MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Chris Thompson, Senior Information Systems Administrator Mackenzie Douglass, Program Manager DATE: 04/20/2022 Regular Meeting SUBJECT:Consider Waiver of City Purchasing Procedure Pursuant to Moorpark Municipal Code Section 3.04.120 and Consider Service Proposal with FirstNet for Mobile Device Cellular Services BACKGROUND AND DISCUSSION FirstNet Service for City Mobile Devices FirstNet is a nationwide, high speed wireless broadband network that uses existing AT&T cellular infrastructure to deliver enhanced connectivity to first responders and other key personnel during emergencies. Under normal circumstances, FirstNet provides standard cellular service to connected devices and only switches to the dedicated emergency spectrum (known as Band 14) when needed. FirstNet is in use by emergency response agencies across the country and is the national de facto standard for emergency cellular communication. Some of the other local agencies that are FirstNet users are: County of Ventura, Ventura County Sheriff, City of Ventura, City of Oxnard, City of Camarillo, and City of Santa Paula. The City currently provides cellular service with AT&T to some 35 mobile devices, including cell phones, tablets and mobile hotspots using standard, separate service accounts for each device. Our devices cannot currently make use of the government- and-first-responder-only bandwidth provided through FirstNet, which means that key staff may not be able to communicate during an emergency as standard network bandwidth is overwhelmed. By enrolling in FirstNet services, the City can consolidate its existing service accounts and realize a cost savings of approximately $1,200 per year compared to existing service arrangements with AT&T. More importantly, mobile devices used by key emergency response personnel and field staff will become more resilient tools in an emergency response scenario, both for communications within the City and coordination with other agencies. FirstNet services are anticipated to integrate seamlessly with currently deployed devices, eliminating concerns regarding significant start-up costs. Item: 10.C. 430 Honorable City Council 04/20/2022, Regular Meeting Page 2 Waiver of City Purchasing Procedure Pursuant to Moorpark Municipal Code Section 3.04.120 FirstNet is a unique service; there are no directly competitive service offerings on the market. Consequently, FirstNet services can reasonably be construed as sole source in nature. In conferring with other agencies already using FirstNet, staff confirmed that FirstNet has demonstrated adequate competency and ability to provide the required services cost effectively. For these reasons, staff is requesting that City Council consider waiving the City’s purchasing requirements pursuant to Moorpark Municipal Code Section 3.04.130 and authorize the City Manager to accept the cost proposal. FISCAL IMPACT FirstNet’s total proposal is for a three-year term, with a total not-to-exceed amount of $54,595.36. The Service Proposal represents an overall cost savings of approximately $1,200 per year compared to the services currently used by the City. Sufficient funds have been allocated in the FY 2022/23 budget in the Internal Services Fund (0100) in the fund's "Contractual Services" line item. Funding for the remainder of the term of the Service Proposal will be appropriated during the corresponding annual budget development. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive.
