Arroyo Simi Trail Master Plan and Resolution Amending the Fiscal
Year 2022/23 Budget to Fully Fund the Master Plan Work
BACKGROUND
In June 2003, the City Council approved the Arroyo Simi Trail Feasibility Study. The
feasibility study identified the most feasible near and long-term routes for a multi-use
pedestrian and bicycle trail along the Arroyo Simi corridor. The multi-use trail is intended
to promote alternative forms of transportation through the City of Moorpark and provide
new recreational opportunities. The next step in making the Arroyo Simi Trail project
come to fruition is the creation of a master plan document. The creation of a master plan
document will allow the City to seek project approvals for the trail as well as apply for
various grant opportunities to fund the project.
DISCUSSION
In April 2022, the City released a Request for Qualification/Proposal document for
consultants to assist with the preparation of the Arroyo Simi Trail Master Plan (Master
Plan). Four proposals were submitted by the due date of May 9, 2022. The submitting
firms were:
• ALTA Planning + Design*
• Gruen Associates
• KTUA*
• Mark Thomas*
The three firms marked with an asterisk above were deemed qualified based on their
proposal submittals and were invited to interviews with staff. Based on the interview, staff
selected ALTA Planning + Design (ALTA). Although all three firms were technically

qualified to do the work, staff felt that ALTA was the best fit for the project. ALTA had an
excellent understanding of the project and what the City was hoping to achieve, and also
had working relationships with many of the regulatory agencies and stakeholders in
Ventura County that will need to be included in project planning including Ventura County
Transportation Commission, Ventura County Watershed Protection District, Southern
California Regional Rail Authority, Southern Pacific Railroad, and CalTrans.
Once ALTA was selected staff reviewed the cost proposal. The initial cost proposal for
ALTA was significantly higher than the budgeted amount for the project. Staff discussed
the cost proposal with ALTA to get an understanding of where and why they had budgeted
their time. In discussing with ALTA the following items were modified to bring costs more
in line with the budget:
• CEQA Coordination: The amount of CEQA coordination ALTA had included within
the document was a lot more than originally anticipated. After talking it through
with ALTA, staff requested that they include the CEQA coordination as an add-
alternate. CEQA does not have to be considered in the earlier phases of the
Master Plan, and until it is known what the recommended alignments will be and
what level of CEQA review is needed.
• Community Outreach / Technical Advisory Committee (TAC): ALTA had also put
significant hours into community outreach and stakeholder meetings, envisioning
a separate TAC in addition to targeted stakeholder outreach and regular on-going
meetings with regulatory agencies. While the trail is expected to be a popular
future amenity, staff did not think it rose to the level of requiring a TAC. ALTA was
able to reduce hours by keeping this input to stakeholder meetings and periodic
coordination with the regulatory agencies as the project moves forward. Given
recent participation successes with online surveys and workshops versus in-
person, staff also requested a reduction of in-person community outreach events.
As envisioned, the current community outreach plan includes one or two pop-up
events at popular City events identified by staff, and virtual surveys and
workshops.
With these modifications to the proposal, ALTA’s cost to prepare the Master Plan came
in at $199,390. The CEQA add-alternative would be an additional $57,929, making the
total cost with the alternatives $257,319. For the reasons noted above, staff is going to
defer the CEQA add-alternative until later in the project when it is more fully understood
what alignments will be studied for CEQA purposes. The cost for the Master Plan,
including a 10% contingency, would be $219,329. Although the cost exceeds the
budgeted amount for the project, moving forward with ALTA is recommended because
they are well qualified to provide the service. The City’s Professional Service procurement
resolution also recognizes that it may be in the best interest of the City to select a
consultant that is not the lowest priced based on factors such as unique skills, staffing,
familiarity with the City etc. that make the consultant the best choice for the project. Staff

believes ALTA will produce a well thought out Master Plan that will provide the best path
forward for this important multi-use trail project.
The Fiscal Year 2022/23 Budget has $120,000 budgeted for the Master Plan from the
Endowment Fund (2018). Staff is recommending allocating $99,329 from the Traffic
System Management (TSM) Fund (2001) to fully fund the Master Plan. The TSM Fund
is appropriate since, once it is constructed, the Arroyo Simi Trail would become a major
alternative transportation corridor, allowing residents to walk or bike from the east side of
town to the west while providing access to schools, shopping centers and business parks
along the way. The TSM funding is intended to be used on projects or programs that
reduce emissions. Trails such as the Arroyo Simi trail provide safe routes for alternative
transportation modes, which in turn removes cars from roadways.
FISCAL IMPACT
As noted, there are not sufficient funds in the Fiscal Year 2022/23 budget to fully fund the
Master Plan work. Staff is requesting a budget amendment from the Traffic System
Management Fund (2001) in the amount of $99,329 to fully fund the Master Plan work.
The estimated fund balance in the TSM Fund at June 30, 2023 is $1,776,427, there are
sufficient funds to appropriate to fully fund the Master Plan.
COUNCIL GOAL COMPLIANCE
This action is consistent with City Council Goal 4, Objective 5 (4.5): “Develop an RFP and
hire consultant to develop an Arroyo Simi Trail Master Plan and phasing plan, from the
west City limits to east City limits at Arroyo Drive.”

PROFESSIONAL SERVICES AGREEMENT BETWEEN
THE CITY OF MOORPARK AND ALTA PLANNING + DESIGN, INC. FOR
ARROYO SIMI TRAIL MASTER PLAN
THIS AGREEMENT, made and effective as of this _____ day of
________________________, 2022, between the City of Moorpark, a municipal corporation
(“City”) and ALTA Planning + Design, Inc., a corporation (“Consultant”). In consideration
of the mutual covenants and conditions set forth herein, the parties agree as follows:
WHEREAS, City has the need for Arroyo Simi Trail Master Plan services; and
WHEREAS, Consultant specializes in providing such services and has the proper
work experience, certifications, and background to carry out the duties involved; and
WHEREAS, Consultant has submitted to City a Proposal dated May 9, 2022, which
is attached hereto as Exhibit C.
NOW, THEREFORE, in consideration of the mutual covenants, benefits, and
premises herein stated, the parties hereto agree as follows:
1. TERM
The term of this Agreement shall be from the date of execution to completion of
the work, unless this Agreement is terminated or suspended pursuant to this Agreement.
2. SCOPE OF SERVICES
City does hereby retain Consultant, as an independent contractor, in a contractual
capacity to provide Arroyo Simi Trail Master Plan services, as set forth in Exhibit C. In the
event there is a conflict between the provisions of Exhibit C and this Agreement, the
language contained in this Agreement shall take precedence.
Consultant shall perform the tasks described and set forth in Exhibit C. Consultant
shall complete the tasks according to the schedule of performance which is also set forth
in Exhibit C and as expeditiously as is consistent with such professional skill and care
and the orderly progress of the project.
Compensation for the services to be performed by Consultant shall be in
accordance with Exhibit D. Compensation shall not exceed the rates or total contract
value one hundred ninety-nine thousand three hundred ninety dollars ($199,390) as
stated in Exhibit D, plus a contingency of nineteen thousand nine hundred thirty-nine
dollars ($19,939), for a total contract value of two hundred nineteen thousand three
hundred twenty-nine dollars ($219,329) without a written Amendment to the Agreement
executed by both parties. Payment by City to Consultant shall be in accordance with the
provisions of this Agreement.

3. PERFORMANCE
Consultant shall at all times faithfully, competently and to the best of their ability,
experience, standard of care, and talent, perform all tasks described herein. Consultant
warrants all practices and procedures, workmanship and materials shall be consistent
with the professional skill and care ordinarily provided by professionals in the same
discipline practicing in the same or similar locality under the same or similar
circumstances during the same period of time (Standard of Care) in meeting its
obligations under this Agreement.
4. MANAGEMENT
The individual directly responsible for Consultant’s overall performance of the
Agreement provisions herein above set forth and to serve as principal liaison between
City and Consultant shall be Emily Duchon and James Powell, and no other individual(s)
may be substituted without the prior written approval of the City Manager.
The City’s contact person in charge of administration of this Agreement, and to
serve as principal liaison between Consultant and City, shall be the City Manager or the
City Manager’s designee.
5. PAYMENT
Taxpayer ID or Social Security numbers must be provided by Consultant on an
IRS W-9 form before payments may be made by City to Consultant.
The City agrees to pay Consultant monthly, in accordance with the payment rates
and terms and the schedule of payment as set forth in Exhibit C, based upon actual time
spent on the above tasks. This amount shall not exceed two hundred nineteen thousand
three hundred twenty-nine dollars ($219,329), which includes a contingency of nineteen
thousand nine hundred thirty-nine dollars ($19,939), for the total term of the Agreement
unless additional payment is approved as provided in this Agreement.
Consultant shall not be compensated for any services rendered in connection with
its performance of this Agreement, which are in addition to those set forth herein, unless
such additional services and compensation are authorized, in advance, in a written
amendment to this Agreement executed by both parties.
Consultant shall submit invoices monthly for actual services performed. Invoices
shall be submitted on or about the first business day of each month, or as soon thereafter
as practical, for services provided in the previous month. Payment shall be made within
thirty (30) days of receipt of each invoice as to all non-disputed fees. Any expense or
reimbursable cost appearing on any invoice shall be accompanied by a receipt or other
documentation subject to approval of the City Manager or the City Manager’s designee.
If the City disputes any of Consultant’s fees or expenses, City shall give written notice to
Consultant within thirty (30) days of receipt of any disputed fees set forth on the invoice.

6. TERMINATION OR SUSPENSION WITHOUT CAUSE
The City may at any time, for any reason, with or without cause, suspend, or
terminate this Agreement, or any portion hereof, by serving upon the Consultant at least
ten (10) days prior written notice. Upon receipt of said notice, the Consultant shall
immediately cease all work under this Agreement, unless the notice provides otherwise.
If the City suspends or terminates a portion of this Agreement, such suspension or
termination shall not make void or invalidate the remainder of this Agreement.
The Consultant may terminate this Agreement only by providing City with written
notice no less than thirty (30) days in advance of such termination.
In the event this Agreement is terminated or suspended pursuant to this Section,
the City shall pay to Consultant the actual value of the work performed up to the time of
termination or suspension, provided that the work performed is of value to the City. Upon
termination or suspension of the Agreement pursuant to this Section, the Consultant will
submit an invoice to the City pursuant to this Agreement.
7. DEFAULT OF CONSULTANT
The Consultant’s failure to comply with the provisions of this Agreement shall
constitute a default. In the event that Consultant is in default for cause under the terms of
this Agreement, City shall have no obligation or duty to continue compensating Consultant
for any work performed after the date of default and can terminate or suspend this
Agreement immediately by written notice to the Consultant. If such failure by the
Consultant to make progress in the performance of work hereunder arises out of causes
beyond the Consultant’s control, and without fault or negligence of the Consultant, it shall
not be considered a default.
If the City Manager or his/her designee determines that the Consultant is in default
in the performance of any of the terms or conditions of this Agreement, he/she shall cause
to be served upon the Consultant a written notice of the default. The Consultant shall
have thirty (30) days after service upon it of said notice in which to cure the default by
rendering a satisfactory performance. In the event that the Consultant fails to cure its
default within such period of time, the City shall have the right, notwithstanding any other
provision of this Agreement, to terminate this Agreement without further notice and
without prejudice to any other remedy to which it may be entitled at law, in equity or under
this Agreement.
8. LIQUIDATED DAMAGES
There are no liquidated damages under this Agreement.

9. OWNERSHIP OF DOCUMENTS
Consultant shall maintain complete and accurate records with respect to sales,
costs, expenses, receipts, and other such information required by City that relate to the
performance of services under this Agreement. Consultant shall maintain adequate
records of services provided in sufficient detail to permit an evaluation of services. All
such records shall be maintained in accordance with generally accepted accounting
principles and shall be clearly identified and readily accessible. Consultant shall provide
free access to the representatives of City or the City’s designees at reasonable times to
such books and records; shall give the City the right to examine and audit said books and
records; shall permit City to make transcripts therefrom as necessary; and shall allow
inspection of all work, data, documents, proceedings, and activities related to this
Agreement. Notification of audit shall be provided at least thirty (30) days before any such
audit is conducted. Such records, together with supporting documents, shall be
maintained for a period of three (3) years after receipt of final payment.
Upon completion of, or in the event of termination or suspension without cause of
this Agreement, all original documents, designs, drawings, maps, models, computer files,
surveys, notes, and other documents prepared in the course of providing the services to
be performed pursuant to this Agreement shall become the sole property of the City upon
full payment to Consultant for all uncontested invoices and may be used, reused, or
otherwise disposed of by the City without the permission of the Consultant. With respect
to computer files, Consultant shall make available to the City, at the Consultant’s office
and upon reasonable written request by the City, the necessary computer software and
hardware for purposes of accessing, compiling, transferring, and printing computer files.
10. INDEMNIFICATION AND HOLD HARMLESS
Indemnity for professional liability: When the law establishes a professional
standard of care for Consultant’s Services, to the fullest extent permitted by law,
Consultant shall indemnify, protect, defend and hold harmless City and any and all of its
officials, employees, and agents (“Indemnified Parties”) from and against any and all
losses, liabilities, damages, costs and expenses, including reasonable legal counsels’
fees and costs to the extent same are caused in whole or in part by any negligent or
wrongful act, error or omission of Consultant, its officers, agents, employees or
subconsultants (or any agency or individual that Consultant shall bear the legal liability
thereof) in the performance of professional services under this Agreement.
Indemnity for other than professional liability: Other than in the performance of
professional services and to the full extent permitted by law, Consultant shall indemnify
City, and any and all of its officials, employees, and agents from and against any liability
(including liability for claims, suits, actions, arbitration proceedings, administrative
proceedings, regulatory proceedings, losses, expenses or costs, including reasonable
legal counsels’ fees and costs, court costs, interest, defense costs, and expert witness
fees), in whole or in part, to the extent they are caused by the negligent performance of
this Agreement by Consultant or by any individual or agency for which Consultant is

legally liable, including but not limited to officers, agents, employees or subcontractors of
Consultant.
Consultant agrees to obtain executed indemnity agreements with provisions
identical to those set forth here in this Section from each and every subcontractor, or any
other person or entity involved by, for, with, or on behalf of Consultant in the performance
of this Agreement. In the event Consultant fails to obtain such indemnity obligations from
others as required here, Consultant agrees to be fully responsible according to the terms
of this Section. Failure of City to monitor compliance with these requirements imposes no
additional obligations on City and will in no way act as a waiver of any rights hereunder.
This obligation to indemnify and defend City as set forth here is binding on the successors,
assigns, or heirs of Consultant and shall survive the termination of this Agreement or this
Section.
City does not and shall not waive any rights that it may have against Consultant by
reason of this Section, because of the acceptance by City, or the deposit with City, of any
insurance policy or certificate required pursuant to this Agreement. The hold harmless
and indemnification provisions shall apply regardless of whether or not said insurance
policies are determined to be applicable to any losses, liabilities, damages, costs, and
expenses described in this Section.
11. INSURANCE
Consultant shall maintain prior to the beginning of and for the duration of this
Agreement insurance coverage as specified in Exhibit A attached hereto and incorporated
herein by this reference as though set forth in full.
12. INDEPENDENT CONSULTANT
Consultant is and shall at all times remain as to the City a wholly independent
Contractor. The personnel performing the services under this Agreement on behalf of
Consultant shall at all times be under Consultant’s exclusive direction and control. Neither
City nor any of its officers, employees, or agents shall have control over the conduct of
Consultant or any of Consultant’s officers, employees, or agents, except as set forth in
this Agreement. Consultant shall not at any time or in any manner represent that it or any
of its officers, employees, or agents are in any manner officers or employees, or agents
of the City except as set forth in this Agreement. Consultant shall not incur or have the
power to incur any debt, obligation, or liability against City, or bind City in any manner.
No employee benefits shall be available to Consultant in connection with the
performance of this Agreement. Except for the fees paid to Consultant as provided in the
Agreement, City shall not pay salaries, wages, or other compensation to Consultant for
performing services hereunder for City. City shall not be liable for compensation or
indemnification to Consultant for injury or sickness arising out of performing services
hereunder.

13. LEGAL RESPONSIBILITIES
The Consultant shall keep itself informed of local, state, and federal laws and
regulations which in any manner affect those employed by it or in any way affect the
performance of its service pursuant to this Agreement. The Consultant shall at all times
observe and use the Standard of Care to comply with all such laws and regulations,
including but not limited to the Americans with Disabilities Act and Occupational Safety
and Health Administration laws and regulations. The Consultant shall comply with and
sign Exhibit B, the Scope of Work Requirement for Professional Services Agreements
Compliance with California Government Code Section 7550, when applicable. The City,
and its officers and employees, shall not be liable at law or in equity occasioned by failure
of the Consultant to comply with this Section.
Should the Scope of Services include work that is considered a public work to
which prevailing wages apply, the public work project is subject to compliance monitoring
and enforcement by the California Department of Industrial Relations (DIR). Consultant
agrees to comply with and be bound by all applicable terms, rules and regulations
described in (a) Division 2, Part 7, Chapter 1 (commencing with Section 1720) of the
California Labor Code, including without limitation Labor Code Section 1771 and (b) the
rules and regulations established by the DIR implementing such statutes, as though set
forth in full herein, including any applicable amendments made thereto during the term of
this Agreement. For every subcontractor who will perform work on this project, Consultant
shall be responsible for subcontractor’s compliance with (a) and (b), and Consultant shall
take all necessary actions to ensure subcontractor’s compliance. Labor Code Section
1725.5 requires all contractors and subcontractors to annually register with the DIR before
bidding or performing on any public work contract.
14. ANTI DISCRIMINATION
Neither the Consultant, nor any subconsultant under the Consultant, shall
discriminate in employment of persons upon the work because of race, religious creed,
color, national origin, ancestry, physical disability, mental disability, medical condition,
genetic information, marital status, sex, gender, gender identity, gender expression, age,
sexual orientation, or military and veteran status; or any other basis protected by
applicable federal, state, or local law, except as provided in Section 12940 of the
Government Code. Consultant shall have responsibility for compliance with this Section.
15. UNDUE INFLUENCE
Consultant declares and warrants that no undue influence or pressure is used
against or in concert with any officer or employee of the City in connection with the award,
terms, or implementation of this Agreement, including any method of coercion,
confidential financial arrangement, or financial inducement. No officer or employee of the
City will receive compensation, directly or indirectly from Consultant, or any officer,
employee, or agent of Consultant, in connection with the award of this Agreement or any
work to be conducted as a result of this Agreement. Violation of this Section shall be a

material breach of this Agreement entitling the City to any and all remedies at law or in
equity.
16. NO BENEFIT TO ARISE TO LOCAL EMPLOYEES
No member, officer, or employee of the City, or their designees or agents, and no
public official who exercises authority over or responsibilities with respect to the Services
during his/her tenure or for one year thereafter, shall have any interest, direct or indirect,
in any agreement or sub-agreement, or the proceeds thereof, for work to be performed in
connection with the Services performed under this Agreement.
17. CONFLICT OF INTEREST
Consultant covenants that neither they nor any officer or principal of their firm have
any interests, nor shall they acquire any interest, directly or indirectly, which will conflict
in any manner or degree with the performance of their services hereunder. Consultant
further covenants that in the performance of this Agreement, they shall employ no person
having such interest as an officer, employee, agent, or subconsultant. Consultant further
covenants that Consultant has not contracted with nor is performing any services directly
or indirectly, with the developer(s) and/or property owner(s) and/or firm(s) and/or
partnership(s) and/or public agency(ies) owning property and/or processing an
entitlement application for property in the City or its Area of Interest, now or within the
past one (1) year, and further covenants and agrees that Consultant and/or its
subconsultants shall provide no service or enter into any contract with any developer(s)
and/or property owner(s) and/or firm(s) and/or partnership(s) and/or public agency(ies)
owning property and/or processing an entitlement application for property in the City or
its Area of Interest, while under contract with the City and for a one (1) year time period
following termination of this Agreement.
18. NOTICE
Any notice to be given pursuant to this Agreement shall be in writing, and all such
notices and any other document to be delivered shall be delivered by personal service or
by deposit in the United States mail, certified or registered, return receipt requested, with
postage prepaid, and addressed to the party for whom intended as follows:

Either party may, from time to time, by written notice to the other, designate a
different address or contact person, which shall be substituted for the one above
specified. Notices, payments and other documents shall be deemed delivered upon
receipt by personal service or as of the third (3rd) day after deposit in the United States
mail.
19. CHANGE IN NAME
Should a change be contemplated in the name or nature of the Consultant's legal
entity, the Consultant shall first notify the City in order that proper steps may be taken to
have the change reflected in the Agreement documents.
20. ASSIGNMENT
Consultant shall not assign this Agreement or any of the rights, duties, or
obligations hereunder. It is understood and acknowledged by the parties that Consultant
is uniquely qualified to perform the services provided for in this Agreement.
21. LICENSES
At all times during the term of this Agreement, Consultant shall have in full force
and effect, all licenses required of it by law for the performance of the services in this
Agreement.
22. VENUE AND GOVERNING LAW
This Agreement is made, entered into, and executed in Ventura County, California,
and any action filed in any court or for arbitration for the interpretation, enforcement or
other action of the terms, conditions, or covenants referred to herein shall be filed in the
applicable court in Ventura County, California. The City and Consultant understand and
agree that the laws of the state of California shall govern the rights, obligations, duties,
and liabilities of the parties to this Agreement and also govern the interpretation of this
Agreement.
23. COST RECOVERY
In the event any action, suit or proceeding is brought for the enforcement of, or the
declaration of any right or obligation pursuant to this Agreement or as a result of any
alleged breach of any provision of this Agreement, the prevailing party shall be entitled to
recover its costs and expenses, including reasonable attorneys’ fees, from the losing
party, and any judgment or decree rendered in such a proceeding shall include an award
thereof.

24. ENTIRE AGREEMENT
This Agreement and the Exhibits attached hereto contain the entire understanding
between the parties relating to the obligations of the parties described in this Agreement.
All prior or contemporaneous agreements, understandings, representations, and
statements, oral or written, are merged into this Agreement and shall be of no further
force or effect. Each party is entering into this Agreement based solely upon the
representations set forth herein and upon each party’s own independent investigation of
any and all facts such party deems material.
25. CAPTIONS OR HEADINGS
The captions and headings of the various Articles, Paragraphs, and Exhibits of this
Agreement are for convenience and identification only and shall not be deemed to limit
or define the content of the respective Articles, Paragraphs, and Exhibits hereof.
26. AMENDMENTS
Any amendment, modification, or variation from the terms of this Agreement shall
be in writing and shall be effective only upon approval by both parties to this Agreement.
27. PRECEDENCE
In the event of conflict, the requirements of the City’s Request for Proposal, if any,
and this Agreement shall take precedence over those contained in the Consultant’s
Proposal.
28. INTERPRETATION OF AGREEMENT
Should interpretation of this Agreement, or any portion thereof, be necessary, it is
deemed that this Agreement was prepared by the parties jointly and equally, and shall
not be interpreted against either party on the ground that the party prepared the
Agreement or caused it to be prepared.
29. WAIVER
No waiver of any provision of this Agreement shall be deemed, or shall constitute,
a waiver of any other provision, whether or not similar, nor shall any such waiver constitute
a continuing or subsequent waiver of the same provision. No waiver shall be binding
unless executed in writing by the party making the waiver.
30. AUTHORITY TO EXECUTE
The person or persons executing this Agreement on behalf of the Consultant
warrants and represents that he/she has the authority to execute this Agreement on

obligations hereunder.

Exhibit A
INSURANCE REQUIREMENTS
Prior to the beginning of and throughout the duration of Work, Consultant will maintain
insurance in conformance with the requirements set forth below. Consultant will use
existing coverage to comply with these requirements. If that existing coverage does not
meet requirements set forth here, Consultant agrees to amend, supplement, or endorse
the existing coverage to do so. Consultant acknowledges that the insurance coverage
and policy limits set forth in this section constitute the minimum amount of coverage
required. Any insurance proceeds available to the City in excess of the limits and
coverage required in this Agreement and which is applicable to a given loss, will be
available to the City.
Consultant shall provide the following types and amounts of insurance:
Commercial General Liability Insurance using Insurance Services Office (ISO)
“Commercial General Liability” policy form CG 00 01 or the exact equivalent. Defense
costs must be paid in addition to limits. There shall be no cross liability exclusion for claims
or suits by one insured against another. Limits are subject to review but in no event less
than $1,000,000 per occurrence for all covered losses and no less than $2,000,000
general aggregate.
Business Auto Coverage on ISO Business Auto Coverage form CA 00 01 including
symbol 1 (Any Auto) or the exact equivalent. Limits are subject to review, but in no event
to be less than $1,000,000 per accident. If Consultant owns no vehicles, this requirement
may be satisfied by a non-owned auto endorsement to the general liability policy
described above. If Consultant or Consultant’s employees will use personal autos in any
way on this project, Consultant shall provide evidence of personal auto liability for each
such person.
Workers’ Compensation on a state-approved policy form providing statutory benefits as
required by law with employer’s liability limits no less than $1,000,000 per accident or
disease.
Professional Liability or Errors and Omissions Insurance as appropriate shall be written
on a policy form coverage specifically designed to protect against negligent acts, errors
or omissions of the Consultant and “Covered Professional Services” as designated in the
policy must specifically include work performed under this Agreement. The policy limit
shall be no less than $1,000,000 per claim and in the aggregate. The policy must “pay on
behalf of” the insured and must include a provision establishing the insurer’s duty to
defend. The policy retroactive date shall be on or before the effective date of this
Agreement.

Excess or Umbrella Liability Insurance (Over Primary) if used to meet limit requirements,
shall provide coverage at least as broad as specified for the underlying coverages.
Coverage shall be provided on a “pay on behalf” basis, with defense costs payable in
addition to policy limits. Policy shall contain a provision obligating insurer at the time
insured’s liability is determined, not requiring actual payment by the insured first. There
shall be no cross liability exclusion precluding coverage for claims or suits by one insured
against another. Coverage shall be applicable to the City for injury to employees of
Consultant, subconsultants, or others involved in the Work. The scope of coverage
provided is subject to approval by the City following receipt of proof of insurance as
required herein. Limits are subject to review but in no event less than $2,000,000
aggregate.
Insurance procured pursuant to these requirements shall be written by insurers that are
admitted carriers in the State of California and with an A.M. Bests rating of A- or better
and a minimum financial size of VII.
General conditions pertaining to provision of insurance coverage by Consultant.
Consultant and the City agree to the following with respect to insurance provided by
Consultant:
1. Consultant agrees to have its insurer endorse the third party general liability
coverage required herein to include as additional insureds the City, its officials,
employees, and agents, using standard ISO endorsement CG 2010 and CG 2037
or their equivalent with edition acceptable to the City. Consultant also agrees to
require all contractors and subcontractors to do likewise.
2. No liability insurance coverage provided to comply with this Agreement shall
prohibit Consultant, or Consultant’s employees, or agents, from waiving the right
to subrogation prior to a loss. Consultant agrees to waive subrogation rights
against the City regardless of the applicability of any insurance proceeds, and to
require all contractors and subcontractors to do likewise.
3. All insurance coverage and limits provided by Contractor and available or
applicable to this Agreement are intended to apply to the full extent of the policies.
Nothing contained in this Agreement or any other agreement relating to the City or
its operation limits the application of such insurance coverage.
4. None of the coverages required herein will be in compliance with these
requirements if they include limiting endorsement of any kind that has not been
first submitted to the City and approved in writing.
5. No liability policy shall contain any provision or definition that would serve to
eliminate so-called “third party action over” claims, including any exclusion for
bodily injury to an employee of the insured or of any contractor or subcontractor.

6. All coverage types and limits required are subject to approval, modification, and
additional requirements by the City, as the need arises. Consultant shall not make
any reductions in scope of coverage (e.g. elimination of contractual liability or
reduction of discovery period) that may affect the City’s protection without the
City’s prior written consent.
7. Proof of compliance with these insurance requirements, consisting of certificates
of insurance evidencing all of the coverages required and an additional insured
endorsement to Consultant’s general liability policy, shall be delivered to city at or
prior to the execution of this Agreement. In the event such proof of any insurance
is not delivered as required, or in the event such insurance is canceled or reduced
at any time and no replacement coverage is provided, the City has the right, but
not the duty, to obtain any insurance it deems necessary to protect its interests
under this or any other Agreement and to pay the premium. Any premium so paid
by the City shall be charged to and promptly paid by Consultant or deducted from
sums due Consultant, at the City’s option.
8. Certificate(s) are to reflect that the insurer will provide thirty (30) days notice to the
City of any cancellation or reduction of coverage. Consultant agrees to require its
insurer to modify such certificates to delete any exculpatory wording stating that
failure of the insurer to mail written notice of cancellation or reduction of coverage
imposes no obligation, or that any party will “endeavor” (as opposed to being
required) to comply with the requirements of the certificate.
9. It is acknowledged by the parties of this Agreement that all insurance coverage
required to be provided by Consultant or any subcontractor, is intended to apply
first and on a primary, non-contributing basis in relation to any other insurance or
self-insurance available to the City.
10. Consultant agrees to ensure that subcontractors, and any other party involved with
the Work who is brought onto or involved in the Work by Consultant, provide the
same minimum insurance required of Consultant. Consultant agrees to monitor
and review all such coverage and assumes all responsibility for ensuring that such
coverage is provided in conformity with the requirements of this section. Consultant
agrees that upon request, all agreements with subcontractors and others engaged
in the Work will be submitted to the City for review.
11. Consultant agrees not to self-insure or to use any self-insured retentions or
deductibles on any portion of the insurance required herein and further agrees that
it will not allow any contractor, subcontractor, Architect, Engineer, or other entity
or person in any way involved in the performance of Work contemplated by this
Agreement to self-insure its obligations to the City. If Consultant’s existing
coverage includes a deductible or self-insured retention, the deductible or self-
insured retention must be declared to the City. At that time, the City shall review
options with the Consultant, which may include reduction or elimination of the

deductible or self-insured retention, substitution of other coverage, or other
solutions.
12. The City reserves the right at any time during the term of the Agreement to change
the amounts and types of insurance required by giving the Consultant ninety (90)
days advance written notice of such change. If such change results in substantial
additional cost to the Consultant, the City will negotiate additional compensation
proportional to the increased benefit to the City.
13. For purposes of applying insurance coverage only, this Agreement will be deemed
to have been executed immediately upon any party hereto taking any steps that
can be deemed to be in furtherance of or towards performance of this Agreement.
14. Consultant acknowledges and agrees that any actual or alleged failure on the part
of the City to inform Consultant of non-compliance with an insurance requirement
in no way imposes any additional obligations to the City nor does it waive any rights
hereunder in this or any other regard.
15. Consultant will renew the required coverage annually as long as the City, or its
employees or agents face an exposure from operations of any type pursuant to
this Agreement. This obligation applies whether or not the Agreement is canceled
or terminated for any reason. Termination of this obligation is not effective until the
City executes a written statement to that effect.
16. Consultant shall provide proof that policies of insurance required herein expiring
during the term of this Agreement have been renewed or replaced with other
policies providing at least the same coverage. Proof that such coverage has been
ordered shall be submitted prior to expiration. A coverage binder or letter from
Consultant’s insurance agent to this effect is acceptable. A certificate of insurance
and/or additional insured endorsement as required in these specifications
applicable to the renewing or new coverage must be provided to the City within
five days of the expiration of coverage.
17. The provisions of any Workers’ Compensation or similar act will not limit the
obligations of Consultant under this Agreement. Consultant expressly agrees not
to use any statutory immunity defenses under such laws with respect to the City,
its employees, officials and agents.
18. Requirements of specific coverage features or limits contained in this section are
not intended as limitations on coverage, limits, or other requirements nor as a
waiver of any coverage normally provided by any given policy. Specific reference
to a given coverage feature is for purposes of clarification only as it pertains to a
given issue, and is not intended by any party or insured to be limiting or all-
inclusive.

19. These insurance requirements are intended to be separate and distinct from any
other provision in this Agreement and are intended by the parties here to be
interpreted as such.
20. The requirements in this section supersede all other sections and provisions of this
Agreement to the extent that any other section or provision conflicts or impairs the
provisions of this section.
21. Consultant agrees to be responsible for ensuring that no contract used by any
party involved in any way with the Work reserves the right to charge the City or
Consultant for the cost of additional insurance coverage required by this
Agreement. Any such provisions are to be deleted with reference to the City. It is
not the intent of the City to reimburse any third party for the cost of complying with
these requirements. There shall be no recourse against the City for payment of
premiums or other amounts with respect thereto.
22. Consultant agrees to provide immediate notice to City of any claim or loss against
Consultant arising out of the work performed under this Agreement. The City
assumes no obligation or liability by such notice, but has the right (but not the duty)
to monitor the handling of any such claim or claims if they are likely to involve the
City.

Scope of Work Requirement for Professional Services Agreements
Compliance with California Government Code Section 7550
Consultant shall sign and include this page in any document or written reports prepared by
Consultant for the City of Moorpark (City) to which California Government Code Section 7550
(Government Code § 7550) applies. Government Code §7550 reads:
“(a) Any document or written report prepared for or under the direction of a state
or local agency, that is prepared in whole or in part by nonemployees of the
agency, shall contain the numbers and dollar amounts of all contracts and
subcontracts relating to the preparation of the document or written report; if the
total cost for the work performed by nonemployees of the agency exceeds five
thousand dollars ($5,000). The contract and subcontract numbers and dollar
amounts shall be contained in a separate section of the document or written report.
(b) When multiple documents or written reports are the subject or product of the

Alta Planning + Design, Inc. (Alta) is excited for the opportunity to provide the City of Moorpark (City) with a master
plan to lead toward the implementation of the Arroyo Simi Trail. The Alta team is uniquely positioned to lead this
work for the following reasons:
Renowned trail expertise. We have a proven track record of delivering signature trails, like the Empire State Trail,
Atlanta Beltline, portions of the California Coastal Trail, and several throughout Southern California, that balance
innovation with practicality. From our experience, we know how to create a master plan that not only works on paper,
but is fundable, feasible, and will get permitted and built. We also bring a strong understanding of the critical issues
at play from our local experience working on a range of projects around Ventura County and adjacent to Moorpark.
Beyond implementation, we understand that a corridor becomes a great trail through its connections, features, and
character. We have the local, regional, and national experience needed to make the Arroyo Simi Trail a reality,
more than a transportation facility but a vital destination unto itself.
Experience designing bike infrastructure adjacent to channels. Through our work on channel-adjacent projects
in Southern California such as CV Link, Mojave Riverwalk, and the Los Angeles River Path, we have become well
versed in the opportunities and challenges these corridors present. As you will read in our proposal, we bring this
experience to the fore as we address issues such as constructability, safety, access, and multi-agency coordination.
We understand the importance of community and stakeholder coordination and look forward to employing the tools
we have developed for reaching and engaging a diverse socio-economic audience.
Stakeholder engagement. We are experts at engaging complex stakeholder groups, such as Ventura County
(County) Transportation Commission, County Watershed Protection Agency, Caltrans, rail agencies, and Army
Corps of Engineers. We are currently working on Ventura County’s Active Transportation Plan and can leverage the
working groups from that project to help inform this master plan and bring considerations from the planning work
we’ve done just outside of the City.
Public outreach. Feedback and buy-in from adjacent property owners, future trail users, and the broader community
will be critical. Alta brings innovative digital and in-person engagement that elicits participation. Alta recognizes
that encouraging engagement requires outreach that excites people about the project and provides a meaningful
platform where they feel heard. Our team’s adaptable menu of engagement strategies gives us the flexibility to
reach the community in a variety of ways. Integrating lessons learned during the COVID-19 public health crisis, we
are as committed as ever to helping our clients meaningfully engage with the community virtually as well as through
socially distanced in-person events, as appropriate.

Alta’s mission is to create

Established in 1996, Alta is North America’s leading
multimodal transportation firm that specializes in the
planning, design, and implementation of bicycle,
pedestrian, park, and trail corridors and systems.
We were founded when cities and communities
were calling for safer streets for people walking and
bicycling and have since dedicated our practice to
creating active, healthy communities through multi-
disciplinary collaboration, community engagement,
and communicative project management. Alta is a
C-Corporation, incorporated in 2001 in the state of
California.
Variation in Size Over Last Five Years:
Alta has over 175 staff in offices nationwide. Our local
Los Angeles office design team is led by Alta Principals
Emily Duchon and James Powell, with 28 professional
and support staff. Through the COVID-19 pandemic,
Alta reduced staff hours in an effort to limit the need
to lay off staff, and we were successful in staying on
course towards our strategic objectives. Headcount has
increased by approximately 10 percent per year, and we

Works Industries, Inc.; and the City of Atlanta. The case
involved personal injury sustained during a vehicle-
bicycle collision on the Georgia Tech campus in Atlanta,
Georgia on a city-owned street. Alta’s scope of work
was limited to preparing conceptual design drawings
for the Georgia Tech Campus Master Bicycle Plan, and
Alta did not contract with or do any work directly for
the City. The parties dismissed Alta as a defendant with
prejudice.

To deliver this project, the Alta team includes Bengal
Engineering and Rincon Consultants, both of whom
we have worked extensively with on trail and similarly
scoped projects. They will serve as a key contributors to
environmental and construction and cost support. Alta

specializing in full-service civil engineering services
for transportation projects throughout California.
They provide structural design for bike/pedestrian
trails, flood control walls, bridges, and roads, while
also providing hydraulic studies, scour evaluations,
geotechnical engineering, levee stability and seepage
analysis, amd assistance with right-of-way acquisition,
utility relocation, and FEMA experience. Bengal is
headquartered in Santa Barbara.
Rincon Consultants (Rincon)
Rincon is a multi-disciplinary environmental
science, planning, and engineering
consulting firm. Their principal service
is to provide environmental support and
scientific research to create and sustain
innovative solutions to natural resource, sustainability,
and environmental impacts. Rincon prides itself on
the considerable depth of its staff, which includes
certified urban planners, environmental scientists and
engineers, accredited LEED professionals, noise and air
quality experts, geologists, biologists, and cultural and
historical resource specialists. Their approach to every
project is centered upon the design and development
of innovative solutions that respond to clients’
specific needs in a cost-effective manner. Rincon is
headquartered in Ventura, with another local office in
Santa Barbara.

Greenways and Trails
Alta is the nation’s leading firm specializing in the
planning and design of trail and pathway facilities and
systems, and has studied, planned, designed, and
implemented more than 10,000 miles of bikeways,
walkways, and trails. We provide services ranging
from master plans to construction documents, including
visioning, alternatives analysis, property acquisition
strategies, maintenance and management plans,
accurate cost estimation, and funding action plans.
We are experienced with addressing technical and
community issues and objectives associated with
pathways and regional trails, such as seeing that
applicable standards are met, the intended users are
well-served, conflicts and impacts are avoided, and
end-user and stakeholder feedback is incorporated
throughout the planning and design process.
Alta authored or helped prepare many of the
documents that provide standards or best practices
for bicycle, pedestrian, and trail facilities. We know the
necessary elements that contribute to a successful trail,
including the nuances of the physical improvements
(reduction of conflicts at complicated intersections,
transitions between on- and off-road sections and
sidewalk facilities, mitigation of impacts in sensitive
environmental and constrained areas), the aesthetic
qualities (landscaping, surfacing, amenities, art), site
security elements (rules signing, fencing, visibility,
lighting), and maintenance and management (pathway
maintenance and monitoring, police patrolling, and
community stewards).
Funding Assistance
We understand that a master plan will not move forward
without funding and a clear path to implementation.
Alta staff have assisted jurisdictions across the country
in winning over $700 million in grant and project
funding. Federally, we have secured $135 million in
RAISE/BUILD/TIGER grant funding. At the state level, we
have regular success procuring funding from Caltrans’
Active Transportation Program and have assisted
with applications and grant compliance for projects
funded by Sustainable Communities, Urban Greening,
Clean California, Proposition 1, and Proposition 68. Our

Public Engagement

Over the past two years of facilitating public planning
efforts during COVID-reltated gathering restrictions,
the Alta team has witnessed increased levels of turnout
and participation utilizing virtual methods, which
often present a lower barrier to entry, particularly
for those that may work service-sector jobs or have
child care responsibilities that would preclude them
from in-person attendance. To this end, we propose a
virtual or hybrid community engagement strategy for
workshops and presentations.
Project Management
Alta uses Deltek, project management software for
budget planning, control and invoicing. Alta and
subconsultant work is tracked in Deltek tasks and labor
reports that indicate burn rates and make sure project
billing corresponds to production and milestones. Alta
Project Manager James Powell, PLA will direct the
activities of the project team, including subconsultants,
throughout the life of the project.
We will incorporate our Alta Quality Assurance program
(AQUA) into the project. AQUA is our approach to
providing services and developing deliverables that
satisfy client requirements in a systematic, reliable
way. AQUA includes a three-tiered review process
that records the originator, checker, back-checker,
and verifier of each document that goes out the door,
limiting client review demands, and providing overall
project efficiency. Our projects are regular award-
winners, and we strive to bring the highest level of
quality for every project.

This project will build upon the previous 2003 Arroyo
Simi Trail Feasibility Study. We will perform a critical
review of the recommendations of that study, reassess
its evaluation methods to meet current city priorities,
and determine ways that physical, political, and agency
conditions have changed in the past two decades.
Agency staff turnover, changing demographics, new
funding sources, and development of the trail in Simi
Valley all contribute to the need to take a fresh look at
this trail and provide a master plan that leads to action.
Key Opportunities and Challenges
• Balancing directness with feasibility. There are five
locations at which a grade-separated crossing may
be required to create a seamless trail experience,
increasing project cost and complexity. Bengal will be
leading the feasibility assessment and cost estimation
tasks related to these crossing points.
• Working on the levee along the western portion of the
trail may trigger FEMA recertification, and structures
within the channel may require hydrologic studies and
a series of permits from USACE.
• Should the long-term alternative from the original
feasibility study be selected, there will be significant
environmental, permitting, jurisdictional, and property
challenges on the eastern portion of the trail,
including rail crossing negotiations which can take
years. These challenges are not insurmountable,
and, if achieved, would provide an enhanced user
experience. Alta is prepared to determine the best
course of action, and is a national leader in both on-
and off-street facilities.
• On-street portions will likely be less challenging to
implement but will require coordination with other City
departments and planning efforts, and may see less
overall ridership than a Class I trail.
Project
Understanding
The Arroyo Simi Trail (Trail) presents a tremendous
opportunity for the City to expand its open space
and active transportation networks both locally and
regionally. We recognize the significance of creating
this key component of the larger Arroyo Simi Trail, which
will connect to Simi Valley’s portion of the trail and
help set precedent for extending the trail into Ventura
County. Beyond a transportation facility, this project will
envision a trail that is built upon: connectivity to local
and regional destinations; environmental awareness,
with key studies conducted in tandem with alignment
development and opportunities identified to highlight
adjacent natural resources; support for arts and
recreation, with locations, partnerships, and strategies
identified to provide public art opportunities; and
recreational opportunities on, adjacent to, and beyond
the trail itself.
Locally, the Trail will connect residents and visitors
to park space, shopping areas, and employment by
providing a continuous experience largely separated
from vehicular traffic. Alta will identify priority linkages
from the Trail to specific destinations, such as Metrolink/
Amtrak, Los Angeles Avenue, Moorpark High School,
and Moorpark College as potential future projects that
will increase not only the Trail’s utility but also future
grant application scoring. It will tie into the County’s
Active Transportation Plan, which Alta is currently
leading, where critical connections such as the Arroyo
Simi Trail are being evaluated in a regional context.
Our previous work on the VCTC Bike Wayfinding Plan
and local trail plans helps us understand local context,
challenges, and community priorities.
The alignment will feature a range of crossing challenges. Some locations, such as Tierra Rejada Road (left), offer existing access which may
be repurposed, while Spring Road (right) has greater potential challenges for a grade-separated crossing.

Alta is currently completing a Downtown Specific
Plan and Mixed-Use Overlay for Bishop, CA, which
leverages the community’s rich mural and arts
heritage to identify opportunity sites and establish
development impact fees specifically earmarked for the
development, installation, and maintenance of public
art, similar to Moorpark’s existing Public Art Ordinance
and implementation guidelines. As we did in Bishop,
the Alta team plans to work with community artists
and groups to explore opportunities to incorporate art
features along the trail. We are prepared to provide
this same level of attention to additional opportunities
for the Arroyo Simi Trail, and will help the City identify
an appropriate range of scales, uses, and features for
available space adjacent to the Trail.
3. Determine appropriate trail crossings
Our teaming partner Bengal will evaluate the variety
of potential crossings. They will review a wide range
of structural solutions for continuous trail experiences.
Our past work with Bengal in the cities of Riverside,
Montclair, and the Coachella Valley helped determine
appropriate structural components for trail over and
undercrossings along waterways. The Alta team will
weigh tradeoffs for each anticipated crossing (Tierra
Rejada Road, Spring Road, Los Angeles Avenue, rail,
and Arroyo Simi) to determine the viability of crossing
at-grade, grade-separated, or whether a given crossing
will warrant a realignment of the trail itself.
Costs, agency coordination, permitting, and directness
will be among the influencing factors. The Alta team
will facilitate conversations with relevant stakeholders
throughout the project to identify ways to keep our
recommendations in-line with agency priorities and
The primary outcomes of this master plan will be to:
1. Determine a preferred trail alignment
The 2003 study provided both near- and long-term
alternatives for the trail. The near-term alternative
included hurdles, particularly with crossings, which
will require reassessment. The long-term alternative
includes additional challenges related to the
arroyo itself, particularly east of SR-118, and general
connectivity. The Alta team will take into consideration
opportunities and constraints such as regulatory
floodways, ease of permitting and agency approvals,
property ownership, maintenance access and needs,
potential for amenities, community preferences, and
access to nearby destinations to help determine
the ideal alignment through the study area. Rincon
will help evaluate environmental constraints during
alignment development, helping avoid issues which
may stall the project in later phases. We are adept at
using innovative tools to help the project development
team, stakeholders, and community members visualize
alternatives. As an example, Alta developed annotated
3D animations to visualize the experience and impacts
for four different alignment alternatives for the LA River
Path.
2. Identify opportunities for additional recreational
amenities and public art
A trail can be more than a way to get from one place
to another. Gateways and trailheads can be enjoyable
places unto themselves, providing trail users a place
to rest and gather, while also serving as pocket parks
for nearby residents. Alta has identified and designed
trailheads at a variety of scales and design styles to
match trail context and vision. For CV Link, we created
iconic rest stops with custom shade structures and
paving patterns. In Los Angeles, we created trailheads
for Park to Playa that function as community fruit
orchards and showcases for native plantings. For
the Gage Canal Multi-Purpose Recreational Trail
in Riverside, we provided first a master plan, then
construction documents for trailheads with a range
of access control, furnishings, fitness equipment,
interpretive signage, and custom paving. Construction
will be underway this summer. For Victorville’s Mojave
Riverwalk, we created a trailhead with a suite of locally
native plants in coordination with Bear Valley College’s
horticulture department, interpretive signage, shade
structures, and picnic areas.

5. Provide an implementation strategy
Alta’s full-service team will provide a framework for the
City to take immediate actionable steps to implement
the Trail. This will include identifying next steps for
permitting, studies, and coordination. We will provide a
host of pre-CEQA environmental studies, with an option
to include the final CEQA document under this contract,
further advancing the project to quick implementation.
Cost estimates and a suite of other evaluation
criteria such as maintenance requirements, safety,
and connectivity, will help the City and stakeholders
weigh the tradeoffs of each alternative, particularly
for crossings, that will allow a path forward to be
established with confidence.
The master plan will lay the groundwork for the City to
submit successful grant applications to acquire funding
to implement the trail. Alta has authored dozens of
winning state and federal grants. This experience gives
us the foresight to structure a project so it will deliver
materials and narratives that will seamlessly translate
into grant applications.
6. Provide a transparent and engaging public process
Alta is a national leader for innovative, engaging, and
extensive public outreach. We understand that contact
with residents, agencies, enthusiast communities,
nonprofits, and other key stakeholders is critical to
provide a well-informed and supported project, but also
to help projects proceed smoothly from planning to
implementation. Alta is leading public engagement for
the City of Riverside’s Santa Ana River Gateway Project
Suite, a similar city-spanning trail and parks study,
where we have engaged communities through a variety
of means, in-person and online, and translated their
feedback into clear desires and preferences for that
master planning effort.
Nearly every grant opportunity offered to trail projects
wants to see inclusive engagement efforts that lead to
a project that communities have helped shape, support,
and ultimately enjoy. With a project team based in
Ventura, Santa Barbara, and Los Angeles Counties,
we are prepared to have boots on the ground where
needed, while also bringing a suite of remote and user-
driven engagement strategies that reach people where
they are, and accommodate a range of schedules and
time commitments from participants.

4. Provide design standards
Alta has provided trail, trailhead, and wayfinding design
standards for cities and counties throughout Southern
California and nationwide. These have included access
control improvements to limit unauthorized access
types, crossing recommendations from Alta traffic and
civil engineers that implement national best practices,
climate- and regionally-appropriate planting palettes
and irrigation strategies, trail cross sections, pavement
types, fencing for safety and security, and cohesive
families of furnishings and wayfinding. These design
standards help give a trail its identity and establish it as
a well cared-for and valued place, while also keeping it
safe and predictable for trail users.
Beyond typical trail features, this process will also
include engagement of the Arts Commission and arts
community to determine appropriate locations, scales,
and types of public art that can be accommodated into
the trail. Alta has provided arts integration in projects
such as the Green Alley Network in Los Angeles,
the Merced Avenue Linear Park in El Monte, and
recommendations not only for sites and content but also
funding for the Bishop Downtown Master Plan. These
are the features that make a trail a true community asset
and destination. Throughout the project, we will keep
an eye toward a unified vision of the trail that goes
beyond a transportation facility and is embraced by
surrounding residents.

features that will help draw people to the trail, create additional
recreation space, and provide safe crossings and access control.

Scope of Work
Part I. Kick-Off Meeting,
Site Reconnaissance, and
Scope Confirmation
1. Project Management
Alta will provide overall project management and team
coordination from project inception to closeout. Quality
work, cost control, and schedule compliance will result
from a systematic management program tailored to the
Arroyo Simi Trail Master Plan. Holding to the planned
task budgets and anticipating workload and schedule
changes will allow us to deliver this project on time and
on budget.
KICK-OFF MEETING
Alta will host a project kick-off meeting with the
consultant team and City Project Manager and staff
to confirm project scope, goals, key constraints and
opportunities, study parameters, schedule, and
Technical Advisory Committee (TAC) participants going
forward. The kick-off meeting will also introduce the Alta
team and City staff and discuss team member roles and
responsibilities on the project. Following this meeting,
Alta will provide a memo detailing any changes to the
scope and schedule.
BI-WEEKLY CITY/ALTA PROJECT MANAGERS
CHECK-INS (AS-NEEDED)
Alta’s Project Manager James Powell will set up
recurring 30-minute check-in calls with the City
Project Manager to provide time and space to address
questions that arise between monthly project progress
meetings, keep action items moving forward, and to
ensure the right City and stakeholder staff are being
included at appropriate points in the project progress
meetings. These meetings will be supplemented as
needed by periodic TAC meetings (see Part II).
2. Existing Conditions
The Alta team will complete an existing conditions
assessment that consists of a desktop assessment,
field assessment, and summary presentation and
memo. Bengal will lead all tasks related to the structural
engineering feasibility of grade-separated crossing
alternatives. Rincon will conduct preliminary studies
that inform both the alignment evaluation but also future
CEQA studies. These will include parcel ownership
patterns, biological, hazardous materials, hydrology,
land use, safety, and wildfire.
DESKTOP ASSESSMENT
Prior to the kick-off meeting, Alta will prepare a data
needs request memo that will identify information
needed to prepare the desktop assessment. A
basemap will be prepared including high-resolution
aerials, land use, parcel ownership, roadway network,
and environmental areas of concern.
FIELD ASSESSMENT
Alta will plan and lead a field assessment to ground-
truth findings from the desktop assessment,
particularly at the locations where there are significant
constraints (e.g. narrowing of the available space for
the trail alignment, or crossing locations that require
grade-separation).

Discussions, and Initial Assessment
1. Stakeholder Interviews and Meetings
Early, regular, and meaningful discussion and
collaboration between project stakeholders and
relevant agencies is essential to the trail’s feasibility
and construction. Recognizing this need, the Alta
team will work with City staff to establish a TAC list of
key individuals who will be kept updated on project
progress and invited to individual interviews or
meetings as appropriate.
Our team envisions a TAC which includes City
departmental and external agency representatives
who are key decision makers, such as Caltrans,
VCWPD, VCTC, Metrolink/SCRRA, City Council
members or staff, and Arts Commissioners, Parks &
Recreation Commissioners, as well as representatives
of local community groups such as bicycling clubs,
residents whose property abuts existing and proposed
alignments, and other community leaders. This mix of
perspectives and expertise will help our team build an
initial assessment of opportunities, challenges, existing
conditions, needs, trends, and goals, and develop
mutually beneficial solutions as we determine the trail’s
final routing. The TAC will be engaged as-needed
during regular project meetings, and scheduled to align

with project milestones to capture input prior to moving
on to the next phase of the Plan. These meetings will
be supplemented with a series of up to four (4) targeted
stakeholder interviews or meetings with individuals or
groups as determined in consultation with the City PM.
2. Opportunities and Constraints
Alta will synthesize findings from the Desktop and Field
Assessments and compile a series of opportunity and
constraint maps, photos, images, and annotations into
a presentation to be shared at a regular project team
meeting. These will include a high-level overview of
the significant factors expected to influence alternative
development. Following the presentation, Alta will
summarize feedback and direction received in a memo.
This feedback and the assessment documentation will
be used to develop an Existing Conditions chapter of
the Plan document.
3. Alternatives Analysis
DEVELOP EVALUATION CRITERIA
Evaluation criteria measure how well the trail alignment
alternatives fulfill project goals and play an important
role in establishing a clear and consistent methodology
by which the trail alignment options are evaluated.
This process is particularly critical as a means of
communicating to the public the topics that the City
will use to select a particular alignment. Therefore, it
is important that the evaluation criteria clearly reflect a
consensus of goals and priorities.
The criteria will be formulated collaboratively with City
staff, the TAC, and other partners identified through
the outreach process. Feedback from the community
survey developed in conjunction with Community
Meeting #1 will help determine community priorities
and inform the establishment of evaluation criteria. We
will evaluate and screen trail options by constructing
a tiered decision matrix, which we will use to score
each corridor both quantitatively and qualitatively to
assess the performance of alternatives and to inform a
discussion of trade-offs.
The draft criteria will be presented to the City at
a monthly meeting for discussion, feedback, and
prioritization, and revised to form the final criteria.
ALIGNMENT ALTERNATIVES
Alta will build upon analysis and feedback received to
create up to two overall alignment alternatives for the
Trail, anticipated to roughly follow the near-term and
long-term alignments from the 2003 feasibility study,
but may differ based on changing conditions in the past
20 years. Designs may include but are not limited to:
• Annotated alignment alternative plan diagrams of the
trail corridor, identifying areas to celebrate or screen
views, and locations for elements such as access
points, trailheads and related facilities and amenities,
and linkages to parks, schools, neighborhoods,
community destinations, regional facilities, and
provisions for emergency and maintenance access
• Typical cross sections, crossing treatments,
appropriate traffic control for the trail, roadways, and
at-grade and grade-separated crossings
Photo simulations or other illustrations, as appropriate,
will be developed to communicate the differences
between alignment alternatives. Alternatives will
be ranked side-by-side to evaluate how well each
responds to evaluation criteria. The alignment
alternatives will be presented at a monthly meeting for
feedback and refinement.
4. Financial Feasibility
COST ESTIMATES AND PHASING
Alta will lead the preparation of feasibility-level itemized
cost estimates for elements of the Trail, including
the path itself, landscape materials, trail amenities,
crossings, and structures. Cost estimates will identify
a recommended sequence for implementation and be
developed in parallel with the alternatives analysis. To
aid in decision making, preliminary cost estimates will
be developed for up to two alignment alternatives, and
presented at a monthly meeting. The final cost estimate
and phasing recommendations will be incorporated into
the Plan document.
OPERATIONS AND MAINTENANCE
Alta will provide typical management and maintenance
budgets from similar trails to help estimate the ongoing
operational and maintenance costs of the trail. Bengal
Engineering will provide this information for grade-
separated crossings. This will include a sample budget
for staffing and maintenance, including all anticipated
cost categories with projections of operating expenses
per project phase. This will be presented as a chapter
of the Plan Document.
FUNDING SOURCES
Alta will prepare a funding sources chapter for the
Plan Document. This will identify potential sources
for capital and operating revenues such as, but not
limited to, grants, direct municipal contributions, private
sector support, etc. We will develop a matrix to identify
the most likely funding sources, typical deadlines,
funding caps, match requirements, and other pertinent
information to aid the City in prioritizing its grant
seeking efforts and align its municipal allocations.

5. Regulatory Permitting Strategy
This task will include preparation of a technical
memo examining the various options and strategies
available for proceeding with regulatory permitting
for the project per the alignment alternatives. It will
detail additionally needed technical studies, agencies
requiring consultation, and an implementation plan with
specific tasks and requirements. A matrix that ranks the
individual strategies, outlining their pros and cons with
regard to cost, schedule and conditions for successful
completion of the project will be included.
Based on a review of the United States Fish and Wildlife
Service’s Environmental Conservation Online System,
the study area is not within Designated Critical Habitat.
Nevertheless, additional studies may be necessary
to determine if suitable habitat is present for listed
species to support determinations under Section 7
of the Endangered Species Act. Further, the limits of
jurisdictional waters and habitat will be assessed based
on aerial imagery. Estimated costs and duration for
permit applications preparation and processing will be
provided.

Recognizing that community support is essential for
the completed Arroyo Simi Trail to be celebrated and
utilized by residents, approved by elected officials, and
recommended for funding by grantmaking agencies,
Alta will gather and synthesize public perspectives and
preferences, and apply this information throughout the
planning process. In collaboration with City staff and
TAC input, our team will gather feedback from a diverse
range of Moorpark residents, stakeholders, and various
non-profit organizations and interest groups, including
MUSD, to form a nuanced understanding of community
input and preferences on potential alignments and
alternatives, as well as preferences for public art,
materials, amenities, and wayfinding.
To guide this undertaking, the Alta team will prepare a
Community Engagement Plan that outlines anticipated
outreach activities. Engagement formats, potential

We are sensitive to the limits on the community
member’s time, and will structure outreach and
engagement opportunities that are intuitive, engaging,
and low-friction. This plan will be provided early in the
project progress for City review, and will guide the
outreach process throughout the remainder of the
Plan’s development.
2. Gather and Synthesize Public Feedback
The Alta team’s understanding and documentation of
community needs and preferences will be informed by
three complementary efforts, all designed to attract
input from a broad segment of community members,
trail users, property and business owners, and local
stakeholders. These will include one (1) community
practices and preference survey, two (2) community
workshops, and six (6) pop-up events.
Feedback will be thoroughly documented by Alta
so that it may be highlighted and leveraged in the
alignment evaluation process, amenity selection, and
grant applications.
The community preference survey will be hosted online
and also administered in person at the workshops
and pop-up. It will solicit input on topics such as which
routes people use when reaching the trail’s existing
western terminus, preferences for material treatments
and amenity types, and desired connections.
The workshops will be kicked off with presentations
providing a project overview including goals and
desired outcomes. Following this overview, breakout
groups will focus on table maps and graphical exhibits,
allowing attendees to communicate more effectively
and directly discuss areas of greater interest. Our team
is specifically interested in hearing from Moorpark
stakeholders on which trails or trail amenities they like
or use the most (including the existing Arroyo Simi
Alignment in Simi Valley as well as other regional trails),
and what preferences they may have for additional
recreational amenities along the Trail’s ultimate
alignment.
The survey and workshops will be supplemented
by one (1) pop-up event in order to “meet people
where they are,” helping to expand the breadth
of perspectives received from stakeholders who
otherwise may not have the time or ability to engage in
the planning process. Our team is interested in hosting
the pop-up at a key location along the study area or at a
well-attended existing community event.
Alta’s in-house web development team will build a
custom website to host project information, maps,
surveys, drafts, and meeting information. Our graphic
design team will produce compelling digital (e.g. social
media images and website ads) and physical (e.g.

themes, and signage. These features will all be informed
by stakeholder and public input received in prior tasks,
and will reflect local priorities while maintaining national
best practices. Recommendations will be provided
narratively and graphically, with photo simulations, plan
renderings, and diagrams to clearly illustrate the trail’s
user-experience goals.
Alta will present the draft Plan to the TAC meeting prior
to broader city presentations and provide the draft and
final version of the Plan to the City and key stakeholders
for review and comment.
2. Master Plan Presentations
Alta will prepare a PowerPoint presentation to be
used at up to three (3) city meetings, anticipated to
include the Parks & Recreation Commission, Planning
Commission, and City Council. The presentation will
provide a narrative of the project process and steps
leading to final recommendations, and include an
overview of the final plan document itself. Comments
received at these presentations will be recorded,
reviewed with City staff, and integrated into the plan as
appropriate.

Add-Alternate Tasks
A1. CEQA Technical Studies
Rincon Consultants will examine all the issues included
on the CEQA environmental checklist, but focus on
those that are likely to have physical impacts and can
be analyzed in a constraints study. These include, at
minimum: Biological Resources; Hazardous Materials;
Hydrology – drainage, erosion, sedimentation; Land
Use and Safety; Wildfire; and, optionally Cultural
Resources and Agricultural Resources. For each
issue, we will provide the following framework within a
consolidated constraints study:
Environmental Setting. This section would provide
the physical and regulatory framework that relates to
a particular issue. It would also describe site-specific
conditions found along the proposed trail alignments.
Potential Impacts or Constraints. This section will
describe any potential impacts or constraints that could
occur along the possible trail alignments with respect to
a particular issue.
Mitigation Measures. Identify any potential measures
that could be implemented to minimize potential
identified impacts along a particular alignment.

place environmental documentation into a separate
contract and also to have the team preparing this
master plan coordinate with the CEQA consultant in

number of technical studies related to CEQA that may
also impact the evaluation of trail alignment alternatives,
the Alta team has proposed Add-Alternate and Optional
tasks that may be added to this project to include full
environmental documentation under this contract.
1. CEQA Coordination
This task will encapsulate all coordination of materials,
project description, goals, alternatives, and findings
between the CEQA team and master plan team.

1. Master Plan Document
A preferred alignment will be selected using the
evaluation criteria and based upon feedback on
the alternative alignments from the community,
stakeholders, and City. The preferred alignment will
be refined and all associated graphics, cost estimates,
and materials previously produced will be consolidated
into a concise, accessibly-written, and graphical plan to
share with the TAC, stakeholders, and community. The
Plan document will include all content developed under
previous tasks.
Beyond the technical evaluation completed in prior
tasks, the master plan document will include a vision for
the trail as a whole. This will include design guidelines
for the trail itself, trailheads and adjacent public space,
access control, crossings, plant palettes, fencing and
screening, lighting, public art integration, interpretive

Consistency with Policies. The analysis will include a
discussion of the policies that relate to a particular issue
and an evaluation of potential inconsistencies.
Conclusion. This section will draw conclusions
regarding the constraints associated with the various
trail alignments. It will identify the preferred alignment
for a particular issue, and note the advantages and
disadvantages of each.
Summary. The report will include a series of constraints
maps showing the problem areas along the potential
trail alignments and summarize the findings and
recommendations on a matrix that compares the
alignments relative to the key issues. It will also issue an
overall recommendation.
A2. Biological Constraints Analysis
The Biological Constraints Analysis will include a
full project review of the proposed trail alignment
and alternatives. This task will include a letter report
providing an evaluation of major and minor biological
and regulatory constraints to inform project design.
Research will include: (1) field biological reconnaissance
survey; (2) jurisdictional assessment survey; (3) review
of existing project design information; and (4) review of
existing environmental records and literature relevant to
the project site. The preliminary description will include
both estimated timing and cost information associated
with potential survey requirements, mitigation needs,
permitting pathways, etc.
A2. CEQA-Related Project Stakeholder
Coordination
This task will provide dedicated stakeholder
coordination meetings related to the CEQA tasks above.
Optional Tasks
Optional Task A. Cultural Resources Analysis
Evaluation of cultural resource sensitivity of the project
area based on a records search of the California
Historical Resources Information System (CHRIS), a
Sacred Lands File (SLF) search, and would include a
cultural resources constraints analysis report.
Optional Task B. Agricultural Resources
Depending on preferred alignment, portions of the
study area may be located on or adjacent to existing
agricultural lands. These lands may include agricultural
production, or may be located on areas identified as
grazing land, Prime Farmland, or Farmland of Statewide
Importance.
Optional Task C. Archaeological Survey
Upon completion of the CHRIS records search, an
archaeological survey of the project’s on- and off-
street alignments and proposed alternatives may be
warranted.
Optional Task D. CEQA Compliance
The Alta team understands that the city intent is to
include CEQA under a separate contract, in tandem to/
following progress of the Master Plan.
We also understand that efficiencies in both schedule
and budget can be achieved by rolling the studies
conducted as part of the master plan directly into a
CEQA document, and our team is available to complete
CEQA documentation for the project. We anticipate
the correct level of CEQA review to be an Initial Study
Mitigated Negative Declaration (IS-MND).

Alta Planning + Design will serve as the prime
consultant and bring transportation and trail design

for grade-separated crossings.
Rincon Consultants are available for Add-Alternate and

Alta is leading trail design, including civil engineering
and landscape architecture, and outreach services, to
convert a two-mile segment of the Gage Canal right-
of-way into a Class I multi-use paved asphalt bicycle
trail with a parallel pedestrian decomposed granite
trail. The trail corridor will be landscaped with native
and climate appropriate trees and shrubs and feature
additional amenities including entry plazas, trailside
seating, bicycle racks, interpretive signage, and solar
lighting. It will create a continuous off-street active-
transportation and multi-purpose recreational trail
connection that offers local residents both recreational
opportunities and a connection to the Box Springs
Reserve. Rincon completed completed a Statutory
Exemption, NEPA documentation, biological resources,
and cultural resources study. Following these studies,
Rincon determined that the project qualified for a
Senate Bill 288 exemption under CEQA and prepared
the exemption report for the City.

Alta is preparing an Active Transportation Plan (ATP)
that includes project and policy recommendations for
improving active transportation conditions in Ventura
County. The ATP prioritizes bicycle and pedestrian

The Santa Rosa Valley is a rural, residential and
equestrian community covering 6,000 acres in
unincorporated Ventura County. Over the years,
the valley developed with a significant equestrian
component, and today, many of the area’s residential
properties include barns, arenas and other facilities to
support horse ownership. A number of informal and
formal equestrian trails developed over the course of
the last two decades. Rincon and Alta were hired to
guide the development of a formal system of equestrian
trails that could be adopted and incorporated into the
County’s General Plan. Alta developed a formalized trail
system for equestrian activities, as well as hiking and
bicycle use, for inclusion in the trail master plan. We also
developed design and operating guidelines and trail
standards for future development in the area.

Alta, in partnership with SCAG, developed a bikeway
study that explored alignment options and design
solutions for a regionally connected path on the City of
Vernon’s three-mile portion of the LA River. This project
presents a rare opportunity to create an off-street
path and community resource through the heart of Los
Angeles County and connect residential neighborhoods
to jobs, schools, transit and other destinations by
closing a gap in continuity along the LA River Bike Path.
For the study, Alta developed preferred alignment
options for the heavily industrial site site area, which
will inform LA Metro’s upcoming design work on the
LA River Bike Path. The study advanced a number
of previous studies and initiatives to reimagine the
LA River and was guided by a stakeholder group of
agencies, local businesses, and non-profits.

Alta prepared a regional bicycle wayfinding system
with an emphasis on regional connectivity, promotion
of bicycle tourism, and identification of key gaps in
the countywide bike network. The project involved
the inventory and evaluation of existing and
planned bikeways throughout the County, as well
as demographics, destinations, current ridership,
and suitability for the development of new bicycle
infrastructure. Alta coordinated bike rides with
stakeholders and community members, conducted
multiple outreach events, and facilitated stakeholder
meetings, in order to develop a final sign design and
to evaluate wayfinding need and potential locations. A
comprehensive ranking of route suitability and priority
was developed, as well as construction drawings
for specific sign placement. Designs for a complete
wayfinding system were created, with a palette of sign
options to suit varied site conditions.

Pacific Electric Trail and continuing three miles south
to Montclair’s city limits. When complete, the trail will
provide new connections between neighborhoods,
parks, schools, and other community destinations. Many
communities throughout the region have developed
trails along waterways like the San Antonio Creek
Channel, such as the Santa Ana River Trail, LA River
Trail, the Rio Hondo Trail, and the San Gabriel River Trail.
Bengal supported the study, particularly addressing
challenging crossings between Metrolink, U.S. Highway
Interstate 10, and the Union Pacific Railroad (UPRR).

The City of Victorville selected Alta as the lead design
firm to create a master plan and oversee environmental
assessment work for this nine-mile trail that follows the
Mojave River. Additional issues included negotiating
with the Burlington Northern/Santa Fe Railroad for trail
use within the rail right-of-way; addressing concerns of
citizens who live adjacent to the trail; routing the trail
through the “narrows,” a constricted canyon containing
the river, railroad, and proposed trail; identifying trail
alignments before rapid development makes the
alignment obsolete; addressing public safety in isolated
portions of the trail; meeting the needs of multiple
users, including equestrians and mountain bikers; and
arriving at a strong design concept that reflects the
uniqueness of this riparian corridor.
Following the master plan phase, Alta managed the trail
environmental assessment and authored a Caltrans
Active Transportation Program grant application to
secure $3.8 million in implementation funding.
CV Link is an innovative facility that connects
communities in the Coachella Valley while providing
significant environmental, health, wellness, and
economic benefits. In 2013, Alta began development of
the CV Link master plan for the multimodal spine of on-
and off-street shared use facilities connecting nine cities
of the Eastern Riverside County region.
Alta provided project management, civil engineering,
and architectural site design services, and construction
oversight for a core 50-mile segment. This includes
agency coordination, pathway grading, drainage, and
setting overall design standards. The pathway system
accommodates low speed electric vehicles (LSEVs) in
addition to bicyclists and pedestrians. Bengal provided
structural engineering support. Construction on the
first pilot segment broke ground in 2017, with additional
segments constructed in 2019, 2020, and 2021.

Alta provided planning and design services to develop
a wayfinding program for Santa Clarita’s extensive
bicycle and pedestrian network, consisting of over 80
miles of trails, bike lanes, and paseos. The wayfinding
plan established design standards for developing a
comprehensive wayfinding system which includes
orientation maps, informational signage, pavement
markings, trailhead kiosks, on-street directional signage,
trail mileage markers, and trail identity elements to
support easy, safe, and comfortable navigation. In
addition to the plan, Alta developed construction
documents for the multi-use trail network. The majority
of the trail network follows the Santa Clara River and
its tributaries. The wayfinding signage was installed in
June 2017.
Alta developed a conceptual trail network plan for
the Riverside County Habitat Conservation Agency’s
(RCHCA) Steele Peak Reserve site. This is the first
location where RCHCA is allowing public access on
reserve land.
Alta developed a phased approach, where preliminary
trails were implemented on flatter, more accessible
portions of the site where access is available to a wide
range of trail users. Alta also provided trail alignments,
conducted public outreach, coordinated with multiple
agencies, and created a set of guidelines for the
preservation of habitat, allowance of public access, and
long-term maintenance.

Alta led the environmental review and preliminary
design of FORTAG, a roughly 28-mile long trail corridor
comprised of multiple loops that connect communities
in Monterey County. Alta prepared a design strategy
with a branded identity; a report of agency and utility
coordination, permitting, and acquisition requirements;
a core trail alignment; environmental review and
document preparation; and a suite of grant-ready
project benefits and core data that will facilitate future
funding. Rincon led the preparation of a project-
level EIR and NEPA technical studies. This involved
conducting two public scoping meetings and two
public comment meetings during Draft EIR circulation;
coordination with TAMC, Caltrans, and local agencies;
and detailed responses to comments, including
incorporation of a new alternative and a Frog Pond
“switch back” as part of the Final EIR. The Final EIR was
certified in March 2020.
Fort Ord Regional Trail
and Greenway (FORTAG)
MONTEREY COUNTY, CA | 2018–2020
Alta led a feasibility study in Sonoma County to identify
the safest and most feasible route for a 19.3-mile long
separated paved trail along the Lower Russian River
between Forestville and Highway 1. Alta performed
site analyses through environmentally sensitive areas,
prepared community surveys, maps, and sketches,
participated in and facilitated community workshops
and meetings, responded to community feedback, and
prepared and presented a draft and final feasibility
study report. Trail alignment alternatives include
connections to key destinations such as existing and
proposed parks, recreational facilities, local businesses,
schools, and other transportation facilities and services.
The implementation plan identifies logical segments
that have independent utility (or that depend on the
completion of other segments), interim improvements
that can support overall implementation, potential
funding sources for the project, and the appropriate
phasing of the plan.

The Bicycle, Pedestrian, and Trails Plan, prepared by
Alta, is intended to increase walking and biking in the
City of Milpitas through the provision and enhancement
of safe and convenient active modes of travel. The
proposed bicycle network would connect residential
roadways with paved shared use paths, protected
crossings, and improved bikeways to support bicycle
travel throughout Milpitas. Alta is evaluating needs,
conducting community outreach, and developing a
prioritized set of recommendations.
Rincon is preparing an Initial Study-Mitigated Negative
Declaration (IS-MND) with the goal of streamlining
future CEQA review and, where warranted, establishing
prescriptive performance-based mitigation measures for
minimizing impacts in future projects. The environmental
analysis identifies and focuses on the subset of projects
listed in the plan that would involve physical ground
disturbance, such as Class I and Class IV bikeways.
Milpitas Bicycle,
Pedestrian, and Trails Plan
MILPITAS, CA | 2019–ONGOING
Bengal was the prime consultant for this ATP Cycle 1
project, which completed a key transportation link that
connects two major corridors. While the project was
centered on two new mixed-use bridges over Sycamore
Creek, Bengal was able to implement additional
ADA-compliant improvements from the funding. With
the remaining budget, the project was expanded to
improve pedestrian safety by filling-in sidewalks and
providing pedestrian lighting along eight city blocks.
The completed project brought a beautiful new path
and creek crossings to a busy neighborhood, allowing
residents to easily reach downtown and the beach
areas. Bengal provided the civil and bridge engineering,
geologic investigation, hydrology and hydraulics,
environmental support, and right-of-way mapping.
Contract documents were sealed for bidding within the
bounds of federal and state funding grants requiring
NEPA/CEQA certification.

LA River Path Gap Closure Project, Los Angeles, CA
Alta is co-leading the team to design the landmark LA River Path project. Emily is a
design principal and part of the project management team working closely with Metro
to deliver this $365M project—one of the largest active transportation trail projects in
the country. Emily was the task lead for the development of the Concept Design report
which included an alternative analysis to winnow down the wide-range of alignments,
path typologies, and access points into three Metro Board approved alternatives
which are now being studied as part of the environmental phase.
Multimodal Connectivity Plan for San Antonio Creek Channel, Montclair, CA
As Principal-in-Charge, Emily is overseeing quality control and review of the feasiblity
study for a vibrant, connected, and safe multi-use greenway path that will run north-
south through Montclair. When complete, the trail will provide new connections
between neighborhoods, parks, schools, and other community destinations.
Ventura County Regional Bicycle Wayfinding Program, CA
Alta prepared a regional bicycle wayfinding plan for Ventura County’s Transportation
Commission. Alta coordinated bike rides with stakeholders and community members,
conducted multiple outreach events, and facilitated technical advisory group
meetings. Alta evaluated and prioritized regional bicycle routes, and developed
bicycle wayfinding signs and placement plans. Emily was the Project Manager.

Ventura County Regional Bicycle Wayfinding Program, CA
Alta prepared a regional bicycle wayfinding system for Ventura County’s Transportation
Commission, with an emphasis on regional connectivity, the promotion of bicycle tourism,
and the identification of key gaps in the countywide bike network. As Lead Designer,
James assessed the existing and planned countywide bikeway network, conducted a gap
analysis, and developed an evaluation matrix and prioritization strategy for the development
of the regional wayfinding network. The project involved the inventory and evaluation of
demographics, destinations, current ridership, and suitability for the development of new
bicycle infrastructure. Designs for a complete wayfinding system were created, with a palette
of sign options to suit varied site conditions.
Gage Canal Multi-Purpose Recreational Trail, Riverside, CA
Alta is providing project management, outreach, civil engineering, and landscape
architectural design services for a two-mile active transportation and recreational green
space trail over the existing Gage Canal in Riverside. The project will create a Class I asphalt
concrete paved trail and a natural surface trail within an existing city-owned water utility
easement. James is serving as Landscape Architect and Assistant Project Manager.
Mojave Riverwalk, Victorville, CA
After completing the Master Plan phase, Alta managed the trail environmental assessment

Tim is leading the creation of a Trails Master Plan update focused on connectivity,
facility design, and community engagement for the city. This effort includes evaluating
the trail potential of undeveloped community-owned land, improving trailhead
amenities and access, and prioritizing trail improvements to align with community
requests and needs.
Riverside Active Transportation Plan, Pedestrian Target Hardening Plan, and
Complete Streets Ordinance, CA
Tim is leading the comprehensive public outreach process and providing guidance for
all aspects of this Active Transportation Plan (ATP). For this plan, The City of Riverside
hired Alta to conduct a comprehensive mobility study of active transportation, urban

* Cost estimates will be provided based upon recent bid results from similar projects, and adjusted for recent construction cost increases. Current volatility of costs may require that cost estimates are revisited and/or if the
estimates provided become more than two years out-of-date.
* A parcel ownership study will be conducted based upon available GIS data. Extensive right-of-way analysis is not included but can be added should the project necessitate these services.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AMENDING THE FISCAL
YEAR 2022/23 BUDGET ALLOCATING $99,329 FROM THE
TRAFFIC SYSTEM MANAGEMENT FUND (2001) FOR THE
ARROYO SIMI TRAIL MASTER PLAN (C0061)
WHEREAS, the City Council adopted the Operating and Capital Improvement
Budget for Fiscal Year 2022/23 on June 15, 2022; and
WHEREAS, a staff report has been presented to City Council requesting approval
of an agreement with ALTA Planning + Design, Inc. for the Arroyo Simi Trail Master Plan;
and
WHEREAS, the Capital Improvement Budget contains an appropriation for the
Arroyo Simi Trail Project (C0061) in the amount of $120,000; and
WHEREAS, a budget amendment in the amount of $99,329 from the Traffic
System Management Fund (2001) is needed to fully fund the Master Plan; and
WHEREAs, Exhibit “A” hereof describes said budget amendment and its resultant
impact to the budget line items.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. A budget amendment in the amount of $99,329 from the Traffic
System Management Fund (2001), as more particularly described in Exhibit “A”, is hereby
approved.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
