PC-2022-676 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, RECCOMENDING TO THE CITY COUNCIL APPROVAL OF GENERAL PLAN AMENDMENT NO. 2022-02 TO INCORPORATE THE 2022 VENTURA COUNTY MULTI- JURISDICTIONAL HAZARD MITIGATION PLAN AS PART OF THE SAFETY ELEMENT OF THE MOORPARK GENERAL PLAN AND MAKING A DETERMINATION OF EXEMPTION PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT IN CONNECTION THEREWITH WHEREAS, on July 12, 2022, the Ventura County Board of Supervisors adopted an updated 2022 Ventura County Multi-Jurisdictional Hazard Mitigation Plan (MHMP) for all 10 cities in Ventura County, including the City of Moorpark, and unincorporated area, to address the requirements of the federal Disaster Mitigation Act of 2000; and WHEREAS at its meeting of September 27, 2022, the Planning Commission conducted a duly-noticed public hearing on General Plan Amendment No. 2022-02 to incorporate the 2022 Ventura County Multi-Jurisdictional Hazard Mitigation Plan into the Safety Element of the General Plan, received public testimony on the proposed amendment, and after receiving oral and written public testimony, closed the public hearing and reached a decision; and WHEREAS, the Community Development Director has found General Plan Amendment No. 2022-2 to qualify for a General Rule Exemption from environmental review, in accordance with Section 15061 (b)(3) of California Code of Regulations (CEQA Guidelines). Moorpark's Hazard Mitigation Action Plan Annex to the Ventura County 2022 MHMP would facilitate emergency equipment purchases, upgrades to existing public facilities, educational efforts, communication and landscape maintenance improvements; adoption of the 2022 Multi-Jurisdictional Hazard Mitigation Plan does not authorize or fund any specific action, and future actions undertaken to implement any portion of the Hazard Mitigation plan action items would be subject to individual review pursuant to CEQA Guidelines. It can be seen with certainty that there is no possibility that adoption of the 2022 Multi-Jurisdictional Hazard Mitigation Plan may have a significant effect on the environment. Therefore, no further environmental documentation is required. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF MOORPARK, DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. ENVIRONMENTAL DOCUMENTATION: The Planning Commission, based on its own independent analysis and judgment, concurs with the Community Development Director's determination that the project is categorically exempt from the requirements of the CEQA pursuant to Section 15301 of the CEQA Guidelines. Moorpark's Mitigation Action Plan Annex to the 2022 Ventura County MHMP would facilitate emergency equipment purchases, upgrades to existing public facilities, educational efforts, communication and landscape maintenance improvements; adoption of the 2022 Multi Hazard Mitigation Plan does not authorize or fund any specific action, Resolution No. PC-2022-676 Page 2 and future actions undertaken to implement any portion of the Hazard Mitigation plan action items would be subject to individual review pursuant to CEQA Guidelines. It can be seen with certainty that there is no possibility that adoption of the 2022 Multi-Jurisdictional Hazard Mitigation Plan may have a significant effect on the environment. Therefore, no further environmental documentation is required . SECTION 2 . RECOMMENDATION : The Planning Commission recommends to the City Council approval of General Plan Amendment No . 2022 -02 to include the 2022 Ventura County Multi -Jurisdictional Hazard Mitigation Plan , as attached to the September 27 , 2022 Planning Commission staff report and incorporated herein by reference , in the Safety Element of the City 's General Plan . SECTION 3 . FILING OF RESOLUTION : The Community Development Director shall cause a certified resolution to be filed in the book of original resolutions . The action of the foregoing direction was approved by the following vote: AYES : Commissioners Alva, Barrett, Brodsly, Rokos, and Chair Landis NOES: ABSENT: ABSTAIN : PASSED, AND ADOPTED this 27th day of September 2022 .
