BACKGROUND INFORMATION
•
At the City Council meeting of June 2, 1986 , Council adopted
a . revised budget for Assessment District No. 84-2 (refer to
attached page A-10) . - The Council also directed staff to
create a new land use code for those Single Family Homes
without lighting on their street .
The new land use code for these homes is number six (6) -
Single Family Homes - Level 2 . Single Family Homes - Level
1 are those homes which have street lights . As discussed at
the Council meeting, a total assessment unit of 0 .75 was
used for homes in the Level 2 category and 1 .00 for the
Level 1 category.
With the new land use code, the revised budget was respread
to all parcels by the City Engineer in accordance with the
spread formula in the Engineer ' s Report . An updated Summary
Table of Annual Assessments for each land- use code is
attached (refer to -pages A-6 through A-9) . The Annual
Assessment for Single Family Homes - Level 1 is now as
follows:

RESOLUTON NO. 86-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, MAKING CERTAIN CHANGES TO
THE "MOORPARK LIGHTING MAINTENANCE ASSESSMENT
DISTRICT NO. AD-84-2"; AND CONFIRMING THE ASSESS-
MENTS FOR SAID DISTRICT FOR THE FISCAL YEAR
COMMENCING JULY 1, 1986 AND ENDING JUNE 30, 1987.
WHEREAS, the City Council of the City of Moorpark, by Resolution
No. 86-304, adopted May 19, 1986, declared its intention to make certain changes
to the "Moorpark Lighting Maintenance Assessment District No. AD-84-2", and
to order the extension of the annual assessments for said district for the fiscal
year commencing July 1, 1986 and ending June 30, 1987; and
WHEREAS, said "Moorpark Lighting Maintenance Assessment
District No. AD-84-2" consists of a single citywide zone to provide electric
current or energy for public lighting within the City, to provide for installation
or maintenance landscaping and the construction or maintenance of curb, gutter
or sidewalk structures and facilities, to install or construct facilities which are
appurtenant to any of the foregoing, for the maintenance or servicing, or both,
of any of the foregoing and to provide incidental expenses in connection therewith;
and
WHEREAS, on June 2, 1986 the City Council held a public hearing
to determine whether said changes to said district should be made, and whether
the annual assessments should be ordered and confirmed for the fiscal year
commencing July 1, 1986 and ending June 30, 1987; and
WHEREAS, at said hearing r. written protests to proposed
changes to, and to the annual assessments proposed to be levied for, said
Assessment District No. AD-84-2 were received by the City Council; and
WHEREAS, the City Council overruled any and all protests; and
WHEREAS, the City Council determined that it had authority to
proceed with the changes to and extension of annual assessments for the fiscal
year commencing July 1, 1986 and ending June 30, 1987;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. The report of the Engineer, as filed on May 19, 1986
is hereby approved and adopted, and the improvements, changes to, and extension
of the annual assessments in the Assessment District, in accordance with said
report and in accordance with Resolution No. 86-304, and an assessment in accor-
dance with said report, is hereby levied for the fiscal year 1986-87.
SECTION 2. The City Clerk shall cause the diagram and assessment,
or a certified copy thereof, to be filed with the County Auditor.

SECTION 3. The City Clerk shall certify to the adoption of this
resolution.
