2021/22 Low Carbon Transit Operations Program (LCTOP) Funding
Allocation to Ventura County Transportation Commission’s Youth Free
Fare Pilot Program
BACKGROUND AND DISCUSSION
Since 2019, the City of Moorpark (City) has supported allocating its Low Carbon Transit
Operations Program (LCTOP) funding allocation to the Ventura County Transportation
Commission’s (VCTC) College Ride Fare Promotion Project (College Ride Project). The
College Ride Project permitted the City to receive $1.10 reimbursement for each free trip
provided to eligible college students. The College Ride Project was particularly beneficial
to the City as the City’s standard fare is $1.00 per trip.
In 2022, VCTC approached participating agencies with a new proposed pilot program
(Youth Free Fare Pilot Program) for the FY 2021/22 LCTOP allocation, given that it has
“maxed out” the number of years that new funding can be applied to the College Ride
Project (five-year period). The Youth Free Fare Pilot Program (Youth Program) is
proposed for eligible students (K-12). All students ride “for free”, with no fare payment
required on available public transit services. The free fare will be available to all youth 18
and under and for enrolled high school students that may be older than 18. The Youth
Program is anticipated to be a two-year pilot period, with the start date to be effective with
the start of the upcoming school year (August 2022). The anticipated end-date would be
June 30, 2024. There is no commitment to continue the Youth Program beyond the two
years. Staff from VCTC and participating cities will work together in establishing the
parameters of the Youth Program and it is anticipated that a funding Agreement will be
developed prior to the start of the service.
Similar to the LCTOP College Ride Project, VCTC is asking for letters of support for the
Youth Program and requests to allocate participating agencies’ LCTOP allocation towards

the service. Moorpark’s estimated FY 2021/22 allocation is $5,062. The attached letter
requests that the $5,062 be allocated to VCTC’s Youth Program. It is anticipated that the
City will receive more in fare reimbursement than from utilizing the $5,062 allocation on
its own.
FISCAL IMPACT
None. After an Agreement for fare reimbursement is established with VCTC, the City
would begin to see revenues for reimbursements associated with providing free trips
eligible under the Youth Program.
STAFF RECOMMENDATION
Approve request to allocate the FY 2021/22 Low Carbon Transit Operations Program
(LCTOP) allocation of $5,062 to the Ventura County Transportation Commission and
authorize the City Manager to sign the LCTOP Letter of Support and Allocation Request.

SUBJECT: SUPPORT FOR THE VENTURA COUNTY TRANSPORTATION
COMMISSION (VCTC) FY 2021/22 ALLOCATION REQUEST FOR THE
YOUTH FREE FARE PILOT PROGRAM
Dear Mr. Williams:
As a contributing sponsor, the City of Moorpark (City) supports the FY 2021/22 Low
Carbon Transit Operations Program (LCTOP) allocation generated by City transit
operations under PUC Section 99314 for implementation of the VCTC Youth Free Fare
Pilot Program, which will provide free transit fares to eligible youth 18 years and under
(and to enrolled high school students that may be older than 18).
The City will be contributing $5,062.00 of LCTOP funds for FY 2021/22, consistent with
amounts stated in the in the State Controller's February 18, 2022, LCTOP letter. This
project will help to increase transit accessibility of this growing, but financially impacted
demographic, and by attracting more riders will in turn reduce greenhouse gas emissions
in our region.
