CITY COUNCIL AND PLANNING COMMISSION
Moorpark, California March 30, 2022
A Special Joint Meeting of the Moorpark City Council and Planning Commission was
held on Wednesday, March 30, 2022, at 7:30 p.m. at the Moorpark Community Center
located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER:
Mayor Parvin called the Special Joint City Council and Planning Commission
meeting to order at 7:31 p.m.
Chair Landis called the Planning Commission meeting to order at 7:31 p.m.
2. THE PLEDGE OF ALLEGIANCE:
Mayor Parvin led the Pledge of Allegiance.
3. ROLL CALL:
Planning Commission: Commissioners Alva, Barrett, Brodsly, Rokos, and
Chair Landis (via Zoom).
City Council: Councilmembers Castro, Enegren, Pollock, and
Mayor Parvin.
Absent: Councilmember Groff.
Staff Present: Troy Brown, City Manager; PJ Gagajena, Assistant
City Manager; Carlene Saxton, Community
Development Director; Daniel Kim, City
Engineer/Public Works Director; Jeremy
Laurentowski, Parks and Recreation Director;

4. PUBLIC COMMENT:
Jim Fryhoff, candidate for Ventura County Sheriff, spoke to introduce himself to
the community.

5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Update on Strategies, Goals and Objectives for Fiscal Years
2021/22 and 2022/2023. Staff Recommendation: Receive and file updates
of the Strategies, Goals and Objectives for Fiscal Years 2021/22 and
2022/23.
Mr. Brown gave a brief oral report.
The City Council and Planning Commission discussed the following topics
and subjects: 1) the number of individuals on first-time homebuyers
interest mailing list was confirmed at 689 with 241 having completed the
first-time buyer education process; 2) update on the Essex/Danco
affordable housing project and its funding, with staff confirming that the
developer secured Federal funding and is re-applying for State funding in
the June application cycle; 3) concerns expressed regarding the
Circulation Element for the General Plan Update (GPU) and associated
Environmental Impact Report (EIR) and how the Hitch Ranch project and
its circulation will tie into the GPU EIR, with staff noting that the Hitch
Ranch project circulation will be analyzed as part of the GPU EIR;
4) clarification that the GPU EIR will consider all entitled projects as well
as proposed projects as part of the Circulation Element analysis that takes
place on a citywide basis; 5) general discussion regarding analysis and
impacts of projects on the City's circulation plan and resulting mitigations
and contributions to address project impacts; 6) staff encouraged the
public to visit the City's website to keep current on active projects, sign up
to receive updates, and submit comments accordingly; 7) further
discussion on the status of GPU noting the General Plan Advisory
Committee (GPAC) is considering all of the various elements that will then
be presented to the Planning Commission and City Council for their
consideration in early 2023; 8) Commissioners expressed a consensus to
request Council consideration of an ordinance amending the Municipal
Code limiting tobacco stores and to require further review, such as
distance separation, that does not currently exist. Discussion included a
desire to ensure children will not be impacted by current and new
businesses while proceeding with caution and avoiding overregulation.
Staff confirmed there are no pending applications for tobacco retailers.
Discussion concluded with a consensus to agendize the subject for future
City Council discussion; 9) comments regarding the Downtown Specific
Plan including a request to update certain development standards such as
parking requirements and setbacks to support the vision for downtown and
promote economic growth; staff noted a comprehensive Zoning Code
update will take place in conjunction with the GPU, and a Downtown
Specific Plan update will be required to align GPU land uses and which
may include additional revisions; 10) an update on the status of the High
Street Depot project was provided, including discussion of the

Development Agreement and the Disposition and Development
Agreement (DDA), which requires the developer to have construction
financing prior to close of escrow on the property, and an amendment will
be coming forward to the Council to extend the close of escrow. It was
noted that the High Street Depot project will not impact the planned
Country Days scheduled for October 1, 2022; and 11) Energov software
was discussed noting the project is actively being worked on and will be
up and running in 2022.
On behalf of the City Council, Mayor Parvin thanked the Planning
Commission for their service to the community.
6. ADJOURNMENT:
Mayor Parvin adjourned the City Council meeting and Chair Landis adjourned the
Planning Commission meeting at 8:29 p.m.
