Fill Two Vacancies on the Library Board for a Three-Year Term
Ending June 30, 2025
BACKGROUND/DISCUSSION
The application period to fill two vacancies on the Library Board, created by the
June 30, 2022, expiring terms of Board Members Laura Burnett and Bernadette
McDowell, opened on April 25, 2022, and closed on May 30, 2022, at 5:00 p.m. A press
release was issued which ran in the May 7, 2022, edition of the Moorpark Acorn, notice
of the recruitment was prominently advertised on the City’s website and social media
feeds, and notices were posted at the Moorpark Library and Community Center. Seven
applications were received; however, following the close of the recruitment period, two
individuals notified the City Clerk’s Office of their desire to withdraw their applications.
The five remaining applications are attached to the staff report:

Library Board applicants are required to attend a City Council meeting to give a
presentation to the Council on qualifications and interest in the appointment. Just prior
to the start of this meeting, the City Clerk will conduct a random drawing of the names of
the applicants to determine the order in which they will make their presentation.
The City Council’s adopted procedure for appointments in Resolution No. 2022-4097,
Policy 2.2.9. is as follows:

A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.
C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.

Member. I also serve on the Board of the Moorpark Chamber of Commerce, and the Moorpark Education Foundation and I
served 2 years on the Moorpark Art Commision.

In 2019 I was honored to be voted "Volunteer of the Year" by the Moorpark Chamber of Commerce. As a Board Member, I

and operations management.

At the time of my retirement in 2019 from the Ventura County Library, I was employed as City Librarian at the Ray D.
Prueter Library branch in Port Hueneme, and as Regional Librarian overseeing branch libraries in Fillmore, Oak Park, and
Piru. I also worked for five years as the Collection Development Librarian for the County Library system. I have a Master
of Arts degree in library science from University of Chicago and have over 30 years of experience working in public
libraries.

I am currently a member of both the Moorpark Friends of the Library and the Friends of the Port Hueneme Library. For
the past several years I have hosted a table at the annual Victorian High Tea fundraiser sponsored by the Friends of the
Port Hueneme Library. I hope to become more involved with the Moorpark Friends now that organizations such as the
Friends are resuming activities after pausing during Covid. I am currently serving on the Moorpark Library Board.

I have over 30 years of experience working in public libraries, most often as a branch library supervisor or manager. I
have experience in library programming, collection development, community outreach, and strategic planning. I have
worked closely with various Friends of the Library organizations on their fundraisers and other activities.

I am currently serving on the Moorpark Library Board and would like to serve another 3-year term. As a long-time
resident of Moorpark, I have followed with interest the City’s plans for a new, larger building for the library; it is
exciting that the library project is moving forward with a floor plan that has been approved and options for interior design
and exterior elevations. Once the building designs have been finalized, the Library Board along with other organizations
plans to begin fundraising for materials and equipment for the library. I want to participate in this work and see the new
library built. I believe my extensive experience working in public libraries makes me a strong candidate for reappointment
to the Moorpark Library Board.

recently he adopted a stuffed animal from the library, and I have been participating in the Genre Book Club and the Craft
Adults.
