MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: PJ Gagajena, Assistant City Manager DATE: 10/05/2022 Regular Meeting SUBJECT: Provide Direction to Staff Regarding Addition of Custom Questions to the 2022 National Community Survey BACKGROUND On September 15, 2020, the City of Moorpark entered into an agreement with Policy Confluence, Inc., also known as the National Research Center Inc. (NRC) to conduct a community survey on resident satisfaction in 2020 and 2022. The NRC is the nation’s leading survey research company for public sector agencies and is a branch of the civic engagement technology company Polco. The NRC produces the National Community Survey (NCS) and has the nation’s largest resident opinion database of more than 30 million Americans. The NCS seeks to measure resident satisfaction with City services and gain insights into how resident satisfaction compares with survey benchmarks from communities nationwide on community livability. The NCS is the most trusted survey recognized by the International City/County Management Association, the world’s leading organization for city management professionals. The survey is regarded as the standard in local government and communities that have completed the NCS have improved performance in the delivery of services, strengthened communications with residents and stakeholders, and identified clear priorities used for goal and budget setting. DISCUSSION In 2020, the NCS was sent to approximately 2,700 households starting the second week of November and 501 responses were received, which represented a 19% response rate. Residents had the opportunity to complete a hard copy or online version of the survey and was available in both English and Spanish. The survey targeted households representing a cross-section of all neighborhoods in the community to ensure maximum representation and participation. Staff confirmed the targeted households created by NRC’s sampling and geocoding process would reach nearly all neighborhoods in the City, including those that are traditionally hard to reach. Data 105 Honorable City Council 10/05/2022 Regular Meeting Page 2 collection took place from mid-November to late December and survey results were provided to the City in February 2021, which were posted on the City’s website at https://www.moorparkca.gov/1014/National-Community-Survey-NCS-Results. The NCS consists of 12 fixed questions for benchmark comparisons and include the following 10 key facets of community livability: • Economy • Mobility • Community Design • Natural Environment • Safety • Utilities • Parks and Recreation • Health and Wellness • Education, Arts and Culture • Inclusivity and Engagement The City may also add a number of optional custom questions, depending on the length of each question. For the 2020 NCS, the City Council opted to add custom questions related to economic development and transportation. Note the NCS is proprietary so the 12 fixed questions and two additional custom questions cannot be publicly shared but the 2020 NCS results can offer an idea of what questions were asked. For the 2022 NCS, staff is again requesting direction from the City Council if they would like to consider adding custom questions. Staff and the NRC can assist in wording the questions as necessary. The optional questions should be closed ended in nature to allow for easy coding and reporting of data. These questions can be asked of residents to determine their sentiment on any number of local issues such as sales tax, hemp/cannabis cultivation, small wireless facilities, or any other local issue the Council may be seeking broader resident input on. However, based on the length of the question, only two custom questions may be included. FISCAL IMPACT There is no fiscal impact associated with this action since the cost of $20,200 to administer the NCS is already budgeted for Fiscal Year 2022/23. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive but will help shape the City Council Goals for the 2023/24 and 2024/25 two-year cycle. 106 Honorable City Council 10/05/2022 Regular Meeting Page 3 STAFF RECOMMENDATION Provide direction to staff on any custom questions to be added to the 2022 National Community Survey.
