Receive and file presentation. Mr. Brown and Mr. Douglass provided a staff report and introduction. Item: 10.B. 72 Minutes of the City Council Moorpark, California Page 2 January 19, 2022 Ms. Megan Somogyi (via Zoom), City’s Special Counsel with Downey Brand, LLC, provided a PowerPoint presentation including an overview of the deenergization programs, the California Public Utilities Commission (CPUC) proceedings, and the City’s advocacy efforts to date and during the past year with regard to the Public Safety Power Shutoff (PSPS) program. Mr. Rudy Gonzales (via Zoom), Principal Manager, Government Relations with Southern California Edison provided a PowerPoint presentation including a status update on the wildfire mitigation plan and on the circuit work that has taken place to harden electrical infrastructure and reduce Public Safety Power Shutoff events. He highlighted four Moorpark circuits including improvements planned for the Anton, Enchanted, Gabbert, and Zone Circuits during the first and second quarters of 2022. Mr. Gonzales provided an overview of customer resources and customer care programs which are available to customers during PSPS events and also noted their efforts to engage and invest in certain communities. He provided the SCE Customer Support contact number 1-800-655-4555 and website: sce.com/wildfire and encouraged the public to stay informed, sign up for the PSPS alerts, and to be prepared. Mr. John Abbott (via Zoom), Operations Manager with Southern California Edison and Mr. Amir Noori (via Zoom), Senior Manager with Southern California Edison, were available also for questions. A discussion and questions among the Councilmembers, staff, SCE and legal representatives focused on: 1) whether PSPS events are here to stay to which Ms. Somogyi noted consensus among the utilities is that we will not see a complete extinction of the PSPS program; 2) customer care programs and the necessity for medical device dependent customers to sign-up as a medical baseline customer in order to obtain a battery backup system; 3) the majority of Moorpark customers reside in a high risk fire area; 4)advocacy for remedies or rebates for food spoilage as a result or part of PSPS events; the CPUC is considering as they do not currently exist; 5)installation of covered conductors recently completed would not have avoided the PSPS over the Thanksgiving holiday but will make a significant difference in the future based on increases to wind thresholds which will be forwarded to the City Manager; 6) Many factors determine the need to implemented a PSPS event; 7) SCE is working with property owners and public agencies to ensure proper vegetation clearances; 8) the total timeframe to have all covered conductor installations completed is anticipated for the third quarter of 2022; 9) the poor timing of the Thanksgiving PSPS events, inquiry on the cameras being installed to increase situational awareness, and the possibility of a Citywide micro grid project; 10) request for an update on the Strathearn circuit; 11) inquiry on response to accidents effecting utility poles; and 12) confirmation that subscribing customers will receive notifications ahead of PSPS events, and not all power loss is not due to a PSPS. 73 Minutes of the City Council Moorpark, California Page 3 January 19, 2022 CONSENSUS: It was the consensus of the City Council to receive and file the presentation. 7.ADJOURNMENT: Mayor Parvin adjourned the meeting at 6:53 p.m. Janice S.
