SUCCESSOR AGENCY OF THE REDEVELOPMENT AGENCY
OF THE CITY OF MOORPARK
Moorpark, California May 4, 2022
A Regular Meeting of the City Council of the City of Moorpark and the Successor
Agency was held on Wednesday, May 4, 2022, at 6:30 p.m. in the Council Chambers of
said City located at 799 Moorpark Avenue, Moorpark, California. All items listed are
heard and acted upon by the City Council unless otherwise noted.
1.CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:36 p.m.
2.PLEDGE OF ALLEGIANCE:
Moorpark resident and City representative to the Santa Monica Mountains
Conservancy & Advisory Committee Bruce Thomas led the Pledge of Allegiance.
3.ROLL CALL:
Present:Councilmembers Castro, Groff, and Mayor Parvin.
Absent:Councilmembers Enegren and Pollock.

4.PROCLAMATIONS AND COMMENDATIONS:
A.Introduction of New City Employee, Vivien Avella, City Treasurer/Finance
Director, in the Finance Department.
Mayor Parvin introduced new City employee, Vivien Avella, City
Treasurer/Finance Director, in the Finance Department.
B.Introduction of New City Employee, Alicia Peña, Recreation Assistant I, in
the Parks, Recreation, and Community Services Department.

C. Proclamation Declaring May 2022 as Mental Health Awareness Month.
Mayor Parvin presented Maya Zumaya, First Responders for Mental
Health Initiative Representative, with a Proclamation declaring the month
of May 2022 as Mental Health Awareness month.
D. Proclamation Declaring May 1 to 7, 2022, as Municipal Clerk’s Week.
Mayor Parvin presented City Clerk Ky Spangler with a Proclamation
declaring May 1 to 7, 2022, as Municipal Clerk’s Week.
5. PUBLIC COMMENT:
Bruce Thomas, Moorpark resident and City Representative to the Santa Monica
Mountains Conservancy & Advisory Committee (SMMC&AC), spoke about the
SMMC&AC milkweed project in support of maintaining Monarch butterfly habitat
and encouraged volunteers to participate in a milkweed planting even t on
May 21, 2022, at Country Trail Park adjacent to Arroyo West School.
Stephen Burch, representative from the Moorpark Symphony Orchestra, spoke to
announce its May 27 performance at Moorpark Presbyterian Church beginning at
7:00 p.m.
Brian Chong, Public Information Officer, announced the online events calendar
available at moorparkca.gov/event calendar.
6. REORDERING OF, AND ADDITIONS TO, THE AGENDA
It was noted that no closed session would be held.
7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND
MAYOR:
Councilmember Groff reported on April 21 he attended the Economic
Development Collaborative Ventura County (EDC-VC) Board of Directors
meeting.
Councilmember Groff reported on May 3 he attended the Moorpark Chamber of
Commerce mixer at Kelsey Financial on High Street.

Councilmember Castro spoke to expand on the issues associated with mental
health and the acute challenges faced by youth as a result of COVID-19 and
encouraged families to reach out to access the available resources to get help.
Mayor Parvin announced the City Council is currently accepting applications for
appointment to the Citizen Transportation Advisory Committee, the Ventura
County Area Agency on Aging Advisory Council, the Moorpark City Library Board
and the Teen Council. If you want to learn more about these appointments,
please visit the City’s website for information and the on -line applications at
moorparkca.gov/serve.
Mayor Parvin announced in celebration of National Small Business Week this
week, the Economic Development Division launched its first-ever social media
presence on Facebook and Instagram today. Residents and visitors are
encouraged to follow the account @DiscoverMoorpark, on Facebook and
Instagram to discover local small businesses, access business resources, and
view upcoming community events. For a chance to feature a small business on
the @DiscoverMoorpark accounts, followers are encouraged to tag
@DiscoverMoorpark and use the hashtag #DiscoverMoorpark on their posts.
Now more than ever, local small businesses need our support; do so by
shopping and dining local, leaving positive reviews, and following
@DiscoverMoorpark.
Mayor Parvin announced the Princeton Avenue Improvement Project has begun
construction. Information and all traffic alerts for Princeton Avenue are available
on the City’s website at moorparkca.gov/princetonave or, for those of you on
Twitter, you can also follow @PrincetonAve for traffic alerts and updates.
Mayor Parvin announced Moorpark’s new On Demand Ridesharing Service that
can be used to travel around town. Trips may be scheduled using the new “MCT
On Demand” App; by scheduling a trip online, or by calling our reservation phone
number at (805) 465-5041. Trips can be scheduled as early as 15 minutes
before your requested time of departure or as far out as 7 days in advance. The
service operates 6:00 a.m. to 6:00 p.m. Monday through Friday. Fare is $1.00
per passenger for the general public or 50 cents for seniors aged 65 or older or
individuals with a disability. The City has over 100 stops where you can request
our vehicles come and pick you up and drop you off. For more information about
the service, including our “virtual stop map” and links to download the scheduling
App, please visit moorparkca.gov/mctondemand. You can also call (805) 517-
6233 for additional information.
Mayor Parvin announced Moorpark’s Earth Festival is taking place Saturday,
May 7 at the Arroyo Vista Community Park from 9:00 a.m. to 1:00 p.m. The
event features the Community Yard Sale, eco-friendly vendors, seed and tree
giveaways, composting and gardening information, and more . Admission is free.

Mayor Parvin reported on April 24 she attended a fundraiser for the Rudy Pere z
Foundation benefitting Moorpark High School athletics.
Mayor Parvin reported on April 26 she volunteered at the “Battle of the Badge”
fundraiser for the Ventura County Sheriff’s Association and Ventura County
Professional Firefighters Association.
Mayor Parvin reported on April 27 she attended an Economic Forecast meeting
at the Ronald Reagan Presidential Library.
Mayor Parvin reported on April 30 she attended a fundraiser at Ventura County
Coalition of Labor, Agriculture and Business.
Mayor Parvin reported on April 30 she attended the Simi Valley Street Fair.
Mayor Parvin reported on May 2 she was interviewed by a representative from
California State Channel Islands University.
Mayor Parvin reported on May 3 she attended the Moorpark Chamber of
Commerce mixer held at Kelsey Financial on High Street.
Mayor Parvin reported on May 4 she attended the Moorpark Chamber of
Commerce Government Relations meeting.
8. PUBLIC HEARINGS:

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Presentation from Moorpark Police Services Department on the
Moorpark Police Department 2021 Annual Report. Staff Recommendation:
Receive verbal report.
Captain Fazio gave the staff report.
There were no speakers.
CONSENSUS: It was the consensus of the Council to receive the verbal report
from Chief of Police Fazio.
B. Update on Public Safety Power Shutoff Advocacy with Ca. Public Utilities
Commission and Recommendation on Continued Advocacy Efforts. Staff
Recommendation: Scale back participation and continue to monitor filings
and Utility Presentation before the CPUC on behalf of the City.

Ms. Megan Somogyi, Special Counsel to the City of Moorpark with
Downey Brand LLP, gave the report via Zoom and provided a PowerPoint
presentation.
A discussion and questions among the Councilmembers and staff focused
on: issues related to vulnerable customers and food loss associated with
extended power shutoffs and confirmation that the staff recommendation
to scale back the advocacy efforts and monitor utility filings and activities
and submit City filings as needed will best help address those concerns.
There were no speakers.
MOTION: Mayor Parvin moved and Councilmember Groff seconded a motion to
scale back participation and continue to monitor filings and utility presentation
before the CPUC on behalf of the City. The motion carried by roll vote 3-0,
Councilmembers Enegren and Pollock absent.
C. Consider Resolution Terminating the Proclamation of a Local Emergency
Related to Coronavirus (COVID-19) in the City of Moorpark. Staff
Recommendation: Adopt Resolution No. 2022-4087, terminating
proclamation of a local emergency related to coronavirus (COVID-19) in
the City of Moorpark. (ROLL CALL VOTE REQUIRED)
Mr. Brown gave the staff report.

MOTION: Mayor Parvin moved and Councilmember Castro seconded a motion
to adopt Resolution No. 2022-4087, terminating proclamation of a local
emergency related to coronavirus (COVID-19) in the City of Moorpark. The
motion carried by roll call vote 3-0, Councilmembers Enegren and Pollock
absent.
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
MOTION: Councilmember Groff moved and Councilmember Castro seconded a motion
to approve the Consent Calendar. The motion carried by roll call vote 3-0,
Councilmembers Enegren and Pollock absent.
A. Consider Warrant Register for Fiscal Year 2021/22 – May 4, 2022. Staff
Recommendation: Approve the warrant register.
B. Consider Minutes of Regular City Council/Successor Agency Meeting of
February 16, 2022. Staff Recommendation: Approve the minutes

C. Consider Resolution Approving the Preliminary Assessment Engineer’s
Report for the Landscaping and Lighting Maintenance Assessment
Districts for the Fiscal Year 2022/23 and Providing Notice of Public
Hearing on June 1, 2022. Staff Recommendation: 1) Set the Public
Hearing date for June 1, 2022; and 2) Adopt Resolution No. 2022-4088.

D. Consider Resolution Approving the Preliminary A ssessment Engineer’s
Report for the Parks and Recreation Maintenance and Improvement
Assessment District for the Fiscal Year 2022/23 and Providing Notice of
Public Hearing on June 1, 2022. Staff Recommendation: 1) Set the Public
Hearing date for June 1, 2022; and 2) Adopt Resolution No. 2022-4089.

E. Consider Approval of a Memorandum of Understanding between the
Cities of Moorpark, Simi Valley, and Thousand Oaks Governing the Joint
Administration of Community Development Block Grant Funds for
Emergency Management and Authorizing the City Manager to Administer
the City of Moorpark’s Portion of the Grant Program and Sign Other
Documents as Required. Staff Recommendation: 1) Accept joint receipt of
State Community Development Block Grant Mitigation funding up to
$98,976 total, with the cities of Moorpark and Simi Valley for evacuation
planning and public outreach; and 2) Approve a Memorandum of
Understanding between the cities of Moorpark, Simi Valley, and Thousand
Oaks governing the joint administration of the grant authorizing the City
Manager to administer the City of Moorpark’s portion of the grant program
and sign related documents as may be required. (ROLL CALL VOTE
REQUIRED)
F. Consider Resolution Amending the Authorization of Investment of City
Monies in the Local Agency Investment Fund and Rescinding Resolution
No. 2022-4063. Staff Recommendation: Adopt Resolution No. 2022-4090,
amending the Authorization of Investment of City Monies in the Local
Agency Investment Fund and rescinding Resolution No. 2022-4063. (ROLL
CALL VOTE REQUIRED)
G. Consider Resolution Declaring 1063-1123 Walnut Canyon Road (APNs
511-0-030-300, -290, -280, -270, -260, -250) and 1293-1331 Walnut
Canyon Road (APNs 511-0-040-140, -130, -120) Surplus Property. Staff
Recommendation: Adopt Resolution No. 2022-4091, declaring 1063-1123
Walnut Canyon Road and 1293-1331 Walnut Canyon Road as surplus
property. (ROLL CALL VOTE REQUIRED)
