S U B J E C T : Assessments for 1986-87 Fiscal Year
The attached proposals are for the necessary services to establish
assessments for both the City-Wide Park (A.D. 85-1) and Lighting and
Landscaping (A.D. 84-2) Districts for the 1986-87 Fiscal Year.
The proposal is based upon the use of the same method of spread as
used in 1985-86 with refinements to that method including the sit-
uation brought to the City staff' s attention concerning Mrs. Clement
and similar situations (Commercial vs Residential land designation) .
It also includes use of a separate zone of benefit for Tract 2805
(Pacifica and Pardee) for ultimate construction of the median Tierra
Rejada Road and maintenance of certain landscaped areas along a perimeter
of the tract including the slopes on the south side of Tierra Rejada
Road. The proposal includes two (2) man-days of field review for
each District.
RECOMMENDED ACTION
Authorize approval of preparation of the Engineer ' s Report for Assess-
ment District Nos. 84-2 and 85-1 for 1986-87 pursuant to the proposals
submitted by the City Engineer.

TERMS : A. Ownership of documents created in the fulfillment of
these services shall rest with City of Moorpark.
B. Redesign work, changes in scope of services, preparation
of alternate designs or drawings , delays causing expense to City of
Moorpark, or other similar events may necessitate revision of the time
schedule and/or compensation provisions .
C. Either party may terminate this authorization upon giving
a ten ( 10) day written notice of such termination to the other party .
In such case compensation shall be limited to the amount due for work
completed up to the time of termination.

RENEWAL OF LIGHTING MAINTENANCE ASSESSMENT DISTRICT
NO. 84-2
I . City Engineer will meet with the City to accomplish the
following:
1. Meet with the City and establish guidelines for
land uses, i.e. , mixed uses ( residential and
commercial) .
2 . Using last year's formula, make appropriate
adjustments to unit values to the satisfaction of
the Engineer for land uses.
4. Identify any new special zones within the City and
their accompanying values.
5. Set dates for the hearings.
II . City Engineer will provide the following :
It should be noted that the service offered takes into
consideration some efficiencies of work effort in
Districts 84-1 and 84-2 . Our quote reflects these
efficiencies as a single event and is divided equally
between the 2 districts .
The Scope of Services will include an initial spread to
be used by the City and City Engineer as a working copy
to establish the preliminary spread and Engineer 's
Report to be submitted to the City Council for the
first hearing . The services do not include revision to the method
of spread except for refinements to the initial spread.
a . Obtain the computer tape of the latest equalized
Assessor 's Roll .
b. Modify, as appropriate, the boundary map to
reflect the existing land uses . Field
verification will be limited to two man days
unless additional appropriations are authorized by
the City.
c. One copy of preliminary spread .
d. Ten copies of Preliminary Engineer 's Report.
e. Insertion of addresses and notices into envelopes ,
including additional items provided by City per #10 on Page 2.
One envelope per assessor parcel for both assessment districts
will be used.
f. Deliver to City inserted envelopes.
g . One copy of final spread .
h. Ten copies of Final Engineer 's Report.
i. One copy of final spread to the County Assessor .
j . Provide a magnetic tape to the County Assessor .
k . The City Engineer will participate in all
hearings .
The City will provide the following :
1 . City will provide budget data for 1985-86 fiscal
year with a breakdown of special zones as
appropriate.
* 2 . Printout from County with fallouts of latest
equalized Assessor 's Roll .
* 3 . Assessor maps with special zones identified, for
the latest equalized Assessor 's Roll .
4. All data pertinent to special benefit zones:
a. Annual budget of improvements, or services.
b. Description of improvements, or services .
5. A current street lighting and landscape inventory
map of the City including a list of any revisions
from the 1984/85 inventory map (Provided by
Edison) .
6 . A list of any additional or revised multiple-
family dwellings by street address or Assessor 's
Parcel Number indicating the number of dwelling
