CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: The Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: Meeting 05/02/2022 SUBJECT: Consider Naming the Inclusive Playground at Tierra Rejada Park BACKGROUND On January 15, 2020, the City Council approved the design for an inclusive playground at Tierra Rejada Park and authorized staff to submit a Land and Water Conservation Fund (LWCF) grant to the California State Parks, Office of Grants and Local Services (OGALS). In July 2021 staff was contacted by OGALS that the grant application in the amount of $775,750 was being recommended to the National Park Service (NPS) for funding. However, due to the Covid-19 pandemic, the grant application was stalled until March of this year, when the City was informed that the LWCF grant was officially approved for funding by NPS. Inclusive playgrounds go beyond accessibility and include play features and design elements that appeal not only to individuals with mobility impairments, but also individuals with cognitive, developmental, sight, and hearing impairments. Inclusive playgrounds are not only designed to engage children and adults with disabilities, but they also encourage able-bodied children and adults to interact in an inclusive, non-segregated setting. These playgrounds encourage children with disabilities and able-bodied children to play side-by- side, allowing children with varying abilities or impairments to engage in play with their peers. An important feature of the inclusive playground is the inclusion of a sensory wall that will also become a part of the City's Art in Public Places program. In addition to contributing to valuable sensory play, the wall would be unique to the City's playground. Research shows that sensory play builds nerve connections in the brain, which leads to the child's ability to complete more complex learning tasks. Sensory play also supports language development, cognitive growth, fine and gross motor skills, problem solving skills, and social interaction. Another unique component of the playground incorporates the existing mound at the north/west corner of the site into the site design. A meandering walkway and two footbridges 1 Parks and Recreation Commission 5/2/2022 Regular Meeting take advantage of the existing topography and lead children over a dry riverbed to a platform with several different slides designed to enable children with different types of disabilities to interact. The walkway eventually leads to the top of the mound where children will have an opportunity to cross a bridge to access the top level of a custom tree house. This design feature is exceptional, as it is not often that children in wheelchairs or other physical disabilities can interact with other children at the top level of a playground structure. The site also includes a second playground structure for children in the 2-5-year age category, a separate area for swings, and several private areas for children to interact in a calm setting with lower-level playground components. And finally, interspersed throughout the play area are a variety of spinners, crawl structures and play elements that involve movement. In order to obtain input on the theme of the playground and the various play components, staff conducted several public outreach efforts. A Community Meeting was held in conjunction with a Special Parks and Recreation Commission Meeting on December 7, staff attended an event for special needs children on December 15 called Day-in-the-Park, which was sponsored by the Girl Scouts, and an online survey was recently published and forwarded to several local agencies, such as the Moorpark Unified School District. Utilizing this input, the consulting team designed a `Whimsical' themed playground that is 100% inclusive, includes a larger playground footprint, and an expanded parking area with additional accessible parking spaces. The whimsical theme that was identified during the outreach process generally includes a fun twist on natural and architectural elements such as playhouses, seating elements, flowers, trees, mushrooms, forest animals, insects, boulders, and logs, to name a few. Additionally, the playground designer has suggested the inclusion of the Moorpark apricot into the design. This will be accomplished by incorporating apricot fruit and apricot blossoms into the tree house canopy and on the playground equipment surfacing. Staff also suggested to the City Council, there may be an opportunity to name the playground. Historically, playgrounds in Moorpark have not been specifically named and are generally identified by the park name. However, it is not unusual for unique playgrounds to have a separate name in order to identify them. During the January 15, 2020, City Council meeting, staff recommended to the City Council that the opportunity to name the playground would be brought to the Parks and Recreation Commission for consideration and that staff would provide the City Council with a recommendation at a future date. DISCUSSION The Parks and Recreation Commission is being asked to consider naming the inclusive playground at Tierra Rejada Park, and if the Commission believes that the playground should be named, making a recommendation to the City Council on the preferred name for the playground. It should be noted that although the City Council has a policy regarding naming a park (City Council Policies Resolution 2019-3851, Policy 6.2), no policy exists for naming a playground or other City facility. The City Council has requested the creation of a facility naming policy at a future date. One of the advantages of naming the inclusive playground is to celebrate the unique playground design and to recognize the importance and significance this playground will 2 Parks and Recreation Commission 5/2/22 Regular Meeting play in the lives of many Moorpark families. However, there has been some concern that naming the playground may also be confusing to individuals, since Tierra Rejada Park is already named and familiar with Moorpark residents. Staff has compiled the following list of names for the Commission to consider. However, the Commission can also recommend other names that they feel capture the identity of the playground. Also included in this staff report is the design of the playground area, as well as a preliminary sketch of the sensory wall and custom tree house structure. Potential Playground Names: 1. Apricot Acres 2. Apricot Orchard 3. Whimsical Woods 4. Friendly Forest Should the Commission recommend a name to the City Council, staff recommends keeping Tierra Rejada Park in the name, for instance `Apricot Acres @ Tierra Rejada Park' to avoid any confusion. Apricot Acres is staffs preference for the inclusive playground. FISCAL IMPACT There is no fiscal impact from naming the inclusive playground at Tierra Rejada Park. STAFF RECOMMENDATION 1. B. • CITY OF MOORPARK PARKS AND RECREATION COMMISSION AGENDA REPORT TO: The Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: Meeting 05/02/2022 SUBJECT: Consider Artist Selection Panel for Inclusive Playground Art Project at Tierra Rejada Park BACKGROUND Moorpark Municipal Code Chapter 17.50 establishes the City's Art in Public Places (AIPP) program, with the goal of balancing the community's physical growth with revitalization and its cultural and artistic resources. This program requires certain residential, commercial, and industrial development projects to either install public artwork or pay an in-lieu fee. In- lieu fees are collected and maintained in the AIPP Fund for use exclusively for the AIPP program. The Arts Commission is tasked with reviewing proposed AIPP projects and providing recommendations to City Council regarding site locations and conceptual design of proposed artwork. On March 7, 2022, the Arts Commission considered a new process involving the selection of an artist for related public art projects, as a formal artist selection process has never been formally adopted by the City. The City's Arts Master Plan, which was adopted by the City Council on October 6, 2021, addresses the artist selection process for City-sponsored AIPP projects by recommending the industry best practice of using temporary, project-specific selection committees with a diverse representation that incorporates the experience and opinions of public art experts, project design professionals, and site users. Thus, the perspectives of both art and design professionals, as well as those that will experience the art are incorporated into the selection process. This process of using a temporary selection or advisory committee to inform City decision-making is consistent with current City practice. The Arts Commission ultimately endorsed the formation of an Artist Selection Panel (Panel) as part of the selection process for new Public Art projects. The role of the Panel is to make a recommendation to the Arts Commission regarding the selection of an artist. The Arts Commission will consider the Panel's selection and will ultimately make a recommendation to the City Council for final approval. 1 Parks and Recreation Commission 5/2/2022 Regular Meeting DISCUSSION The inclusive playground at Tierra Rejada Park includes a sensory wall that will become part of the City's Art in Public Places program. The design of this feature has been previously approved by the City Council and will be funded by the AIPP Fund. However, staff believes that there may be another opportunity to introduce artwork into the project. The project currently includes an entry gateway feature and low fence that welcomes individuals into the play area. Although the landscape architect has drafted a design concept for this feature, the entry feature has yet to be formalized. Staff has included funding from the AIPP Fund in the FY 2022/23 Operating Budget to fund the entry gateway and low fence for the inclusive playground project. Should the City Council approve the funding, staff will issue a Request for Qualifications (RFQ) and solicit proposals from qualified artists. The RFQ will provide all relevant background information related to the project and will include many of the design features of the playground to ensure the artwork compliments the whimsical theme already established for the playground. Additionally, a separate agenda report has been presented to the Commission regarding naming the inclusive playground. Should the Commission make a recommendation to name the playground, staff recommends including the playground name in the artwork/gateway feature. The Commission is being asked to select one or two members to participate in the Artist Selection Panel at this time. It is anticipated that the panel will include one or two members from the Parks and Recreation Commission, two members from Arts Commission, and one or two members of the design team, most likely the playground designer and/or the project landscape architect. The Panel will meet twice during the selection process. The first meeting will be scheduled to review the artist applications and select three semi-finalists to develop project proposals. The second meeting will include presentations from the semi- finalist and a recommendation from the Panel on the selected finalist to be considered by the Arts Commission. The Arts Commission will make a recommendation to the City Council for final approval. FISCAL IMPACT $150,000 from Fund 2007 (AIPP Fund) has been included in the FY 2022/23 Operating Budget for the Inclusive Playground Art Project. STAFF RECOMMENDATION 1. PARKS AND RECREATION COMMISSION AGENDA REPORT TO: Parks and Recreation Commission FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: 5/2/2022 Regular Meeting SUBJECT: Consider Dates for Spring Park Tour BACKGROUND and DISCUSSION Historically, the Parks and Recreation Commission (Commission) holds a Special Commission Meeting to tour the various City parks. The meetings are held two or three times during the year and include five or six parks. Typically, two or three hours are scheduled for the meetings, however, the start time and date has been selected by the Commission based on the availability of Commission members. The meetings are typically scheduled on a Saturday morning, or late afternoon during the week. There are various reasons why individual parks are selected by the Commission, such as: • General review of parks to discuss potential future improvements. • Review of new park amenities or facilities after they have been installed. • Review of park locations related to the City Council's Goals and Objectives. • Review of issues and/or concerns. The Commission and City staff held a Special Commission Meeting and toured various parks on November 14, 2021. Staff would like to schedule a Spring Park Tour, which will be conducted as a Special Commission Meeting. The parks that were toured in November include the following: • Glenwood Park • Country Trail Park • Arroyo Vista Recreation Center and Park • College View Park • Campus Canyon Park On March 30, 2022, during the Joint City Council/Parks and Recreation Commission Meeting, the Commission and City Council discussed the desire for more pickleball courts and the potential to build a competitive pickleball facility. Ultimately, the City Council assigned this item to the Parks and Recreation to consider, and for staff to bring back a report on this subject at a later date. I 1 Parks and Recreation Commission 5/2/2022 Regular Meeting In recognition of this request, staff recommends touring parks that can accommodate up to twelve (12) pickleball courts. For reference, twelve pickleball courts will encompass an area of approximately 3/4 of an acre, which is roughly the size of the dog park at College View Park. Additionally, staff recommends touring parks that have ample parking and are at least 150' away from adjacent homes. Pickleball is played with hard paddles and a hard ball and can be disturbing for adjacent neighbors. In 2019, the Commission considered additional pickleball courts and toured the majority of the city's parks in order to make a recommendation for additional courts to the City Council. Miller Park was ultimately selected as the preferred location and the courts were restriped for both pickleball and tennis. However, considering the noise and space constraints to build a new pickleball facility, staff believes that only Arroyo Vista Community Park (AVCP) has room to accommodate additional pickleball courts and recommends that the Commission select AVCP as one of the parks to tour during the parks tour. STAFF RECOMMENDATION Staff recommends that the Parks and Recreation Commission select a date and time, and five or six parks to tour during the Spring 2022 Special Commission meeting and Park Tour. 2 MINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark, California February 7, 2022 A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on February 7, 2022 at the Moorpark Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chair Gunning called the meeting to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Morgan the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Estrella, Ho, Morgan, Vice Chair Flame and Chair Gunning. Commissioner Flame thanked the City for its involvement in the Holiday on High Street event in December. Commissioner Morgan commented that he visited Arroyo Vista Community Park and noticed the park continues to be well used and was very busy with soccer and other activities. Commissioner Ho commented that he visited Arroyo Vista Community Park for a soccer tournament and noticed the park was very busy and that parking was at capacity. 8. MOTION: Commissioner Gunning moved, and Commissioner Flame seconded a motion to approve the regular meeting schedule of monthly, on the first Monday of each month at 6:30 p.m., at the Moorpark City Hall Community Center, 799 Moorpark Avenue, Moorpark CA 93021, and approved the 2022 regular meeting calendar with the addition of a regular meeting on July 5th and September 6th, 2022.
