MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Troy Brown, City Manager DATE: 05/18/2022 Regular Meeting SUBJECT: Consider Appointment of a Member of the City Council to the Calleguas Municipal Water District Drought Response Task Force BACKGROUND Founded in 1953, the Calleguas Municipal Water District (Calleguas) imports and distributes water from the Metropolitan Water District of Southern California to retail purveyors serving nearly 75% of Ventura County. Ventura County Waterworks District No. 1 is one such purveyor that receives water from Calleguas and serves the residents and businesses of Moorpark. The Metropolitan Water District of Southern California receives water from Northern California through the State Water Project, which is managed by the California Department of Water Resources. On March 18, 2022, the California Department of Water Resources announced that California water agencies should only expect five percent of water supply for 2022. On March 28, California Governor Gavin Newsom issued Executive Order N-7-22 to increase water conservation measures statewide in response to severe drought conditions with the driest January through March on record in the State’s history. On April 6, Calleguas declared a Stage 3 Water Shortage requiring 30% less water use effective immediately. On April 27, Calleguas declared a Water Shortage Emergency Condition and adopted an Emergency Water Conservation Program to limit all outdoor water use to once per week. DISCUSSION On May 4, 2022, the City received a request from Calleguas to nominate three individuals from each jurisdiction to participate in a newly developed Drought Response Task Force (Task Force) as the region responds to another year of record drought. Calleguas requests one of these individuals be an elected official and the other two representatives be the City Manager or his/her designee and another staff member. Item: 9.B. 43 Honorable City Council 05/18/2022 Regular Meeting Page 2 The purpose of the Drought Response Task Force is to foster a unified and organized drought response by providing local jurisdictions with a platform for coordination and collaboration, timely drought related updates, access to resources, and opportunities for idea sharing. This effort will encompass coordination and collaboration from a broad range of leaders in the service area, including elected officials, city administrators, and other key stakeholders within the community. The Task Force meetings will occur monthly on Zoom and include regular updates from Calleguas on the water supply, new regulatory requirements, and resources and materials that are available to support local water providers and residents. Additionally, participating agencies will have an opportunity to report on local conservation efforts and brainstorm new ideas or concepts that could support an organized drought response. By working closely together and coordinating a fluid response, the Task Force can align response protocols and generate unified public messaging for water purveyors and communities across southeast Ventura County. Staff is seeking appointment of one member of the City Council to participate on the Calleguas Municipal Water District Drought Response Task Force. FISCAL IMPACT There are no fiscal impacts associated with this action. CITY COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive. The purpose of the Drought Response Task Force is to foster a unified and organized drought response by providing local jurisdictions with a platform for coordination and collaboration, timely drought related updates, access to resources, and opportunities for idea sharing. ATTACHMENT 45 This effort will encompass coordination and collaboration from a broad range of leaders in our service area, including elected officials, city administrators, and other key stakeholders within the public works community. Task Force meetings will occur monthly on the Zoom platform and include regular updates from Calleguas on the water supply, new regulatory requirements, and resources and materials that are available to support local water providers and residents. Additionally, participating agencies will have an opportunity to report on local conservation efforts and brainstorm new ideas or concepts that could support an organized drought response. We are asking that you nominate 2 to 3 individuals from your jurisdiction to participate on the Task Force, with representation from the following areas: 1. Elected Official 2. General Manager / City Manager (or designee) 3. Public Works The first meeting of the Drought Response Task Force will be Wednesday, May 25th at 10:00 AM.
