City Council July 6, 2022 Chapter 17.28 (Standards for Specific Uses) PROPOSED ZONING ORDINANCE AMENDMENT 10 •New Section 17.28.090 (Chain Stores and Aesthetics on High Street) •Section Structure •Purpose •Applicability •Responsibility of Chain Store Use Determination •Conditional Use Permit (CUP) Process City Council July 6, 2022 PROPOSED ZONING ORDINANCE AMENDMENT 11 Chapter 17.28 (Standards for Specific Uses) •CUP Findings: 1.The Chain Store will not result in an over-concentration of Chain Stores in the Old Town Commercial (C-OT) zone; 2.The Chain Store will promote variety to assure a balanced mix of commercial uses available to serve both resident and visitor populations. 3.The Chain Store will contribute to an appropriate balance of local-, regional-, and national-based business establishments as well as small-and medium-sized business establishments in the zone; and 4.The proposed use, together with its design and improvement, is compatible with the existing architectural and aesthetic character of High Street and adheres to the design guidelines of the Downtown Specific Plan.
