Wall , City Clerk9 DATE: April 28, 1988 SUBJECT: Discontinuance of practice - mailing of assessment districts notices It has been a past practice of the City Council to direct that a notice be sent to all residential addresses within the City concerning the resolution of intent to levy and collect assessments for the City' s assessment districts. By law, the City must only send a direct mailing to all residents affected by an assessment district when the City is seeking to establish a new assessment district. Streets and Highways Code Section 22626 states, "The clerk shall give notice of hearing by causing the resolution of intention to be published. " The City Engineer' s office estimates the City will be sending notices to approximately 7,000 residences this year. In light of the costs of pre-stamped envelopes, in addition to the duplication of the notices, coordination of placing notices in the envelopes, affixing labels and bundling the envelopes, staff felt the process should be re-evaluated. It has been determined that the cost of envelopes alone will be $1,876.60, since the envelopes cost $266.80 per 1,000 envelopes. This figure includes the cost of postage. The City Engineer quoted a cost of $300 per assessment district to print the notices, fill the envelopes, and then deliver the envelopes to the City for mailing. In addition, significant staff time is required to prepare the text of the notices to be mailed, plus bundling and labeling the envelopes in a manner acceptable by the Post Office. The final costs would be approximately of $2,476 which staff feels is an excessive amount given the low public participation at the hearings, even with a direct mailing. In addition, news releases could also be prepared and mailed to all six newspapers currently covering the Moorpark area. Staff estimates this can be accomplished at a cost not to exceed $1,000. This does not require an appropriation of funds since the costs are included in the assessment districts. STAFF RECOMMENDATION: Direct staff to discontinue the practice of direct mailings for assessment districts, direct the City Clerk to publish the resolution of intention in both local papers, purchase an informational ad in both local papers, and prepare news releases to be mailed to the six newspapers covering the Moorpark area.
