HomeMy WebLinkAboutAGENDA REPORT 2022 0316 CCSA REG ITEM 09D POWERPOINTGeneral Plan2021 Annual Progress Report City Council March 16, 2022 1 Doug Spondello, AICP Deputy Community Development Director Tamar Gantt, Housing Program Manager Annual Reporting Requirements Section 65400 of Government Code requires: •An Annual Progress Report (APR) on the status of the General Plan and implementation; and •Reporting progress in meeting the City’s share of Regional Housing Needs. APRs are submitted annually to the Department of Housing and Community Development (HCD) and Governor’s Office of Planning and Research (OPR) by April 1st. 2 Existing General Plan Elements •Land Use -1992 •Circulation -1992 •Noise -1998 •Open Space, Conservation and Recreation -1986 •Safety -2001 •Housing -2014 to 2021 3 Comprehensive Update to the General Plan 4 •A comprehensive update of our General Plan and EIR is underway. •Project will continue through Feb, 2023. •APRs will continue to assess progress in implementing the existing General Plan while the General Plan update is underway. The Housing Element •Provides an analysis of the existing and projected housing needs, goals, policies, and objectives to further the preservation, improvement and development of housing. •Reviewed and Certified by the CA Department of Housing and Community Development (HCD). •Updated in 8-year cycles. •The 5th Cycle Housing Element (2014- 2021) is currently under closeout. •The 6th Cycle Housing Element (2021- 2029) is currently under review by HCD. 5 Regional Housing Needs Assessment (RHNA) •RHNA –An HCD Program that assigns housing unit targets to each jurisdiction within an 8-year cycle. These units are assigned to specific affordable income groups. In order to comply, the Housing Element must designate sufficient land and density to accommodate the development of the City’s RHNA housing number. •In the 5th Cycle (2014-2021) RHNA, Moorpark issued permits for 693 units across its affordable designations out of an allocation of 1,164 new units in the existing Housing Element. •The new 6th Cycle (2021-2029) RHNA has assigned 1,289 housing units to Moorpark and will be allocated and planned for in the new Housing Element. •For reporting purposes, the State requires RHNA activity to be based on actual building permits issued for housing units. 6 2014-2021 –5th Cycle RHNA Closeout 7 Housing Income Type RHNA Allocation for 2014- 2021 New Units Permitted in 2021 5th Cycle RHNA Cumulative Totals Housing Overage/Shortfall(+/-) Very Low Income 31%-50% AMI 289 Units 7 Units 33 Units -256 Units Low Income 51%-80% AMI 197 Units 4 Units 50 Units -147 Units Moderate 81%-120% AMI 216 Units 4 Units 16 Units -200 Units Above Moderate 120% + AMI 462 Units 0 Units 594 Units +132 Units Total:1,164 Units Required 15 Units Permitted 693 Units Permitted in Moorpark 5th Cycle 603 Required Additional Units 2021-2029 –6th Cycle RHNA by the Numbers 8 Housing Income Type RHNA Allocation for 2021-2029 Approved and Planned Units Very Low Income 31%-50% AMI 377 Units 88 Units Low Income 51%-80% AMI 233 Units 638 Units Moderate 81%-120% AMI 245 Units 314 Units Above Moderate 120% + AMI 434 Units 1,663 Units Total:1,289 Units Required 2,703 Units Planned Very low-and low-income credits can be combined into a “Lower Income” category, in accordance with state law. With that allowance, the Draft Housing Element demonstrates that Moorpark complies with RHNA requirements. The Land Use Element (1992) Identifies the permitted uses of land, including the density and intensity of these uses. •2021 Land Use Amendments –In Process –North Ranch: for 68 acres west of Gabbert Road from Rural Low Density Residential to Rural Low Density Residential, Medium Density Residential and Open Space for the development of 139 single-family homes. –Hitch Ranch Specific Plan: for a portion of the 277-acre project that includes development of 755 homes. –Beltramo Ranch: for 7.4 acres south of Los Angeles Avenue from Park and Low Density Residential to High Density Residential for the proposed development of 47 single-family homes. 9 10 Other General Plan Elements No amendments to the remaining General Plan Elements were adopted or proposed in 2021: •Circulation Element •Noise Element •Safety Element •Open Space, Conservation, and Recreation Element A comprehensive update to the General Plan will be completed in 2023. 11 Questions?
