BACKGROUND AND DISCUSSION
The City of Moorpark’s Capital Improvement Plan (CIP) identifies projects that are
intended to meet the City’s Mission Statement of “Striving to preserve and improve the
quality of life in Moorpark.”
On November 17, 2021, staff provided the first CIP Project Status Report to City Council.
The CIP Project Status Report is a biannual report and was developed to help stay on top
of the CIP and ensure that projects move forward. The CIP Project Status Report
(attached) provides a snapshot of the progression of projects included in the City’s CIP.
Many of the projects identified span more than two-years and in some instances can be
several years depending on the complexity of the project and the various
agencies/stakeholders that are involved. The Project Status Report identifies key
elements of each respective project and is intended to keep City Council and the general
public updated on the current status of projects.
During each presentation to City Council, staff will provide updates on active projects as
well as any challenges or obstacles that may have been encountered and/or overcome.
It should be noted that the Status Report is not intended to identify new projects. Updates
to the CIP itself, such as adding or removing projects will continue to be performed during
the City’s fiscal year budget development, which usually begins in February of each year.

Project Status Report
April 20, 2022
The City of Moorpark’s Capital Improvement Plan (CIP) identifies projects that are
intended to meet the City’s Mission Statement of “Striving to preserve and improve the
quality of life in Moorpark.”
The CIP Project Status Report provides a snapshot of the progression of projects included
in the City’s CIP. Many of the projects identified span more than two-years and in some
instances can be several years or even decades-long depending on the complexity of the
project and the various agencies/stakeholders that are involved. The Project Status
Report identifies key elements of each respective project and is intended to keep City
Council and the general public updated on the current status of projects identified in the
Fiscal Year (FY) 2021/2022 CIP.
Each project includes key areas of description that include:
- Project Number: Established through the Finance Department (for cost
accounting).
- Project Description: Provides purpose of the project/areas of improvement.
- City Council Goal/Objective: This identifies whether a project is connected to
one of the City Council’s Strategic Priorities. The current two-year cycle of the
Strategic Priorities includes fiscal year (FY) 2021/22 and FY 2022/23.
- Objective Estimated Completion Year: If applicable. Comes from City Council
objectives identified in the Strategic Priorities.
- Project Type: Identifies which category a project falls within the CIP; A. Facility,
B. Parks, C. Streets, D. Trails, or E. Transportation.
- Responsible Department: Identifies which City department has primary
responsibility. It should be noted that many CIP projects include the support/input
from multiple departments.
- Project Manager: Identifies primary City staff person responsible for the project.
- Project Consultants/Contractors: Identifies the primary consultants/contractors
that the City has an agreement with for work related to the project. This primarily
includes the design engineer/architect during the design phase of a project and the
construction contractor once the project is under construction.
- Current Stage: Identifies whether the project has yet to begin; is in
preliminary/final design; out to bid; in pre-construction; under construction; or
completed.
- Items of Note: Provides a brief synopsis of activities that may have occurred in
between reporting periods or explanations for any delays or new details about the
project that impact the progress of the project.
- Six Month Look-ahead: Provides key next steps/activities that are expected to
occur during the next six months of the project.

The Project Status Report is divided into two main sections:
I. Active Projects: This section covers projects that are active in one format or
another. They could be under design, construction, land acquisition, etc. They
could also include projects that may have become active in between reporting
periods. Projects are listed in alphabetical order. Not all projects are in the
current Goals and Objectives.
II. Five-Year CIP: This section contains the remaining projects included in the
City’s Five-Year CIP. Projects are categorized as Facility, Parks, Streets, Trails
or Transportation. Projects are listed in alphabetical order. It should be noted
that as the CIP covers five years of projects, many of the projects in this section
will not show activity as they are not ready to begin; or, in some instances, had
activity from years prior but have not progressed for a number of reasons, such
as right-of-way/land acquisition concerns, funding availability, or other priority
projects/areas of responsibility.

I. Active Projects
Arroyo Drive Overlay & Arroyo
Drive Bike/Ped Project
Project Number: C0035 & C0037
Project Description: Pavement rehabilitation
on Arroyo Drive, from Collins Drive to entrance
of Villa Del Arroyo Mobile Home Park (C0035).
Pedestrian improvements along Arroyo Drive,
between Collins Drive and Simi Valley city limit
line. TDA Article 3 grant for FY 2015/16 and
FY 2016/17 provides $200,000 for a sidewalk
starting at west end of Villa Del Arroyo Mobile Home Park, eastward to the Simi Valley city limit line.
$200,000 grant requires a 50% local match. Fiscal year 2018/19 includes new grant ($531,180) and a local
match of $68,820.
City Council Goal/Objective: 2.15: Improve Arroyo Drive, including complete design and construction of
sidewalk on south side of Arroyo Drive east of the train tracks to Simi Valley city limit line; and complete
conceptual design of pedestrian improvements between Collins Drive and train tracks.

exploring storm drain improvements that eliminates utilizing infrastructure that runs underneath Villa Del
Arroyo Mobile Home Park and instead discharges directly into the Arroyo Simi.
Six Month Look-ahead: Work on receiving conceptual approval from Ventura County Watershed
Protection District for alternative stormwater discharge points. Finalize schematic design. Agency
coordination with California Department of Transportation (Caltrans) and Southern California Regional Rail
Authority (SCRRA/Metrolink) and Union Pacific for potential input/concerns. Begin work on preliminary
design and environmental clearance. Potentially begin plans, specifications and estimates for construction
of sidewalk and street improvements on Arroyo Drive from west-end of Villa Del Arroyo Mobile Home Park
to Simi Valley city limit line.
Arroyo Simi Trail Plan
Project Number: C0061
Project Description: Conduct an Arroyo Simi
Trail feasibility study and develop a phasing
plan for trail improvements along the Arroyo
Simi from the west City limits to east City limits
at Arroyo Drive. Estimated future improvement
costs to cover construction of the initial phase
between the Arroyo Vista Recreation Center
pedestrian bridge and Spring Road, including
an undercrossing under the Spring Road bridge.
City Council Goal/Objective: 4.5: Develop an RFP and hire consultant to develop an Arroyo Simi Trail
Master Plan and phasing plan, from the west City limits to east City limits at Arroyo Drive.

establishing an agreement for design services for the High Street Improvements project.

Inclusive Playground at Tierra
Rejada Park
Project Number: C0063
Project Description: Design and install
inclusive playground at Tierra Rejada Park.
City will receive Land and Water Conservation
Fund (LWCF) grant funds and Per Capita Grant
Funds to offset 50% of the improvement costs.
Grants are reimbursement grants so full project
costs need to be appropriated. Staff anticipates
project starting in Summer 2021.

Los Angeles Avenue Widening –
Spring Road to Moorpark Avenue

Project Description: Street widening and
improvements for additional vehicle travel
lanes, an emergency lane, curb and gutter,
and sidewalk along the south side of Los
Angeles Avenue, from Moorpark Avenue to
Spring Road. Project scope of work will also
include storm drainage infrastructure improvements along the south side of Los Angeles Avenue and
installation of a traffic signal at the intersection of Millard Street/Los Angeles Avenue.

Metrolink North Parking Lot
Expansion

Project Description: Convert vacant lot
(approximately 150-feet wide x 120-feet long
west of Metrolink North Parking Lot into a
formal parking lot, adding an estimated 35-
40 parking stalls. The project also includes
reconstruction the existing North Parking Lot
(owned by the Ventura County Transportation Commission [VCTC]).
City Council Goal/Objective: 3.14: Complete renovation of the existing north Metrolink parking lot and
expand the parking lot to the west for a net increase in downtown public parking spaces.

will be considered by the review panel on April 25, 2022.

Princeton Avenue Improvement
