September 21, 2022 Emergency Drought Update to the City of Moorpark 25 Formed in 1953 by local communities to develop supplemental water supplies. Joined the Metropolitan Water District in 1960. An imported water wholesaler (of primarily State Water) to 19 water agencies and cities serving about 640,000 people. Governed by a five-member elected board. Annual budget (FY22-23): $140M 70 employees Calleguas MWD 26 Calleguas Purveyors Upper Zone: Lower Zone: Dependence on Imported Water Supplies (includes non-potable) BERYLWOOD HEIGHTS MWC BUTLER RANCH MWC SOLANO VERDE MWC 27 •Nation’s largest wholesale water provider •Service area: 19 million people/5,200 square miles/parts of six counties •26 member agencies •Supports $1.4 trillion regional economy (ranks 13 in the world) •Imports water from Northern Sierra and the Colorado River, invests in local projects and conservation 28 Sources of Water for Southern California 29 Calleguas is a SWP Dependent Agency Water from the State Water Project began flowing into the Calleguas service area in 1972. 5 years following the introduction of water from the CRA. Salinity presents challenges within the Calleguas service area, which includes the Calleguas Creek Watershed and Oxnard Plain. Calleguas only receives full-service treated water supplies from Metropolitan. Local water extracted through from wells, with pumping allocations determined by the Fox Canyon Groundwater Management Agency What is Imported Water? Water that comes from outside of the region. Moorpark receives all imported water from State Water Project Imported, 71% Groundwater, 20% Recycled, 9% DISTRICT #1 WATER SOURCES 38 Emergency Water Conservation Program Two Choices given by Metropolitan: One-Day/Week Outdoor Watering or Volumetric Per Capita Quota Focuses on outdoor water use June 1 –One day per week watering 10 minute limit per station (Sept 1st) Targe 30% overall reduction Irrigation of Non-Functional Turf prohibited by Statefor Commercial, Institutional, Industrial, HOA, andMulti-family properties Prioritize outdoor irrigation for trees and other high-value plants Ventura County Waterworks Slide 15 39 Why Focus on Outdoor Irrigation? Ventura County Waterworks 40% -70% of water use in service area is outdoors Replacing turf saves ~44 gallons per sq. foot annually Calleguas’ demands have decreased ~20% since last drought Some of the decline attributed to turf conversion Turf still abundant in Moorpark Thirsty lawns + inefficient irrigation accounts for most outdoor water use Slide 16 40 How are we doing with conservation?
