OF THE CITY OF MOORPARK
Moorpark, California May 25, 2022
A Special Meeting of the City Council of the City of Moorpark and the Successor Agency
was held on May 25, 2022, in the Council Chambers of said City located at 799 Moorpark
Avenue, Moorpark, California. All items listed are heard and acted upon by the City
Council unless otherwise noted.
CALL TO ORDER:
Mayor Parvin called the meeting to order at 6:02 p.m.
2. PLEDGE OF ALLEGIANCE:
Community Development Deputy Director Doug Spondello led the Pledge of
Allegiance.
3. ROLL CALL:
Present: Councilmembers Castro, Enegren, Groff, Pollock, and Mayor
Parvin.
Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant City
Manager; Vivien Avella, City Treasurer/Finance Director;
Daniel Kim, City Engineer/Public Works Director (Via Zoom);
Jeremy Laurentowski, Parks and Recreation Director;
Carlene Saxton, Community Development Director; Brian
Chong, Assistant to the City Manager, Mack Douglass,
Program Manager; Shaun Kroes; Public Works Manager;
Jessica Sandifer, Community Services Manager; Stephanie
Anderson, Recreation Services Manager; Doug Spondello,
Deputy Community Development Director; Chris Thompson,
Senior Information Systems Administrator; Sergeant Bryan
Sliva, Ventura County Sheriff's Office; Captain Victor Fazio,
Ventura County Sheriffs Office; and Blanca Garza, Deputy
City Clerk II.

6. PRESENTATION/ACTION/DISCUSSION-
A. Receive and Discuss the City Manager's Proposed Operating and Capital
Improvements Budget for Fiscal Year 2022/2023. Staff Recommendation:
Discuss proposed budget for Fiscal Year 2022/2023.
Mr. Brown summarized his budget recommendations and responded to
Council questions. Ms. Avella gave the presentation and responded to
Council questions. Staff provided further clarifications and also responded to
Council questions.
Discussion took place regarding the American Rescue Plan Act (ARPA) funds
and allocations; sales tax projections and increase considerations;
alternatives to reduce park maintenance General Fund subsidies such as
considering increasing assessment rates which would need to be agendized
for further discussion; planned park maintenance funding mechanisms to
ensure future developments are self-sustaining and planned water use
reduction expenditures for mandated and unmandated water uses; Home
Acres Buffer accounts; police services data storage; and various items
included in the Capital Improvement Program budget including the all-
inclusive playground and High Street area projects.
There were no speakers.
CONSENSUS: It was the unanimous consensus of the Council to accept the City
Manager's Budget Proposed Operating and Capital Improvements Budget for
Fiscal Year 2022/2023, and to schedule the Fiscal Year 2022/2023 Budget for
adoption at the June 15, 2022, regular meeting.
7. ADJOURNMENT:
Mayor Parvin adjourned the meeting at 7:35 p.m.
