MINUTES OF THE JOINT MEETING OF THE
CITY COUNCIL AND LIBRARY BOARD
Moorpark, California March 30, 2022
A Special Joint Meeting of the Moorpark City Council and Library Board was held on
Wednesday, March 30, 2022, at 7:00 p.m. at the Moorpark Community Center located
at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the City Council meeting to order at 7:03 p.m.
President Goble called the Library Board meeting to order at 7:03 p.m.
City Clerk Ky Spangler administered the Oath of Office to the newly appointed
Library Board Member Chaya Turrow.
2. THE PLEDGE OF ALLEGIANCE:
Captain Victor Fazio, Ventura County Sheriff Office, led the Pledge of Allegiance.
3. ROLL CALL:
Library Board: Board Members Banks, Burnett; McDowell,
Turrow, and President Goble.
City Council: Councilmembers Castro, Enegren, Pollock,
and Mayor Parvin.
Absent: Councilmember Groff.
Staff Present: Troy Brown, City Manager; PJ Gagajena,
Assistant City Manager; Jeremy Laurentowski,
Parks and Recreation Director; Daniel Kim,
City Engineer/Public Works Director; Andres
Pena, Information Systems Technician;
Jessica Sandifer, Community Services
Manager, Captain Victor Fazio, Ventura
County Sheriff's Office; and Ky Spangler, City
Clerk.
4. PUBLIC COMMENT:
Jim Fryhoff, candidate for Ventura County Sheriff spoke to introduce himself to
the community.

5.PRESENTATION/ACTION/DISCUSSION:
A.Consider Update on Strategies, Goals and Objectives for Fiscal Years
2021/22 and 2022/2023. Staff Recommendation: Receive and file updates
of the Strategies, Goals and Objectives for Fiscal Years 2021/22 and
2022/23.
Mr. Brown gave a brief oral report.
There were no speakers.
Mr. Laurentowski gave a brief oral report on the new Library exteriors
being planned which will be presented to the City Council in about eight
weeks and at a community meeting.
The City Council and Library Board discussed the Library Board’s
responsibilities including fundraising and community outreach on the new
Library project and efforts of the ad hoc committee members and its plans
to use social media to coincide with the City’s social media messaging.
President Goble welcomed Board Member Turrow and noted
Commissioner McDowell’s experience with grant applications and her
willingness to assist in securing grants.
On behalf of the City Council, Mayor Parvin thanked the Library Board for
their service and for all they do for the community.
6.ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and President Goble adjourned
the Library Board meeting at 7:21 p.m.
